Futch & Lang, asking Council to lease them that portion of H street lying between Newcastle street and the marsh, on which to erect a building to be used us a Imiudry, tlmy paying such reasonable sum therefor and for such length of time as should be deemed reasonable and just, which was received and then referred to the committee on streets, drains und bridges, with instructions to report thereon at the next regular meeting of Counoil. Read a communication from J. M. Copliu, asking Council to grant him a retail liquor saloon iu the build ing north of and next the NelsonHouse on Bay street, and recently 'occupied by W. A. Johnson, the petition being accompanied by tbe written consent of two heads of the nearest families, when tbe written consent of tho three nearest families shall have been ob tained: Read a communication from Mess. Moore & McCrary, stating that they were about erecting tbe first brick building in the city, 30x90 feet, two stories iu height, and costing some $5,000.00; and, therefore, asking Council to relieve tbe building itself from taxatiou for the term of five years, which was, on motion of Aid. Harvey, received and then referred to the Finance Committee. The Finance Committee submitted bills amounting to $4G.35, which wero ordered paid. Mr. Editor: It was neither my in tention or desire to ag'dii ask yon to “permit me” to monopolize your space and the attention of your readers, bat “Lady’s Hat,” very unnecessarily and without solicitation, and miiuli to my surprise und chagrin, bus the audac ity to attempt an argument in favor of the “right” of the ladies to ultimately overshadow our broad green earth and shut out from view that which was placed in tbe firmament to give ns light by day, by wearing tln se, what she deigns to term, “beautiful and comfortable Indies' hats,” and in her vain endeavor to bold up her side of tbe fence, or "right" ns she express es it, she, with all her most brilliant wit and withering Barcasra has sought to place me in a false light by miscon struing my few remarks in regard to the present style of the donbly-abom* iuable so-called ladies' hats. In the first place I fired no “broad-' side into ladies generally.” Saoh is far from my intentions, for my greatest fault is loving them too well,—if tln-rr is one thing I love more than anoth er, 'tie the ladies—but their head gear is what I fain woald look upon as a s thing of the post, and if I am tbe possessor of a “big-head’’ it is nntnralgift-T-came by ithonestly—and notan «Ufi<H%J. undccorative, .inde cent, fashion-concocted plngue of men’s lives, and if said “big-head” bos ever come between any lady and tbe object of her attraction she has bad a taste of her own medicine, and my fa ture life will be the happier for it. “After the lapse of six thousand years, the devil again tempts woman,” and this fair “Lady’s Hat” should have added, after woman had yielded to the temptations of his “satauic maj esty,” she beguiled man, and bus been at it ever since. As further proof of this (I believe you so informed me Mr. Editor) tho author of article signed “Lady’s Hat,” who is evidently hear tily ashamed both of her sox and fash ion, got that; tall, handsome, maaly, red-faced, auburn-haired young man not a thousand miles from your of- fico to carry it up and nssume all re sponsibilities. From recent conversations with those who have given tho matter care ful study, and who ought to know, we are led to the bolief that as a rule we drink too much surface water. The average open well is not more than twelve to fourteen feet in depth, and tho average pump about fourteen feet in the ground.
