M. and find them to be neatly and correctly kept. 36th., District G. Dockets of the M. examined and,found to be cor rectly kept. Dockets of the 38th., District G. M. examined and found to be incor rectly kept owing to the cost being audited in the improper column. Notary Public docket of the 259 District examined but not approved owing to the failure of itemizing cost etc. Dockets of the 80th., District G. M. examined and found to be neat ly and correctly kept. Dockets from 35, 37, 1286th., and 260th., were not presented to this body. We recommend that the portion of the 1444 District G. M. in Screven county be consolidated with the 80 District and this ed Into two Districts. We recommend that the pay jurors and bailiffs of the Court.-shall be two dollars per diem. We have appointed J. II. D. S. Laffitte and J. L. Walker as committee to examine the books the various County Officers and report to the next Grand Jury. We recommend that W. L. Mathews be appointed Ex Justice of the Peace to fill the cancy caused by the resignation A. S. Anderson. We recommend that two bounds (one male and one be purchased by the County and kept by the Sheriff to be, used tracking criminals. Said dogs be the properly of the county. We recommend that all and General Elections held in 34th., District G. We also find the room is too small for the number of books, and recommend that this room be provided with a suitable book case for some of the books least used. We also examined the Clerk’s Office and find same in-good condi tion ; but we notice the fire place is full of waste papers and in case of fire ihere would., be probability of the destruction of many valuable papers. the Court House We examined and find same to be in general bad condition; sashes being broken out in many places, and the walls in many of the rooms defaced by pen cil marks and bricks out of quite a number of the hearths of the fire places and most especially do and we find dome in a dilapidated filthy condition and we urgently recommend that these repairs be made at once, as “A stitch in time saves nine.” We further recommend that bars . be placed over the window opposite the landing of the rear stair steps to the court house. We further find to the court rooms and to the jury rooms that, the doojs are not provided with keys, and we recommend that all doors to the court house be provided with the same, and we further recommend that earthen cuspidors be placed in the rooms of the court house. We find that in many of. the lire places in the court building waste paper, and most especially in the office of the Solicitor of the City Court, and as the Solicitor is sup posed to be an example for the peo ple in the county we urgently recom- in mend that his office be kept proper condition. We ‘recommend J. T. Wal ker, L. II. Hilton and G. II. Sharpe to succeed themselves in office for one term as members of the Board of Education. We recommend that a public road be cut from Bascom to Burtons Ferry, the length of which is about eleven miles, in lieu of the present road from Garnett to Herschman which is about eight miles in length, It was reported that the roads in the 35fh., District are generally id bad condition, and bridges on the Ogeechee Creek at Enuis Bridge are in need t)f repairs. Roads in the 36tb., District are in good condition, with the excep tion that there are quite a number of logs to be found in various places j and we recommend that the logs be cut out at once. ! The roads of the 259th,, District j are reported in good ' condition. I i I The roads of the 34th., District we find in a good condition. ~ Owing to the rush of business ,it has been impossible for us to make a personal investigation of t lie con viet camps, but have made diligent inquiry of same and find them to be in proper condition. The County School Commissioner has rendered his report to our body which shows 1310 white children and 2697 colored school children en rolled in the schools of the county, It also shows $15,599.15 was ap propriated to the county for school purposes for the year 1905. After a casual inspection of the Tax Digest of 1905 it is apparent to this body that there is a great deal of land given in at valuations too low, but in the rush of other busi ness we have no time to rectify same and we think it would be a more equitable policy if there were one assessor taken from each G. M. Dis trict whose duty it should be to as sess this property on an equal basis; and their compensation to be the same as that given to jurors during the time actually engaged in said work. We have examined the report of the County Treasurer asd find same to be correct, which report is hereto attached as a part of our report. We submit herewith the report of the committee appointed to examine the books of the various County Of ficers at the November Term of the Superior.Court. EXHIBIT B. We the committee appointed by the Grand Jury, November term superior court, 1905, to examine the county records, make leave to sub mit the following repoit: offices We find the records in the of the ordinary, clerk superior court, effirk city court, sheriff, treas urer and surveyor neatly and cor rectly kept: We find, however, in in the surveyor’s office a lot of un finished work, We have examined the books , of the county school commissioner and find theni correctly and neatly kept. We wish to congratu late our commissioners on the splendid financial condition of our county, as shown by statement of of the treasurer hereto attached, We suggest that a more accurate method of ascertaining who is sub ject to road duty be adopted. In the commissioners office, however, we do not find as complete a record of insolvent tax executions as we think advisable should be kept, and we suggest that the Commissioners look into the matter, and, if possible, have those records so adjusted that no citizen might be deprived of his right .to vote, who may have lost or misplaced his receipt for taxes. We have examined the books ol the Tax Collector and find same to be neatly and correctly kept, Referring to the report of the last Grand Jury committee in the matter of clerical error of the Tax Receiver in omitting to include the footings of two pages of taxable property amounting to 833,037 00., beg to report that we find that this amount was included in the consolidation of the Tax Collector and that the county did not lose a cent of its taxes. Lewis, were appointed by the -Grand Jurv at the last term of court to investigate the most feasible plan for putting our roads in first class condition in the cheapest and best manner have submitted their report to' our body, recommending the 'bonding of the county for the pur pose, and we do most heartily en dorse and commend the same to the attention of our fellow citizens and incorporate said report as a part of our general Honorable .presentments Foreman and “To the Grand Jury of Screven County:— May ’ term' superior' court, appointed Gentle men:—We, the committee by the Grand Jury-of the November term of superior court of Screven county 1905, to investigate particularly good roads and more the question of bonding our county for the purpose of building good roads beg to render this, our report: First:—We find the amount of Buy a pair of our famous s Ji 0ld 0 l and wear the best. We are exclusive agents for this shoe and fully guarantee every pair. l funds appropriated to road purposes annually for this county is, in round numbers, twelve thousand dollars, including the funds derived from the ad valorem and the commutation taxation. Second: That this amount is obly adequate to perform compared a very limited amount of work to the requirements to perfect the building of a system of good roads. Third: That at least seventy five per cent, of the amount expended annually is lost by the roads being left in an unfinished condition when gone over by the road workers under the present system. with the present Fourth: That system of road working the time that will be required to put through- our roads in a good condition out the county and in the manner to reach and benefit all the citizens of the county, is practically incalculable. Fifth: That in our opinion, to bond the county for a sufficient amount to build good roads within a short space of time enabling all citizens to enjoy the benefits to be derived from same and at the same time equalizing the burden of taxa tion, is the most practicable and equitable plan yet presented to our people. the amount of funds Sixth: That made available for road working purposes at the present time will more than pay the interest on two hundred thousand dollars at the rate of four per cent, per annum, and pay off the amount of bonded in debtedness, five thousand dollars per annum, in the space of forty years, thereby enabling our people to en- of joy the benefits and blessings good roads during and after that time with a decrease instead of an increase in taxation, besides after all this done having a surplus left over in the treasury of forty thousand dollars. Seventh: that with the judicious expenditure of the required amount of capital to perfect a proper road working system, machinery' will be employed in the work that will eliminate to the greatest extent the vast amount of physical Jaboi re quired for this work, thereby avoid ins the necessity ol calling upon our agricultural resources principally tor skilled labor, but instead, using of the mbor for the manipulation machinery employed in such yvoik. It having been reported to us that the sheiiff has to employ a guara to look after the jail while he is attending court and has been pay ing for same out of his own pocket; we recommend that the County Commissioners look into this matter and if these are the facts and work ing an injustice upon the sheriff they pav said guard two dollai’s day while engaged in this work. We recommend that the foregoing presentments be published in the county paper.
