Draft Law Constitutional.
The decision of Judge Emory Speer
relating to the question brought before
him as to the constitutionality of the
selective draft act by which an army
is now being raised, by the United
States government to be sent to
•Europe, is both sound in law and in
accordance with the understanding of
the average man with reference to the
flowers of his government.
Judge Speer horns that the conscrip
4ive act Is in all respects constitution
al and a wise and valid exercise of
rights given the congress under it.
Touching upon the question of com
pelling men to serve in the war and
as to the contention that it subjects
the citizen to slavery, Judge Speer, in
a well reasoned and logical decision,
supported by precedent, thoroughly
upholds the government and denies
that any man is thus deprived of any
right that he does not owe in duty
and service to the United States. For
every privilege, every protection and
every immunity enjoyed by the citi
zen under the government, he owes a
duty to the government and a corres
ponding responsibility which may be
demanded in service, even to the dan
ger of sacrifice of life.
Upon the question of the right of the
United States to send soldiers beyond
its territorial lines, Judge Speer is
particularly strong and impressive. To
adopt the contention of those object
ing to the law for this reason whould
he to give our enemies the right to se
lect the battle ground and would com
pel us, while suffering from attacks
upon ourselves on the sea, denials of
our own land until such time as Ger
many may see fit to either stop her
depredations or gather strength from
other overpowered nations to come
and attack us here.
Who would not rather the war be
fought on European soil than our own ?
Who, in fact, is> really honest and sin
cere in expressions of a desire that
ar. invading force should come to
America before we take anv steps
engage it? Is it not better that the
men of America go now to the Euro
pean battle fields and join our allies
in putting down the German govern
ment, rather than have the German
army invade our shores and subject
our women and children to the treat
ment furnished the women and chil
dren of France and Belgium, destroy
our cities and gash our lands with
trenches?
Tlie fact of the matter is that these
contentions are flimsy and largely put
forward by insincere men. The time
will come when these men will have
cause to regret the stand they have
taken through the emphatic disap
proval of a people who are going to
support the president in our purposes
in this war, and our sailors and sol-

vation 250 acres of as fine land as
there is in Bartow County, where
the timber has just been sawed,
divided into tracts of 50 acres or
more. Will furnish houses and
give whatever timber that is left on
the land. This land is a part of

Cartersville on the Etowah River.

SHORT COURSE FOR
CANNING CLUB GIRLS.
There will be'a short course at the
Bartow Rural High school at Euhailee
for the canning club girls of the coun
ty, August 29 through September Ist.
Special work will be doue on can
ning exhibits for the fair and on the
making of caps and aprons. Help will
be given the girls on their record
l*ooks and stories.
There will be three regular class
periods each day. and Miss Proctor,
from the State College of Agriculture,
will assist Miss Jessie Burton, the
Home Demonstration Agent, in giving
this course.
About 110 girls have been enrolled
this year in the canning club work,
end they are doing splendid work —
better than ever before. It is hoped
that most of the number enrolled will
attend this course. Many have express
ed their desire to attend.
The trustees of the Bartow Rural
High school have been very kind in
offering the club the use of the build-

CARTERSVILLE BOVS CALLED
FOR U. S. NAVY TRAINING.
On Tuesday, August 14, Clarence
Shaw, Frank Jolly and Will Galt left
Cartersville for New Port, R. 1., where
on the following Thursday they ar- j
rived and were put into their uniforms
and thus became naval soldiers be
longing to the third Ninth Company.
Letters received in Cartersville
from these young men. report a most
[pleasant trip ami high hopes. Some
thing less than one hundred naval re
cruits were with them on the train all
•the way and a happy bond of friend
ship was formed between them before
their arrival at their destination.
Their many friends in Cartersville and
Bartow county will be pleased to learn
of their pleasure with the environ
ment and view with pride the gplendid
opportunity these young men will have
to acquire a great education, both with
reference to the magnitude of the
United States government and tihe op
portunities for seeing the various por
tions of the world in the course of the
naval fleet's voyages from port to port.

WM. ANTHONY DANIEL.
William Anthony Daniel, aged four
months, infant son of Mr. and Mrs. W.
W. Daniel, died at their home in Car
tersville Saturday, August 18. The
funeral services were conducted at the
home by Rev. John G. Logan, and in
terment made at Oak Hill cemetery.
The many friends of Mr. and Mrs,
Daniel and family extend sincere sym
pathy in this hour of their bereave
ment.
