A PROCLAMATION.
By His Excellency, Joseph M. Terrell; Gouvernor of
the State of Georgia, Executive Department, fuly
27th 790%.
W hereas, the General Assembly, at its session in
1903,{>roposed an amendment to the Cunstitution of
this “tate, as set forth in an act, approv:d August I7th
Igo3, to wit
Sec. 1. Be it enacted by the General Assembly of
Georgia, and it is hereby enacted by authority of the
same, Th it trom and after the pass.ge of this dct, that
article 8, sect on 4 p ragraph | of the Constitation of
the State be .ltered and amended by s'riking out the
word ‘*upen the recommendation of two grand Juri 8"’
which begin i the first line after the word *“Countias”’
and end in the second line beiore th= word ¢ and’’ and
substituting th-refor the wor s *“miliia di tricts,school
districts’and by mserting the words “‘muiitia disiricts,
shool districts”’ in the seventh line afterword*‘Céunty”’
andbefore the word*““or’"and further by striking out the
word ““two-thirds'’ whic.. begins in the sevemn line
after the word “a’’ and ends in the eighth line before
the word ““voie”’, and subs Ituting therefore the words
“two-thirds majority of those voting'’; so that saia
paragraph shall iead when amended, as follows, viz;
“Authority may be granted to counties, muli ia dis
tricts schoo! distiicts and to municipal corpmations,
upon the recommendation of the cororate authority,
to establish and mantain public schois in their r spec
tive limits by local taxation; but no such law shall take
effect until the same shull hav. been submiue: to a
vote of the qualified voters in each Couxty, militi v di--
trict, school district, or municipal corporation, and ap
proved by two-thirds mujority of persons voting ut
such election, and the Generd Assembly my prescribe
who shall vote on such questions.”
Seciion 2 De it further enact d, That it this
amendment shall be agreed to b. two-thirds of the
members elected to each of the two Houses, the sume
shall be evtered on their Journals, wi h the Ayes and
Nays taken thereon, and the Governor shall cause said
amendment to be published in one or mo. ¢ newspapers
in each congressional district for two months previous
“to the next general election, and the legal voters at the
next general election shall have writien or printed on
} their tickets ‘“ Ratification’, or “‘Against Ratification”
as they may choose to vote, and if a majority ot the
“alectors qualified to vote for the tieneral Assembly,vot
ing shall vote in favor of Ratification, then said amend
ment shili become a part of said article 8, section 4,
paragraph\l\Of the Constitution of this State, and the
Governor shafi\make proclamatio . thereof.

Coustitution is submutted for ratificaticn or rejection to
