rFor months past the noise of tbe
ef the whisky battle has been going
on in nud around Atlanta. As tithe
wore on the battle increased, and for
n mouth past it has been terrific. Ev
ery conceivable agency has .been
brought to bear—prayers have been
offered, speeches have been mode,
-tuxt’H have been paid, and moneybas
been spent. Bat tbe end came at
last, with a victory for tbe prohibi
tionists. The connty of Fulton, by a
•vote-of her people, has declared for
prohibition by a majority of 280. Tbe
vote stood 8,882 ''against tbe bale,"
and. 8,602 “for tbe sale."
The eyes of tbe whole State have
been tamed to Atlanta, for the tacit
belief has taken bold of the.people
that “as goes Atlanta, so will go the
rest of the State.”
There are now 85 counties -that
dinve "gone dry,” 25 partially so, and
27 still allowing liquor loose rein.—
Tbe action of Atlanta will determine
the fate of maby of these others, for
if the Atlanta anti-prohibitionists,
with all tbe financial; bucsiDg that
tbe.r had ($10(1.600 we ore told)-could
rot carry that town, what will others
Vxpoet who wilt not have tbe treaeu-
n s of tbe liquor men of Louisville,
Cuiciigo and St. Louis to back them
as did 'the Atlanta people* It is ear
candid . opinion that it is only a mat
ter of time when the whole State will
go dry, for tbe prohibition movement
is on a -boom that will make tbe nest
Georgia Legislature prohibitionists,
nod that means a dean sweep.

and will elect a Republican—Senator
Edmunds probably.
Tbe President has beyu asked by

Tbe grand Soutborn Harbor Con
Tendon met in Savannah this week.
Eight Spates were represented, viz.
Alabama, Florida, Georgia, Sontb
Carolina, North Carolina, Tennessee,
Virginia, and Pennsylvania.
Among tbe delegates from Hruns
wick | were D. T."Dnun, representing
tbe district, and J. H. McCullough
Bolling Whitfield, S. C. Littlefield
M. Ullraan, A. A. Gaddis, M. J. Col
son rand A..J. Crovatt, representing
tbe city of Brunswick. Tbe conven
tio’n was received with open arms by
the city ofgSavannah, and entertained
in royal style, tbe utmost harmony
having existed in the convention
whicb| was one of wore, and not of
bnnoomb speeches. Tbe city of Phil
adelphia bad her delegates there in
force not{ to ask for Congressional
aid for Northern rivers and harbors,
but toj nnite her voices with ours in
asking for aid for Southern waters.
Her delegates were most warmly re
ceived by tbe Southern members.
Tbe main work of tbe convention
was tbe passage of tbe following pre
amble and resolulious, and the ap
pointing of a committee of tbe con
vention to tako the same before Con
gress:
PREAMBLES AND RESOLUTIONS.
Whereas, Tbe improvement of har
bors of national importance and tho
approaches thereto has been, and is
imperatively demanded by tbe great
foreign and domestic commerce pass
ing through them, and judicious ex
penditnre for such objects is a wise
investment of public funds; and
Whereas, It bos long since become
tbe settled polioy and practice of tbe
general government, looking to tbe
geuerul welfare, to appropriate money
to tbe improvement of such harbors,
and tbe approaches thereto; and
Whereas, In consequeuco of very
inadequate appropriations by Con
gress in past years tbe harbors of onr
South Atlantic const—the natural
gateways through which the imports
and-exports of a large section of onr
vast country must necessarily pass—
have not been improved, deepened
and otherwise adapted to that class of
vessels buving capacity to carry the
large nnd increasing commerce of
these purls with economy, thereby
imposing a heavy and uuuecessary
tax upon both producer nnd consum
er; therefore be it
L Resolved, That I he development
of tliewe Inn hors nnd tin* Hpproaeliee
thereto is it sill jeet entitled to ihe
highest fuiisiderntioti by the Oon-
giesa of the United Stales, and Inal
it is the manifest and imperative duty
of tbe general government to take
immediate steps to secu r e the safe
and easy navigation of these harbors
by vessels of snch burthen as the
large and growing commerce de
mands, thus inducing tbe cost of
freights aud insurance, promoting
the commerce of the nation, secur-
ritig new avenues of foreign trade,
and bringing general prosperity nud
increased wealth to tbe whole coun
try.
'1 /,‘revived, That tbe work of im
proving harbors on sandy coasts is ad
mittedly one of tbe most difficult
problems in hydraulic engineering;
that is of vital importance to the suc
cessful and economical prosecution of
such works, that there should be no
lack of needed funds, since an en
forced suspension of operations not
only retards tbe work, and adds
greatly to its cost, but seriously eu-
dangers’its safety.
6. Resolved, That ns nearly all of
onr Atlantic harbors, nud all upon
this Southern coast, are of tbe sandy
type, wo regard a stoppage of these
works, dr an embarrassment of the
same from lock of funds, as peculiarly
deplorable, aud in contravention of
every lair of economy and good policy;
and with great confidence in tbe skill,
integrity and energy of the officers to
whom tbe plpne and work of harbor
improvements is entrusted, wo earn
estly recomoad and urge that, in the
future, adequate appropriations for
these harbors may be mudeiu accord
ance with’tbe official estimates of
pronebes thereunto, as an object of
paramount importance, we recom
mend tbe improvement of such other
harbors and rivers as will facilitate
gie commerce of tbe whole ‘country
and promote tbe general good.
5. Resolved, That in view of tbe se
rions detriment likely to result to tbe
various rirer and harbor works now
in progress from tbe exhaustion of
available appropriations, nnd tbe con
sequent enforced suspension o'f work
on these improvements, pending tbe
passage of tbe regular river and bar
bor bill, it is th^sense of this Conven
tion that Congress, immediately after
its assembling, do pass a relief bill
providing for tbe prosecution of these
works, an aggregate sum to be made
immediately available, iu advance of
the regular appropriation bill.
6. Resolved, That a special commit
tee of one from each State represent
ed iu this convention be appointed by
the Chairman of tbe convention, to
prepare anil personally present to the
Congress of tbe United States a me
morial embodying the views set forth
iu the foregoing resolutions, nnd to
orge their early and favorable consid
eration.
7. Resolved, That li permanent Ex
ecutive Committee, of one tuemoer
from each State represented in this
convention, be appointeij by tbe chair;
and when this cunveptiou inljoufns.it
