our buyers are paying the highest market
price.
Mrs. D. W..Tison and children are vis
iting friends and relatives in Americus

sion—meeting July 5, 1904.
The Alternative Road law for said
State as appears in sections 573 t 0583, in
clusive, of Vol, lof the Code of 1895’ and
amendments thereto in acts of 1897 page
2c, beingin operation in thiscounty’ by
anthority vested in us, as County Commi
sioners of said county, we dohereby asses
and levy as a ‘‘commutation tax’ upon [
each mail in said county subject to road ;
duty for the year Igo4, the sum of twol
dollarsand fifty cents ($2.50), and that,
said assesment and tax shal be due andl
collectable on and after August Ist., 1904: |
anb the time. shall remain open for the
payment of said assessment s2.soas
commutation tax aforesaid until Sept. 15th
‘1904, and if any such persons subject to
such tax or road duty shal be then in de- l
fault in making payment of the same, any
and all such defaulters shall be and are l
‘hereby doubled taxed-that is assessed five
lollars ($5.00)- as tax and penalty on ac
count thereof: and itis further ordered
that all such defaulters shall be allowed
until October Ist,s 1904, i 1 which to make
full paymnent of said assessment and pen
alty aforesaid’ and that any all that shall
then remain in default in making such
payment, are hereby declared subject
and shall be requested to preform manual
labor upon the public roads of the county
for a peried of ten (10).days, for said year,
as by law provided.

I LOCAL TAXATION FOR PUBLIC
SCHOOLS.
A PROCLAMATION,
By His Excellency, Joseph M. Terrell, Governor of |
the State of Georgia, Executive Department, July
27th Igo4.
Whereas, the General Assembly, at its session in
1903, proposed an anfendment to the Constitution of
t\'gxis “tate, as set forth in an act, approved August I7th
Igo3, to wit’
Sec. 1. Be it enacted by the General Assembly of
Georgia, and it is hereby enacted by authority of the
same, That from and after the passage of this Act, that
article 8, sect:on 4 paragraph | of the Constitntion of
the State be altered and amended by striking out the
word “upon the recommendation of two grand Juri s’
which begin in the first line after the word *‘Counties’
and end in the second line before the word “and’’ and |
substituting therefor the words “militia di tricts,school \
districts’und by inserting the words “mulitia districts,
shool districts’”” in the seventh line afterwordCounty”’ ‘
' andbefore the word*“or’’and further by striking out the
{ word ““two-thirds’’ whics begins in thc seventh line
after the word ““a’” and ends in thg eighth line before
the word “voie’’, and subs ituting therefore the words
*‘two-thirds majoritgr of those voting’’; so that saia
paragraph shall lead'when amended, as follows, viz;
Authority may be granted to counties, maliiia dis
wicts school districts and to municipal corporations,
upon the recommendation of the corjorate authority,
to establish and mantain public schools in their r: spec
tive limits by local taxation; but no such iaw shall take
effect until the same shall hav: been submitte| to a.
vote of the qualified voters in each Cousty, militia dis
trict, schoo? district, or municipal corporation, and ap
‘proved by two-thirds majoritf' of persons voting at
such election, and the General Assembly my prescribe
who shall vote on such questions.” '
Seciion 2 Be it further enacted, That it this
amendment shall be agreed to bv two-thirds of the
members elected to each of the two Houses, the sime
shall be eutered on their Journals, wi-h the Ayes and
Nays taken thereon, and the Governor shall cause said '
] amendment to be published in one or mo«e newspapers
| in each congressional district for two months previous |
! to the next general election, and the Jegal voters at the I
| next gcn':ra%electiou shall have writien or printed on !
| their tickets ¢‘ Ratification’, or ‘‘Against Ratification’’ |
| as they may choose to vote, and if a majority of the |
electors qualified to vote for the General Assembly,vot ‘
ing shall vote in favor of Ratification, then said amend
ment shall become a part of said article 8, section 4,
paragraph 7 of the Constitution of this State, and the

clairing that the foregoing {proposed amendment to the
Coustitution is submitted for ratificaticn or rejection to
the voters of the State, qualified to vote for members
of the General Assembly, at the general election to be
held on Wednesday, October sth 1&04.
