BANNER WATCHMAN, ATHENS, GEORGIA, FRIDAY MORNING, FEBRUARY t$. i8&
THE SE6R0 AM! THE FUTUBE.
A Southern Vlow of tbs FoUtlesl K«««sl-
tle» of tho Wfcolo Country ul tit# *sm-
Huntinoton, Mis*., Feb, 15.—
Mr. Blanton Duuc*n, of thi» place,
ha* written a letter for publication,
although addressed to John W,
Daniel, the new United State* »*n-
. otor from Virginia. In the letter
he talk* of the negro queation at
one which predominantly and
darklv overshadows the future of
the country, not only over the south
where the great evil exists, but
north, and eaat and weat alike. He
arguea that the living together ol
an inferior and aupeiior race i* an
anomaly which cannot bear other
than the moat bitter reaulta.
Senator Sherman and other great
northern leadera have announced a*
their battle cry henceforward; “Re
duction of the aouthern atrength in
congrea* and the electoral vote to
accoid with the number ol negro
vote* which are yearly counted out
and diafranchiaed." That mean*
agitation and fanaticiam in the
North and excitement and incite
ment to blood abed and violence
throughout the South.
aoUTHBRN ESTIMATE OP SAMBO.
The writer then, in referring to
the atatu* of the negro, any*: “The
Southern negro race twenty year*
ago wa* scarcely more filteJ for
self-government, to appreciate the
ilutie* of citizenship, the purity ot
the ballot, than were the kangaroos
of Australia or the citizens of Cen
tral Africa. In two decades there
has been no progress mentally, mor
ally or otherwise. To-day the/ are
a mats of paupers, not one in a hun
dred rising above the common herd,
and if left to themselves for ten
years assuredly would retrogsde to
the status of their savage ancestors.
The Southern white* have neither
the means nor the inclination to sttp
aside (in their absorbing care* an.)
struggle their own families) for the
purpose ot building up the fortunes
and expanding the intellect and the
moral* of their former slaves. It
would he time thrown away to do
so, and the negro as a tree will re
main a* he has been for the past
twenty year*—the prey of the sharp,
er, the dupe of the demagogue, the
utterly debased creature, under the
curse of Got! against Ham and his
descendants. Education alone will
iccompiUh no ueficuis »imp!y
lit those who are bright enough to
learn more than their fellows how
to be wily and unscrupulous leaders
among the most corrupt and unprin
cipled. Unless by a miracle Irom
Heaven, the race cannot he chang
ed, befauae the moral percetions
do not exist; and there never can
be intercourse close and sufficient
enough between the whites and the
blacks to secure any progress. Race
hatred prevails evtry where among
the blacks and they would exuliing-
ly, if power seemed even to be
within their grasp, light the fires
and shed the blood for another lto*o-
cauat like that of St. Domingo. The
negroes, with rare exceptions, will
sell soul and body tor whisky.
They care nothing for honor, vir
tue, religion. Honesty in contracts
it almost unknown. To-day is the
limit of their vision. They cannot
appreciate kindnesa or good treat
ment. Those rule them boat who
uae a rod of iron and treat them
like dogs.
HOW TO MEET THB ISSUE.
What should the real statesman
do when radicalism proposes to re
duce Southern political strength?
Meet them more than half way and
suggest a return to the only legal
atatu* of i860, when Southern citi
zenship was confined to the white
race. Accept the proposition of
Northern men and let the Southern
people resume their legal rightsand
restore the franchise where it be
longed. Reduce the vote and
strength simply to the representa
tion of whitea. Let the South vol
untarily place it beyoad peradven-
ture that its voice snail shape polit
ical contests, and let the North,
with it* intelligence and manhood,
act •* it will then do, when fanati
ciam and falsehood shall have loat
its power to keep the Union intact
ana it* people harmonious and in
concord. The South in national
councils, after performing such ab
negation, would have ten fold in;
fluence. Our statesmen wouldl
wield a magic wantl.
A WAIL FOE THE SURVIVAL OF THB
FITTEST.
He then quotes largely from ad
dresses made at different time* on
the moral status of the negro, and
closes by saying: So long at tbr
millions of negroea ■ remain within
our borders political equal*. the
dnor it closed to all hope of white
Immigration. If the evil grows
there will come a white exodus,
leaving the fairest and most pro
ductive portion of the continent to
become another Africa. These are
not imaginations, delusions—simply
pregnant conclusions. No one
would seek to rob the negro of hi.
full rights of life, liberty and prop
erty, or fail to encourage an d aid
him in sny progress or material
prosperity. By restriction of the
franchise, reducing the political
strength of the Southern states, the
greatest disturbing element of our
farmers might be removed. Rhode
Island prevcuU citizen* of the oth
er states and of the United States
from voting in thousands of cases,
though resident for years. Massa
chusetts disfranchises annually ten*
of thousand* of. her poorer voter*.
If the white masses cannot and do
not see what a precipice Vawns be
neath their feet, .there wifl.be a rude
awakening when the destined day
of trouble comes.—N. Y. Herald.
