They will begin their season’s work at Tallahassee, opening their first circuit there with a patriotic rally and Chautauqua week ’ under the auspices of local citizens. Special interest was shown in , the departure of the “Lincoln army in view of the fact that the Lincoln Chautauqua this year will feature pa triotism -in all of their programs. The special train was operated out g£ Chicago as the second section ol’ the "Royal Palm,” under the personal j direction of Oliver Mac Williams, sec | retary of the Lincoln Chautauquas, and the man who has the responsibility for the complex and extensive transporta tion and traffic problems of the entire Lincoln system. Alonzo E. Wilson, president of the Lincoln Chautauquas, and other officials of the organization were also on board. In addition to the special, it was necessary for the Lin coln company to charter a part of an other train to carry the baggage and equipment which could not be handled on the special. Beginning with Tallahassee, the Lincoln Chautauquas will swing around two southern circuits which will take in more than a hundred of the principal towns and cities in the southern states, giving the people of that part country varied pro grams of the highest class entertain ment. These programs wifi include addresses by famous men, band con certs, dramatic offerings, music, scien tific lectures and novel attractions. Through it all, patriotism will be fea tured, and one of the big events of the week will be an elaborate patriotic pageant. This is- the Lincoln organization’s fi)st year in the south, and their com ing is attracting widespread -attention, j especially on account of their generous | pikns to give the southern cities the benefit of tpeir long experience in the entertainment field. Thousands of dol lars have' already been spent'in prep aration for tiie season, Lincoln offices ha’i-e been established In Atlanta, Ga., fj J and Nashville, Tenn., and a fortune will be spent during the season for transportation, hotel accommodations aid'd the ’gepera'l expense of operating th& chautauquas in ,the southern towns, | The Lincoln system’s; extensive ar rangements fyr entering the southern I field have been the subject of much comment in Chicago and throughout the north and west, especially since announcement was made of the special train. i Hv. STILLBORN VITAL STATISTICS LAW SHOULD BE REVIVED. In the spring of 1914 a campaign was started by various influences to get a vital statistics law and a public health law established in Georgia. The State Board of Health made some in quiries, and was told, on what seemed good authority, that it would hardly be possible to get both through the legislature at one session. The Board, acting on this authority and on the conviction that a public health law would be of the greater value. |o the health of the people, in structed its publicity representative to boost! the public health bill especially. This course drew down upon the board the displeasure of those who v ere particularly enthusiastic over the vital statistics act. As-much as the heard refretted this, its course could not, in honor, have been otherwise. One of the prime ob jects ip creating the board was in or der that there might be s&me wdll informed and official body whose ad vice could he ashed and depended upon In mattiers pertaining to" the health of the people. The board’s advice was, in this cale, to the effect th&t since a choice seemingly pad to be made be tween two worthy laws, that the pub lic health act was prefjfr ahis; since its provisions were direct ]• jalmed at" the prevention of disease, whereas the vital statistics act was in direct and in the main its purpose vyas to reeorp deaths rather than to preventvthem. However, be these things as they may' iu -the course, of time the legis lature got together and passed both acts—making the vital statistics act state-wide and the public health act a local option measure. Since then, here and there, a county has adopted the public health law, so, far, but the vital statistics law, lias never beet? put into opera tion, for the simple reason that noth ing has ever been provided with which to operate it. In other* words; the vital statistics law was Worn dead and, strange to say, the various influences that Stood god mother* to it have never seriously tried to resurrect it. This is very unfortunate, for Geor gia really ought to have such a law, ard now that the public health Ipw is in working order, the board neefls to take up a pulmotor&nd see if the vital statistics measure can be resuscitated. The mistake the legislature made in not making an appropriation for the j carrying on of the work of collecting data itertaining to births and death' should be at once corrected and the work should go forward without fur ther delay. The board desires to point out, how- ever, that the present vital statistics is faults- in /nany arid thar" it i s duly W to tfie tax'pajA ers and those who will be directly af fected b> the law, that these defects slionld be corrected at the time the ap propriation is made. Unless this is dene, the carrying on of the work will be unnecessarily expensive; and these undesirable provisions will also result ir, the accumulation of very faulty records. YO! HO!
