At the moment Florence aud the repub
lican Stares of Italy weie at the head of
the literature, arts, science and civiliza
tion of Europe, they had lost or were
gradually losing that liberty which had
enabled them to attain this glorious j
pre eminence.
We might cite scores of other exam
ples, but these are sufficient to prove
that something else besides superior re
finement ami intelligence is necessary to
qualify mankind for self-government.—
What is that something ? Superior vir
tue, purer morals, and a more sacred re
gard to the obligations we owe to our
fellow men. These, we apprehend, are
the great qualifications of a people for
Belf-govcinment, and the iiiilispensible
requisites for its enjoyment.
This self-government in the United

honest, for without honesty capacity on-
