The bill introduced by Mr. Bice, of Fulton, providing for the erection of n nmv capitol, is already attracting considerable attention. A brief syn opsis of tbe bill shows that the build ing is to be erected under the ohargf and supervision of eight commission^ ers, to-wit, tbe Gorirbok of tbe State, tbe President of the Senate and tbe Spenker of the House, who shall serve without compensation, and of five ad ditional members, to be elected by tbe General Assembly. The Governor, President and Speaker are ex-officio members, and the other five will be “tbe executive officers of the commis sion,” and will give their personal attention to the details of the work, and will be paid one thousand dollars each per annum for their services. The commissioners are required to take an oath for tbe faithful perform anco of their duties, and no commis sioner shall have any interest wbatev er in the contract for tbe erection of the building, or for tbe furnishing of materials, supplies, etc. Any viola* Cion of this section of the act is made a misdemeanor in offico, and will be punished as such. Nor will any per son employed by the commission be allowed,^ under suitable penalties, to have any interest in the contract— The commissioners are required, as soon as practicable, to select a plan for a suitable building, not to cost ex ceeding $1,000,000, add to be com pleted by the first day of January, 1888. The snm of $200,000 is anno- ally appropriated ont of any money in tbe treasury not otherwise appro priated, and should there not be this Hiuonut in the treasury nvuilablo for tom purpose from year to year, then a lax sufficient to uiHke up the requisite *niu of $200,000 shall be levied by tbe Comptroller-General. The seventh section of tbe bill pro vides that “said capitol building shall be built of granite rock and marble, us far as practicable, end that all ma- tcrisis used iu the construction of said building shall be those found mid procured within the Stnto of Georgia, wborever the same can be procured as cheaply an other materi als of like quality of other localities." It provides further that the capitol shall bo erected on what is known iih the city hall lot, which lms been do nated by Atlanta for that purpose, and that it shall contain suitable rooms for the Senate and Houso of Representatives, for tho Governor and cbiof executive oflicors, for tho supremo court, the agricultural and school commissioners, tho principal keeper of tho penitentiary and tho stnto librarian, with suitable vaults and places for tbe safe keeping and preservation of public records, pa pers, etc. Tho commissioners are instructed to advertise for bids to erect the building, and for supplies and mate rials, and to tako a satisfactory bond from tbo successful bidder, who must bo “the lowest responsible bidder.”— It is made tbe duty of the commis sioners also to submit a full and detailed report to each General As sembly at its regujar^session of their actings and doings, including a state ment of all expenditures. Tbo bill will dodbtless provoke much discussion, but it is too early to indicate with any degree of certainty what tbe resnlt will lie. Mr. Bice is a hard worker, and very popular in the Hoiisj, and if the bill can bo car ried at all at this time, he is the prop er man to put in chnrge of it. The proprietor of a restaurant ad vertiaed in an Arkansaw newspaper, and refused to pay the bill at the end of the month, declaring that it was no bene& and that he would not pay for wbai.W/.did not receive. The newspaper man remonstrated, and the restaurant man ordered him oot of his hobse. The next issue of the paper contained a few paragraphs which did not prove uninteresting to tbe restaurant man. This world has ever been filled with spiteful rivalry. The man who started the report that he fouqd cat hair in tbe hash of Meckleton’s res taurant is unquestionably a slander er. We have eaten at this restaurant, and we can truthfully say that we never found cat hair in the bash nor dog hair in the atmp. Another man, regardless of truth, declared on the street yesterday that he had found three crickets and a horse fly in one of Meckleton's biscuit This is too ridiculous. We never found three criokets in one of his bosenih” Another paragraph said, “Meckle- tou’a restaurant is tbe best bouse in town. Don’t believe the slanderous rumor that he nses hospital sheets for table cloths.” Tbe restaurant man was so mad that he wanted to shoot tbe editor, but, cooling down a little, he swore ont a warrant for arrest on the charge of slander. Tbe editor was arraigned before the court, bnt the just judge, after bearing the evidence and read ing tbe paper, dismissed tbe case.— The restaurant hasn’t bad bnt one customer since, and he was a blind mao. It is not right to cheat a news paper.—Arkamds Traveler. A Memphis magistrate bad before him one morning last week a young man who at a masked ball tbe night before had figured as George Wash ington, to whom, however, his resem blance wns so entirely superficial that he became drunk and abusive before tbe night was over. The magistrate pronounced sentence in tbe following homely butemphatic language: “Now if yon bad got drnnbas a private cit izen, and had cussed and ripped as sneb, I should have fined you five dollars, but inasmuch ns you sppeured lit the'masked ball and committed the otlunse while personating tho charac ter of George Washington, tho rever end father of our country, I will have to gently stick yon for $20. I won’t have this patriotism business brought into disrepute.” A novel experiment to test the en durance of tho Cavulry Brigade of tbo Imperial Guard stationed at Warsaw was performed a fortuight ago. Ten officers, chosen by lot, and their com mander, Geueral StroukotT, rode 103 Hides on a course laid out around the MokatofT Plain, adjoining Warsaw, between tho hours of (J:3U s. in. and ■>:30 p. in. They changed their hors es as often ns they wished, in most eases fivo or six times, and rested on ly twenty minutes daring tbe day.— They were weighed* before starting, and at tbe end of the trial all were found to have lost except Gen.
