Local Matters. COUNCIL. PROCEEDINGS, jugular Meeting. March 9th, 1888. Council met. Present His Honor, tbo Mayor, and Aldermen Hnrvey, Hardy, Cook, Spears, and Littlefield. Absent, M. Doorflinger Couper. and Wilder. The minutes of the last - regular meeting KStB read and confirmed. ' The apjfcal cases of Lou Williams and of W. J. Williams wero continued to the next regular meeting. Head a communication from P. W. Brewster, agent of R. B. Reppard, stating that Mr. Palmier, of tho Bruns wick Division of the E. T. V. & Ga. Railroad, bad requested him to move his lumber from the front of his of fice and one of the wharves, over which he was shipping lumber, so that he could put in a new side track; that be was much surprised thereat, for the reason that he was not aware, that any such right had been granted to the railroad by the recent action of Council, and from what he could learn such was not the intention of Coun cil; that he most strenuosly objected to giving all the room asked for by tho road, as the same had been used as a lumber yard ever since the road was built; and, therefore, asking Council to take immediate steps to have tbo matter properly adjusted., which was received and tbon referred to the committees on railroads and streets drains and bridges, with au thority to adjust the matter. Read a communication from tbo Commissioners of Pilotage, asking Council to make the usual appropria tion of one bbndred and fifty dollars to meet the expenses of tbo Board for the year 1882, which was roceived and the appropriation made. Read a communication from A. Y. Putnam, stating that Mr. Torras, tho Spanish Consul, had requested him to ask Council to refund him the amount paid by him for a liceuse issued Sal vador Vinardell, as stevedore, ns tho said Vinardell had become discour aged and declined to carry on tho business, or so much of tbo amount as Council might deem propor, which was receivod and laid on tho table. The Harbor Master submitted his report of the arrival of vessels (43 in number) during the month of Febru ary, which was received and ordered to bo filed. The police committee submitted tho following additional regulations for tho government of the police, which were received and unanimously adopted: REGULATIONS FOB THE GOVERNMENT OF THE POLICE OF THE CITY OF BRUNSWICK. 1. Policemon will be required to re port at police hendquarters before go ing on duty, and register tho time of day or night that they leave tho office to relieve another in a book kept there for that purpose; and the one so re lieved will report immediately at head quarters and register the time at which he is relieved. 2. Entering any house, store or oth er building while ou duty, oxcopt for the pnrpose of making an arrest or preventing a difficulty, serving a pro cess, or attending to some other offi cial duty, is strictly prohibited. 3. Policemen shall not (while ou duty) engage in any lengthy conver sation with anyone, unless it is to re ceive information about a violation of some ordinance of the city. 4. They shall not leave their regu lar beat unless they be called upon by some citizen to make an arrest or stop a difficulty, or are called upon by a policeman upon another beat for as sistance, except they be ordered by the Marshal. 5. They shall be in full uniform while on duty, and present a neat ap pearance. 6. No change of beats, or swapping off, will be allowed among them, un less approved of or ordered by the Marshal. 7. They will be expected to be po lite and courteous to al| parties, espe cially strangers, answering any prop er questions, and giving required in formation and directions when asked. 8. They are required to abstain from tho use of any obscene or pro fane language while on duty, 'and to conduct themselves in a quiet and or derly manner. 9. They are strictly cautioned against the nse of intoxicating liquors, as the slightest evidence of intoxica tion while on duty will be held as suf ficient cause for their dismissal from the force. 10. Any violation of the foregoing rules must be reported to the Police Committee by the Marshal, they to take immediate steps looking to an investigation, and to inflict such fine upon the offender as may be expedi ent or necessary. Littlefield: Resolved, That a committee of three, with His Honor, the Mayor, be appointed, whose duty it shall be to draft a memorial, asking Congress to make each an appropria tion as may be required to complete, or, at least, continue the improvement of oar harbor. The resolution was unanimously adopted, and His Honor, the Mayor, announced the following committee: Aid. Littlefield, Harvey aud Cook. The committee, after retiring for a short time, returned and submitted the following: To the HonorMe Senate and House of Representatives of the United States in Congress Assembled: , We, the Mayor and Council of tho city of Brunswick, Ga., having learned that no appropriation will probably be made by the Congress for the con tinuance of the improvement of our harbor, or, if it bo made, that it will be so small that but little practical good can result therefrom, respect fully submit, That our city and port nro rapidly increasing in population and commer cial importance—so rapidly, in fact, that we must insist, that justice to ourselves and the common country demands that the work should not bo abandoned, oven for a time; aud par ticularly when we take into consider ation that tho cost of the entire work, when compared with tho hundreds of thousands and millions of dollars that are being expended nt other points, and at points, too, whoso natural ad vantages shrink almost beyond insig nificance when compared with those of Brunswick. We dosiro most ear nestly to impress upon you tho rap idly growing commercial importance of our city nud port. Our business required ono hundred and seventy- seven vessels for the year 1876, which was increased to two hundred nnd twenty-five vessels for tho year 1877, and then to threo hundred and thir- ty-fivo for tho year 1881. Wo have had eighty-four vessels during Janu ary aud February of this year, and the number for the entire year will, no doubt, reach five hundred; und this increaso of business is not equalled, wo thiuk we can safely say, by that of any other port in the United States. Two of the great railroad systems of the South and West (tho Cole nnd tho Erlanger) now own the two rail roads running out from Brunswick, and are each rapidly extending their linos, North, West and South, so as to make connections with all the im portant points of the entire country; and when these two great systems shall have been perfected, aud wbeu all tho business which the two systems will control shall have been brought to Brunswick, ns they propose doing, our port will certainly become sec ond to no other in commercial im portance in tho South, at least. Our port is, beyond all question, the near est, the best, the most healthy nnd the most capacious that can be reached on the Atlautio coast from all the country —from Cincinnati und Chicago clear around westwnrd to and down the Pacific ocenu; and all the vast nud varied productions of this immense territory, when developed, must nud will naturally seek and find an outlet through the port of Brunswick. . All the millions so freely spent at other points will never overcome the natu ral advantages possessed by the port and city of Brunswick. She stauds, like Saiil of old, full bead and should ers above all her fellows, and she will, but unlike Sanl most surely retain, and, iudeed, more than retain her her great prominence, if tho very slight obstruction in the inner harbor be removed. The cost of the entire work, when fully completed, will uot exceed, all told, from the first to the last appropriation, one hundred thou sand dollars, while millions have been already expended on other harbors, which will nave to be followed bv oth er millions before completion, if ever completed by the nse of money. In view of these and other indis- pntablo facts that we could mention had we the time, and which are, doubtless, known to many of you, we do think that onr great natural ad vantages should be fostered and pro tected by the Government; and we mast, therefore, insist—and strongly insist—that simple justice, not only to the people of onr own State, but to all the people living, and to here after live, within all the vast territory previously mentioned, demands such an appropriation as will permanently remove the obstruction, and thus place Brunswick on one of the great highways of the globe, and also enable her to become, at no very distant day, one of the great commercial and fi nancial centres of .the world.' The memorial was, on' motion of Aid. Spears, received and signed by the members present, and the Clerk of Council instructed to forward a copy of * the same to our Senators, Messrs. Brown and Hill, and Geo. R. Black, our immediate Representative in the House. The finance committee stated that they had beon unable, from unavoid able absence, to examine the bills for the month of February, and the Clerk and Treasurer was instructed to pay snob as should be approved by them, aud report the same to the next meet ing of Council.
