The minutes of the "last regular
meeting were read and confirmed.
The appeal case of Lou Williams
continued to the next regular
meeting.
Read a communication from J. J.
jIcDonough & Co., stating that they
were engaged in the manufacture of
yellow pine lumber on the lino of the
II. & B. Railroad; that they had been
nnd were still shipping the same
through the port of Brunswick; that
they had, with a view to extending
their facilities for shipping, recently
purchased Old Town water lot No.
47, on which thoy proposed to imme
diately erect an extensive wharf; that
they would, under authority granted
by Council, Jan. 6th 1870, run side
tracks from the wharf South to a con
nection with the line of the B. & A.
Railroad, and asking permission to
pile lumber along the line of the said
side tracks on one half of the portion
of Bay street West of the main line of
tho B. & A. Railroad (not interfering
with any rights granted to T. W. Dex
ter) and also along the main line of
Railroads South of their side tracks,
if it should become necessary in the
transaction of their business, which
was received and the permission
granted.
Read a communication from A. A.
Taft, stating that certain lots in the
Old Town had been sold for taxes due
tho city in the year 1868; that such
sale left in the bands of the Treasurer,
as he understands, the sum of $349.40,
after paying the taxes and costs; that
such sum might have been recovered
in an action for money had any been
received, and might bo now recovered
bnt for the statate of limitations; and,
therefore, asking Council to refund
him the amount without interest,
which was received and then referred
to the finance committee.
Read a communication from W.
Berrien Burroughs, stating that him
self and D. R. Martin were the joint
owners of five-sixths of Old Town lot
No. 116; that the estate of John D.
Watkins claimed tho property, and
pending such claim, paid the taxes
thereon to tho city amounting to $59,-
95; that thoy bought out the Watkins
claim, and "although they had also
paid tho taxes for the samo years,
1880 and 1881, thoy were compelled,
in the settlement, to pay the taxos
paid by the Watkins estate; and,
therefore, asking Council to refund
them the amount of the said $59.95,
inasmuch ns the city can only legally
hold tho full tax for tho two Boid
yoars, which was received and then
roferreed to the finance committee.
'lo the Honorable Mayor and Council
of the City of Brunswick:
The ladies of the Park Association
beg leave to add to the admirable
suggestions and recommendations of
the Health Officer, and respectfully
ask your Honorable Body to grant
their petitiou. Will you pass an ordi
nance requiring owners of property in
the city to thoroughly whitewash their
premises by the first of April, and in
all cases where the parties are unable
to purchase material will the city pur
chase the same. The benefit and ad
vantages of this proceeding von will
readily comprehend, inuking it unnec
essary to add reasons for so doing,
particularly as Dr. Blain, in bis com
munication, has given them so clearly
and sensibly. Every one will under
stand at once that it will add to the
good appearance of the city and wbat
is of much more importance, will Be
valuable aid in keeping it clean, sweet
and healthy.
Earnestly hoping yon will favorably
consider our petition, we are very re
spectfully.

ber last, the following gentlemen were
elected Chief and Assistant of the fire
department: Messrs. L. S. Scruggs
ana S. C. Littlefield. At a subsequent
meeting of the company, held on the
18th inst., I was instructed to notify
Council of the above..

To the Honorable Mayor and Covncil of
the City of Brunswick:
The Finance Committee, to whom
was referred the communication of
Dr. J. S. Blain, Port Physician and
Health Officer, making certain sug
gestions or recommendations to Cottfr-
oil, beg leave to state that they have
taken the several matters into careful
consideration,and respectfully submit:
1. They recoin intend tho appoint
ment of Mr. Rosendo Torras as inter
preter of the Spanish, Italian, Portu
guese and French languages, and
that he be authorized to charge and
collect a fee of five dollars from each
vessel requiring his services as an in
terpreter.
2. In the matter of the purchase by
the city of a boat for quarantine.pur
poses, they cannot recommend such
purchase, for the reason that the Port
Physician and Harbor Master receive
for their services such fees ns nre suf
ficiently remunerative, they think, to
enable them to furnish themselves
with a suitable boat.
3. In the matter of purchasing a
site for a permanent quarantine sta
tion, they cannot consistently recom
mend such purchase, on ncconnt of
the present financial condition of the
city, but they think it ndvisablo that
the matter should be looked after ns
early ns circumstances will permit.
The committee are fully impressed
with the importance of establishing
nnd maintaining the best sanitary
condition of the city possible; and
they, therefore, suggest that the
Bonrd of Health take the matter into
consideration and mnke such recom
mendations to Council as may be
necessary to secure und protect the
health of the people.

The finance committee to whom
was referred the duty of reporting an
ordinance to raise a revenue for the
city of Brunswick, for the year 1882,
beg leave to submit the accompany
ing ordinance, whiob they recommend
be passed.

An ordinance to assess and levy
taxos and raiso a rovemio for tho city
of Brunswick for the yenr 1882, pre
scribe penalties for a violation of the
sumo nnd for other purposes connect
ed with tho taxcB and rovonuo of said
city was road tho first time, then ta
ken up by unanimous consent, read a
second time, by sections, and unani
mously passed.
An ordinance to protect the en
gines belonging to or controlled by
the fire department of the city of
Brnnswick, likewise all appurtenan
ces belonging or attached to said en
gines, prescribe penalties for a viola-
lion of the same and for other pur
poses therein mentioned, was taken up
and read the first time.

submitted their report of the nssessod
value of. all property liable to taxation
for the year 1882, which was received
and adopted.
His Honor, tho Mayor, stated that
be bad entered into a contract with
Mr. Sullivan to pay him the sum of
$150.00 to remove and place the City
Hall in proper position, at the point
designated on Qaeen square.

AN ORDINANCE,
To assets and levy taxes and. raise 1 retenud for
tilt City of Brunswick, $0$ the yetr 1882, pre
scribe penalties fora violation of the samo, and
for other purposes connected with the taxes and
revenue of said City.
Section 1. The Mayor and Council of the City of
Brunswick, in Council assembled, do hereby ordain,
That from and after tho first day of March, 1§82,
the inhabitants of said city, and all thorn who hold*
taxable property within the same, shall pay to
wards tho support of the government of, said
city, and for the convenience, advantage, safety
and benefit of said city, the taxes hereinafter pre
scribed.
8*c. 2. And be it farther ordained, That every
f ieraon, firm or corporation owning any lands with-
n tile said city, whether the same be laid off Into
lots, or in tracts nr parcels, shall pay a
tax df; xiue and ono-Iourth of t ons
per cent, upon the value of such lots, tracts or
parcels of land, as a«se*ned by and under tho thirty-
first section of the charter of said city, except upon
such as may be exempt under the laws of the State.
Sec. 3. Aud be it further ordained. That every
person, firm or corporation owning any buildings
within said city, shall pay a tax of one per cent,
upon the value of such buildings, as assessed by and
under tho said thirty-first section of tho said
charter of the city, except upon such building, as
may bo exempt under the laws of the State.
Sec. 4. And bo it further ordained, That every
person, firm or corporation owning household,
kitchen office furniture, watohos clocks,
jewelry, plate, musical instruments, billiard find
other tables, stocks in money, corporations, bonds,
notes and other evidences of debt, money, solvent
debts, ami every other kind of personal property
whatsoever, ahnll pay a tax of one per cent, upon
tho fair market v ilitc <>( sqch personal property, so
owned, on tlio first thy of March, 1H82, except
such as rosy bo exempt under the laws of the
State.
Sec. 5. And be it further ordained, That tfvery
_ jrson or firm engaged in business as wholesale
dealers, exclusively, in goods, wares, merchandise
and articles ol every description, within said city,
except licensed dealers, Khali pay a tax of one
tenth of one per cent, upon the amount collected
rrorn the sales of such goods, wares, merchandise
ard other articles during each quarter of the year
1**2 ; nnd every person or firm engaged in business
as wholesalo and retail dealers In goods, wares,
merchandise nnd otlmr articles within said city,
except licensed dealers, shall pay a tax of one-fifth
of one per cent, upon tho amount collected from
tho sales of such goods, wares, merchandise and
other articles duringeach quarter of the year 1882;
and such wholesale aud retail dealers shall make,
under oath, a return of tho amount collected from
the sales quarterly, and pay the lax thereon within
ten days from the expiration of each quarter. Aud,
if the Clerk and Treasurer be not satisfied with
the correctness of the return of any such dealer,
he shall report the same to the Mayor and Council;

one arbitrator to be chosen by Council, one by the
party making the return, and a third bv the two
> chosen, in the event of a disagreement.
Seo. G. And. he it further ordained. That the
value of the real estate and improvements to bo
taxed tinder this ordinance shall be ascertained
from the assessments, as made and returned by
the Assessors for the year 1882, and that of personal
property by means of the returns hereinafter pre
scribed.
Sec. 7. And bolt further ordaiued. That every
person, firm or corporation owning real or per
sonal property within tho city, on the first day of
March, 1882, shall make a return thereof to tho
Clerk ami Treasurer of tho city, on or before the
thirty-find day of March, 1882; and the amount of
such tax Khali be collected by the Clerk and Treas
urer in four quarterly payments, if deaired by tho
tux payers—the first to bo paid on or before the
3jst day of March, the second on or before the 30th
day of Jane, the third on or before the 30th day of
Sept., and the fourth on or before the 30th
day of November, 1882.
Sec. 8. And be it further ordained, That all
such returns may be made in peraon, or by an
agent or attorney; and the returna shall set lorth
the fair market value of all portonal property Ba
bb* to taxation under this ordinance, and shall bo
made under oath, in every instance, that the tame
is true, and that thepeason for whom the return ia
made, is not liable for any other tax, and has no
other property in the city liable to taxation. And
it shall be the duty of the Clerk and Treasurer to
require such oath or affirmation from every peraon
without exception, he being hereby authorized, tor
the purposes of this ordinance, to administer such
oath or affirmation.
Seo. 9. And be it further ordained, That the
sum of two dollars be Imposed upon each and
every male inhabitant within the city between the
ages of sixteen and fifty years, not exempt from
road duty under the lawe of the State, aa a commu
tation for street tax, which tax shall be dne and
payable on the first day of May. 1882, provided, that
such persons may be relieved of such tax by labor
ing on the city six consecutive dsye under the di
rection and control of each person as the commit
tee on streets, drains and bridge# may select, at
any time prior to the first day of August, 1882, and
provided firtber. that all persons liablo to such
tax. may make a return thereof with the returns of
real aud personal property, and pay tho aau*e with
the quarterly or other payments.
Arc. 10. And be It further ordained, That ell

subject on convictiou therefor before the Police
Court, to u fine not exceeding one hundred ($100)
dollars, or labor on the public streets fora form not
exceeding sixty days.

AN ORDINANCE,
Te confor additional privileges upon tlio Macon and
Brunswick Division of the East Tennessee, Vir
ginia t Georgia Railroad Company in Bay street
in the city of Bruuswlck, Glynn couuty, Ga., ami
upon property upon the water front adjacent
thereto, and for other purposes therein men
tioned.
Section 1. Be it ordained by the Mayor and Coun
cil of tho city of Brunswick, and it is hereby ordain
ed by authority of the samo. That tho Macon and
Brunswick Division of the East Tennessee, Virginia
and Georgia Uuilroud Company shall have power to
extend its aide track sonth of Mansfield street, on
the west of the western main track on Bay street,
so far south as It can be done without interfering
with the aide tracks of ot tier parties already laid
down; and shall have the power to extend and mod
ify the course of such -ole track where it crossen
Mansfield street into and upon tho property of Lit
tlefield It Tison, know 1 as Old Town water lots
numbers twelve, thirte* n, fourteen and fifteen in
said city of Brunswick, in inch manner as to creato
easier grades and curvet; sou shall also havo tho
right and power to extend two side tracks from tho
side track south of Mansfield street first referred to
north in front and to the east of a building known
as a warehouse, two hundred feet in length, now
being erected by Littlefield & Tison, said aldo
tracks to be between the main traok on Bay street
and said warehouse, and to be continued to a point
on Bay street north of Monk street and in front ot
water lota numbers eight, nine and ten In the Old
Town of the city of Brunswick, there to be again
connected with the mein lines on Bay street, ataucb
point or points in front of said lota numbers eight,
nine and ten as may be thought advisable.

nances and parte of ordinances, in conflict with thin
ordinance, be, and the same ore hereby repealed.
