What Pinckney Really Told France.
When John Jay, in 1796, made his
famous treaty with England, which
threatened to involve the United
States in a war with France, the Di
rectory would not receive the Ameri
can ambassador, Charles Cotesworth
Pinckney, but intimated that the pay
ment of a certain suin might settle
the dispute. Pinckney is said to have
Indignantly answered with the now
historical phrase: “Millions for de
fense, but not one cent.for tribute.” It
is said, however, that long afterward,
when Pinckney was asked in his club
whether he had ever uttered it, he re
plied: “No. My answer was not a
flourish like that, but simply, ‘Not a
penny, not & penny.'” ;

Few universities are enabled to dis
seminate as much~knowledge along
the lines of all of life’s activities as
does the Southeastern Fair, which will
hold its seventh annual exhibition in
Atlanta, October 12 to 21. For the
people of the state generally, the an
nual Southeastern fair is a veritable
fount of information about the things
they are* most concerned in with their
everyday existence,
The Southeastern fair exhibits show
the best that is produced in agricul
ture, Hvestock, dairying, poultry, farm
ing machinery, industrial work of va
rious sorts, arts and sciences, school
work, home work, such as needle
work, handicraft work, garment mak
ing, canning and numerous other
gorts of domestic endeavor. No mat
ter in what line or variety of lines any
person is interested, he can find much
of an instructive nature among the
fair exhibits. y
The Southeastern Fair has taken
rank with the best in the whole of
America. Its coming show will be
greater in scope than any previous ex
hibition and it wil be the most in
} structive exposition of its kind to date.
“More than ever, the Southeastern
*Fair has become one of the South’s
leading educational institutions,” said
il’resident Oscar Mills, of the associa
|tion, in discussing this feature. “It
' shows better than any other way how
!the state is developing and what it is
l accomplishing, It brings the people
lof the state together—the farmer, the
manufacturer, the business man, the
professional man, the women interest
ed in industrial or domestic matters,
and the children who are just hecom
ing interested in some line of the ac
tivities of life.
“It shows to each one the best that
is being accomplished with what he
is most concerned with, and it gives
to each one an opportunity to see
what others are doing. Few_people real
ize how great an educational ingtitu
tion the fair is, and what tremendous
offorts are put forth each year by
the fair officials. It is a known fact
itlmt both in the 1920 and in 1921 the
[fair association spent in premiums

amount of money that the state legis
