AS ORDINANCE,
To M«esa aod levy tsxes *ml raise a revenue for
the City of Unmawick. for the year 18*1, pre-
"tribe penal tie" for a violation or the same, and
for other purpoee* connected with the tax*
revenue ol said City.
Section 1. Tbe Mayor ami Council of the City of
Brunswick, in Council assembled, do hereby ordain.
That from and after tbe first day of March, 188 j,
tne uihabitanta of aaid city, and all tbo*e who hold
taxable property within the same, shall pay to*
wards the support of the government of aaid
city, aud tor the convenience, advantage, safety
aud beuefit of aaid city, the taxes hereinafter pre*
scribed.
Skc. 2. And be it further ordained, That every
person, firm or corporation owniug any landa with
in the aaid city, whether the same be laid off into
lota, or in tracts or parcels, shall pay a
tax of one and oue-tourth of one
per cent, upon the value of such lots, tracts or
parcels of laud, aa assessed by aud under the thirty-
first section of thechartero! said city, except upon
such as may be exempt uuder the laws of thu state.
Sec. 3. Aud be it further ordained. That every
persou, firm or corporation owupig any buildings
within said city, ahsll pay a tax of one per cent,
apuu the value of such buildings, as assessed by and
uuder the said thirty-tirst section of tho said
charter of the city, except upon such building, as
may bo exempt under tho laws of tho State.
Sec. 4. And be it further ordainod. That every
person, firm or corporation owning household,
kitchen or office furniture, watehe-, clocks,
jewelry, plate, musical instruments, billiard and
other tables, stocks iu money, corporations, bonus,
notes and other evidences oi debt, money, solvent
debts, and every other Kind of personal property
whatsoever, shall pay a tax of one per cent, upon
the lair market value of such personal property, so
owned, on thq first day of March, 1882, except
such as may be exempt under tho laws of the
State.
»eg. 5. And be it further ordained, That every
ptrson or firm engaged iu business as wholesale
dealers, exclusively, iu goods, wares, merchandise
and .Articles u| every description, within said city,
except licensed dealers, shall pay a tux of one
tenth of one per cent, upon the amount collected
from thu sales of such goods, wares, merchandise
and other articles during each quarter of the year
1882 ; aud every person or firm euguged iu bu»iucB8
as wholesale and retail dealers iu goods, wares,
merchandise aud other articles within said city,
except licensed dealers, shall pay a tax of ouu-ttfth
«»f one per cent, upon the amount collected from
the sales of such goods, wares, merchandise and
other articles during each quarter of the year 1*82;
aud such wholesale aud retail dealers shall make,
under oath, a return of the amouut collected from
thu tales quarterly, aud pay tho tax thereon within
ten days irom the expiri tion of each quarter. And,
if tbe Clerk and Treasurer be not satisfied with
the correctness of the return of any such dealer,
he aball report tho same to tho Mayor and Council;
aud the return ahali thou be referred to arbitration,
on* arbitrator to be chorea by Council, one by tho
party making the retnm, and a third bv the two
ao chosen, in the event of a disagreement.
Sec. 6. And; be it further ordained. That tho
value of tbo real estate and Improvements to be
taxed under this ordinance aball be ascertained
from the assessments, as made and returned by
tbe Assessors for tho year 1882, aud that of personal
property by means of tbe returns hereinafter pre
scribed.
Sec. ?. And be it farther ordained. That every
person, firm or corporation owniug real or per
sonal property within the city, on the first day of
March, 2882, shall make a return thereof to tho
Clerk aud Treasurer of the city, on or beforo the
thlrty-flrat day of March, 1882; and the amount of
such tax shall be collected by the Clerk and Treas
urer in four quarterly payments, if desired by the
tax payers—tne first to be paid on or before tho
31st day of March, tho aeoond on or before tbe 30th
day of Jnne, the third on or before tbe 30th day of
Sept., and the fourth on or before tbo 30th
day of November, 1882.
Sec. 8. And bo it further ordained That all
such returns may be made in person, or by an
agent or attorney; aud tbo return* shall set forth
the fair market value of all personal property lia
ble to taxation uuder thia ordinance, and shall bo
made under oath, in overy instance, that the tamo
la true, and that the peason for whom the roturn is
made, it not liable for any other tax, and has no
other property in the city liable to taxation. And
it aball be tbe duty of tbe Olork and Treasurer to
require such oath or affirmation from every person
without exception, ho being hereby authorized, for
tho purposes of this ordinance, to administer such
oath or affirmation.
Sec. 9. And be it further ordained, That tho
aum of two dollara be Imposed upon each and
every male inhabitant withiu tbo city between the
ages of sixteen and fifty years, not exempt from
road duty under tbe laws of tho State, as a commu
tation for atreot tax, which tax shall be due and
payable on the first day of May, 1882, provided, that
auch persons may be relieved ot such tax by labor
ing on the city aix consecutive days under tho di
rection and oontrol of such person as the commit
tee on streets, drams and brldgea may select, at
any time prior to the first day of August, 1882, and
provided xarthor, that all persons liable to such
tax. may make s return thereof with thu returns of
real and personal property, and pay the same with
the quarterly or other payments.
Sec. 10. And be it furthor ordainod, That all
persons failing or tefuaiug to raako tbo returns un
der the several sections of tbia ordinance, aball bo
ubject on conviction therefor before tho Police
Court, to a fine not exceeding oun hundred ($1U0)
dollars, or labor on the public streets fora term not
exceeding sixty (lays.
Sec. 11. And be it further ordainod, That tho
Clerk and Treasurer he and he Is hereby required
to issue executions against all person* for the en
tire amount of tax due for the year 1882, upon the
failure to promptly pay tho first or other quarterly
payments as they become due.
Sec. 12. And he it further ordained. That one-
half of tho amouut of taxes, levied ami collected
under this ordinance, shall l#e appropriated to the
payment of the extraordinary expense* ot the city,
to wit: the payment of tho principal aud interest
that may become due during the year of ——, and
on the bond* issued for a •compromise of the in
debtedness of the city and the setting apart of a
sinking fund of on* thousand ($1,000) dollars for
the redemption of the said compromise bonds, aud
the remaining one half shall bo appropriated to
the payment ot the curreut expenses of the eity.
Sec. If. And be it further ordained. That this
ordiuauco shall 1st subject to amendment or repeal,
yi whole or in part, at any time during the year
1*82, should It be constituted advisable to do so;
and no such amendment or repeal shall, in any
particular he so considered, as to Impair the right
or the Mayor and Council to assess and levy a tax
tor the whole of the year 1*82. whenever made.
Sec. 14. Aud belt furtnerordained. That all ordi
nances and parts of ordinances, iu conflict with this
ordinance, be, and the same are hereby repealed.
