There seems to have been an im pression throughout the state that in stead of enlisting now, men should wait. This impression has been dis pelled to a great extent as shown bj the record of the Atlanta Recruiting District. An average of over 40 men per day have enlisted for the past ten days. But for the benefit of those few who are still doubtful, the following statement is made by your recruiting officer: First., your government tried in ev ery honorable way to keep your coun try out of war, and finally as a last re sort called congress together for the purpose of laying before that body the facts of Germany’s abuse of American rights and the ruthless murder of its citizens. Congress, by an overwhelm ing majority, declared that a state of war existed between Germany and the United States. Germany was the ag gressor; she made war on the United States by attacking her merchant ma rine on the high seas, and sinking her ships and murdering her people—this, in violation of International law. The United States, the nation which stands for freedom and right, could not stand this condition of affairs longer, and declared war. Second, the plans of the war depart ment were next hurriedly, but care fully, drawn and every effort made to carry these plans out. It was consider ed by the war department that the regular army would be raised by vol untary enlistment to full strength by ; June 30. Unfortunately, this plan did not succeed by about 50,000 men. This shortage is embarrassing to the gov ernment, and should be rectified at once. It was the intention to train men in July and August and use them in September :.o help train the big Nat ional Army L o be called to the colors at that time. However, this failure can be corrected, and it is believed will be corrected by the immediate re sponse to the government’s call. Third, the first increment of 500,000 men for the National Army was to have been selected in July and August end ordered to report for training in September. This will lie done and in order to give ample time for the ex emption boards to act the actual draff will begin in a very few days. Fourth, the second increment of 500,000 men tor the National Army will be selected in September and Oc lober, with orders to report Nove n her Ist. Fifth, all Naiional Guard Units are now under orders for inobolization and training. Sixth, it was no doubt the intention to send all these units, Regulars, Nat ional Guard and National Army in France in the early spring of 1918. Seventh, a careful estimate of the number of men to be selected from Georgia after deducting all men who will probably be exempt, only about .(*,OOO men will Ire left from which the draft'will actually be made ns shown by the following table: Total registration for Georgia, about 250,000 60 per cent of this number mar ried and probably exempt.. . .150,00) Total unman led 100,000 Of this number the following will prooably be exempt on account of rea sons mentioned: Dependent families, 8 per cent. . 8,000 Farmers, 30 per cent 30,000 Munition workers, 5 per cent. . 5,000 Physical disability, 8 per cent .. 8,000 r, 1,000 Total available for selection.. 49,000 Total to be selected from Geor gia 33,000 Total not to be selected 16,000 This means that 2 out of every 3 men who have no reason to claim ex emption, may expect to join the Nat ional Army by Novermber Ist, and the others will probably join in January on the 3d call, which is reasonably .-ure to be made. Seventh, with these facts before us,, it may be wise to consider the advan tages of joining now instead of wait ing further. The advantages are as fol lows: fa) Early and extra training means better promotion, and better chances cf taking care of yourself in the trenches. For this you must enlist row. 'b) Early training means better health, stronger muscles, better dis cipline. For this you must enlist now. (c) Early enlistment puts your name on the Honor Roll of your Coun try and carries with it the thanks and love of your country. (and) Early enlistment carries with it the satisfaction that you have done your duty at the time your govern ment need* you most. fe) Early enlistment means in- I crease of regard, by your friends and family. Aiake them prouder of you to day. (f) Early enlistment means addi tional credit for patriotism for your state. (g) Early enlistment in many cases means the difference as to whether you are going to carry one gun or command many. Think this over care fully, young men, this means much to you. In conclusion it is desired to bring to the full attention of all Georgians, that a man has a great deal to gain by early enlistment and a great deal to lose by putting it off. If you enlist now you get the best there is. If you wait you lose the best chance for promotion, preferment, training and all that goes with these things. Think it over seriously', Geor gians, and act today. NOTICE. _ Application has been made to the Railroad Commission of Georgia for authority to discontinue passenger trains Nos. 36 ail'd 37 between Carters-, ville, Ga., and Etowah, Tenn., and sub stitute in lieu service by trains Nos. 32 and 33, with stops at Cartersville, White, Fairmount, Oaknian, Ram hurst, Chattsworth, Eton and Tenga. This application will be heard by the Commission on July 25, 1917, at 10 o'clock a. m., at its offices in the State Capitol, Atlanta. The examination for general ele mentary .and high school license will require both days. The primary license is intended for those teachers doing the work of the first four classes. The examination is based on the following subjects: Re&ding, writing, spelling, arithmetic, (to per centage), language lessons, composition, elementary geography and the new Manual Methods.
