Mr. D. D. Hall had business in Albany
Wednesday.

Mr. E. B. Lee brought the firet bale of
cotton in town last Tuesday. This bale
weighed five hundred and seventy eight
pounds and was sold for twelve and one
half cents per pound which netted seven
ty two dollars and tweniy five cents which
was bought by Mr, 8. J. Powell. Five
other bales have come in up to date Prices
r.nging from 12% to 9% according to
samples,
Sumter County hus just had a law pass
ed to elect her Comunissioners by the peo
ple —The question occurs is this a good
or a bad move a' p-esent the grand jury
elects. -
The grand jury is composed of not over
23 men and possibly 18—It isdrawn from
a small part of the voting population,
Result is that a very large majority of
people are disfranchised, when it comes
to electing the most important officers in
the county put it in any light po-sible—
they have no voice in it whatever for the
judge of the Superior court appoints the
jury commissioners the Jury commiss'o .-
ers select the grand jury and the grund
jury elects the county commissioners, -
Suppose Mr. Ais so situated as not to
be on the grand jury. Suppose Mr. Bis
on the grand jury. Suppose Mr A owe
one half of Lee County and Mr. B not an
acre, The present method mean
that Mr, A is disfranchised when it comes
to saying who shall assess his taxes man
aje his finances work his roads sup
port his paupars and look out for the
welfare of his County, While Mr, B who
co:s not own any property can rub it in
on him with his personal enemies vote to
manage Mr, A's property and yet Mr.
A’s mouth must be scaled.
Those that are thus disfranchised are
not the riff laff and ignorant pait by
any means,
We need a change and need it bad.

The Alternative Road law for said
State as appears in sections 573 t 0583, in
clusive, of Vol, lof the Code of 1895’ and
amendments thereto in acts of 1897 page
2¢,fbeingin operation in this county’ by
anthority vested in us, as County Commi
sioners of said county, we do hereby asses
and levy as a ‘‘commutation tax’ upon
each mail in said county subject to road
duty for the year 1g904, the sum of two |
dollarsand fifty cents ($2.50), and that'
said assesment and tax shal be due and E
collectable on and after August Ist., 19o4: |

payment of said assessment s2.soas
commutation tax aforesaid until Sept. 15th
1904, aud il any such persons subject to
such tax or road duty shal be then in de- ‘
fault in making payment of the same, any
and all such defaunlters shall be and arcl
hereby doubled taxed-that is assessed five
lollars ($5.00)- as tax and penalty on a(‘-‘
couit thereof: and itis further ordered |
that all such defaulters shall be allowed
until October Ist.; 1904, in which tomake
full paynent of said assessment and pen
alty aforesaid’ and that any all that shall 1
then remain in default in making such
payment, are hereby declared subject
and shall be requested to preform manual
labor upon the public roads of the county
for a period of ten (10) days, for said year,
as by law provided.

‘LOCAL ITAXATION FOR PUBLIC
SCHOOLS.
A PROCLAMATION.
By His Excellency, Joseph M. Terrell, Governor of
the State of Georgia, FExecutive Department, July
27th 7904.
\Whereas, the General Assembly, at its session in
1903, propose:t an amendment to the Constitution of
this State, as set forth in an act,approved August I7th
Igoz, to wir P :
Sec. 1. Be it enacted by the General Assembly of
Georgia, and it is hereby enacted by authority of the
same, Th.t from and after the passuge of this sict, thut
article 8, sect on 4 paragraph [ of the Constitntion of
the State be «ltered and amended bv striking out the
word “upon the recommendation of two grand Juri s”
which begin in the first line after the word *‘Ccunties”
and end in the second line before th= word “‘and’’ and
substituting th refor the worus ‘“militia di tricis,school
districts’and by inserting the words “mulitia. districts,
shool districts’’ in the seventh line afterword*“County”’
l andbefore the word“‘or”’and further by striking out the
I word ““two-thirds’’ ‘whic . begins in the seventh line
' after the word ““a’” and ends in the eighth line before
the word “voie’’, and subs ituting therefore the words
“two-thitds majority of - those voting’’; so that saia
paragraph shail lead when amended, as follows, viz;
“Authority may be granted to counties, mali.ia dis
nicts school distiicts and to municipal corporations,
upon the recommendation of the cororate authority,
to establish and mantain public schools in their respec
tive limiis by local taxation; but no such law shall take
effect until the same shall have been submittet to a
vote of the qualified voters in each County, militia dis
trict, school district, or municipal corporation, and ap
proved by two-thirds mujority of persons voting at
such election, and the Uener.xf,Assembly my prescribe
who shall vote on such questions.””
Seciion 2 Be it further enacted, That it this
amendment shall be agreed to b. two-thirds of the
members elected to each of the two Houses, the same
shall be eutered on their Journals, wi.h the Ayes and
Nays taken thereon, and the Governor shall cause said
amendment to be published in one or mo. e newspapers
in each congressional district for two months previous
to the next general election, and the legal voters at the
| next gcu»:ra% election shall have written or printed on
| their tickets *“ Ratification’, or ‘“Against Ratification”
|as they may choose to vote. and if a majorityof the
electors q alified to vore for the (ieneral Assembly vot
ing shall vote in favor of Ratification, then said amend
ment shall become a purt of said article 8, section 4,
paragraph 7 of the Constitution of this State, and the
| Governor shall make proclamatio 1 thereof.

| clairing that the toregoing proposed amendment to the
i Constitution is submitted for ratificaticn or rejection to
" the vo ers of the State, qualified to vote for membe:s
" of the General Assembly, at the general election to be
