With a view to the cheap circulation of the
laws of Congress and the debates contributing
to the true interpretation thereof, and to make
free the communication between the represen
tative and constituent bodies:
Be it resolced by the Senate and Ho ate of Bep-
retentaticet of the United Statea of Atneriea in
Congress assembled. That from and after the
present session of Congress, the Congressional
Globe and Appendix, which contain the laws
and the debates thereon, shall pass tree through
the mails s« long as the same shall be publish- j
ed by order of Congress: Provided, That noth
ing herein shall be construed to authorize the
circulation of the Daily Globe free of postage.
