Cass Superior Court, Sept. Term, ’55.
¥E, the Grand Jurors, chosen and sworn
for the second week of September Term,
1855, of Cass Superior Court, beg leave to
make the following report:
The Grand Jurors of last week relieved
us of the labor of examining into the condi
tion of the general business of the county,
to wit—the condition of offices of Clerks of
..Superior and Inferior Courts. Ordinary's of
fice, condition of public building* andcovnty
finances. Upon each of which they made
a report in their general Presentments, and
to one only of these subjects will we allude,
and that is to the state of our county finan
ces. We agree with that Jury in lamenting
unost unfeignedly the insolvent condition of
■our Treasury, and though bad may be our
indebtedness there is a remedy, and that
remedy is to pay, and in order that ability
may be had to accomplish this end, we re
commend that a high rate of county taxation
be continued until the entire debt of the
county is extinguished. And we do most
-earnestly recommend to our Inferior Court
a restriction as far as can be practically a
dopteJ in the further contraction of county
liabilities, until our Treasury is fully re
pdenished and solvent, and for all timed®
,ccme to use the utmost caution in guarding
against injudicious expenditures of county
funds, and injudicious contracts tending -to
involve the county in indebtedness. It is
useless to comment upon the importance oJ
.our county becoming and remaining solvent.
Every tax payer will see at a glance its pro
iriety, and will agree to its inipsctance.

improvements at cash rates, at a saving of
an averago-of -33 1-3 per ceat.en contracts
heretofore made under our embarrassed con
dition. Owing to press of busiiuss on our
■ body, we have not hud time .until the last
day of our session to examine the books of
■ the county Treasurer, the. Jury of last week
in their leport having failed to give the
amount of our county liability. The Treas
•urer being absent when we desired to make
the explanation, we too, will fail in setting
forth the amount of our debt, but we recoin
meni that our Treasurer at his earliest
convenience make out an accou-nt current,
showing in full the state of our county finan
ces for the last six or twelve months, and
have the same published La the Cassville
S andard; and we recommend that in future
-oarlnferioi Court require the county Treas
urer to make out annually an account
-current of the state of county finances, and
have the same published in a public gazette
having the largest.circulation in the county.
IVe also recommend a thorough and total
reformation in regard to the management of
the support of the jpoor of cur county, be
lieving the present system unwise and failing
to answer the purpose for which it was
des,gued. The plan we propose is the es
tablishment of a poor house, located upon
land to be purchased by the county at some
eligible point with view to health, cheapness
of land and away from haunts of dissipation;
the land thus -purchased to be used by the
paupers of the county for agricultural pur
poses for their support, under the direction
of a steward, employed by the Inferior Court
for that purpose, the whole to be under the
■supervision of the Inferior Court or Cominis-
B oners, appointed by the Inferior Court, and
we recommend our Inferior Court, if they
have such power vested in them, and if they
have not, to petition the next Legislature
for that power, to proceed at a3 early a mo
ment as possible to the adoption of the plan
proposed. About one thousand dollars, wo
are informed, are now expended annually
foi the support of the poor of our county ;
-and we have good reason to believe that un
the present system but little relief is
erived therefrom. With one thousand dol*

UPHE South has too long been dependent up-
I on the northern cities for its periodical lit
erature. The weekly newspapers of Boston,
New York, and Philadelphia, have swept like a
Hood over that part of the nation south of Mason
and Dixon’s Line, many of them carrying with
them some of the prejudices of ablitionism; and
inculcating, to a greater or less extent, doctrines
injurious to southern institutions. This depen
dence of the mass of southern readers should be
thr iwn off'—and it is believed .would Have been
long ago, if there had been facilities in the South
or the publication of first class literary papers.
Tan Spectator —ls published by a gentle
’ man who lus long been connected with some of
the southern dailies, and has been undertaken
to supply this want—that ofH high-toned week
ly paper of Southern interest and character.

Stephen B. Pearce, his bond conditioned to ex
ecute titles, in fee simple, to said Stephen B
Pearce, for lot of', hind number one thousand and

third section of said county of Cuss; and it ap
pearing that said Stephen B. Pearce has trans
ferred and sold said bond to one Samuel Bad
get ; and it further appearing that said Badget
