New Industries and Heavy Demands

Commerce, Ga., Nov. 00, 1017.—Dr.
L. G. Hardman, fuel administrator for
Georgia, has issued the following pub
lic statement for the information and
benefit of coal dealers and consumers:
‘Tor the information and instruc
tion of consumers and dealers in coal,
and in answer to the many questions
and inquiries regarding the fuel situa
tion, I wish to say that the machinery
for putting into operation the recent
act of Congress regulating and con
trolling the distribution of coal, is be
ing organized as rapidly as possible.
“It is my intention to effectively and
efficiently administer and enforce the
law in Georgia, for the relief of emer
gency needs with the greatest dispatch
possible.
Time and Patience Needed.
“The task of working out a perfect
system for regulating the price and
controlling the distribution of coal to
meet local requirements is a tremend
ous undertaking and will require time
and patience if satisfactQry results are
to be obtained. To this end the de-;
partment seeks the earnest co-opera
tion of all concerned. Special agents
representing the department in Wash
ington are now in Georgia, aiding- in
perfecting the system.
“The conditions entering into and
which have resulted in the present
critical situation are numerous. The
most important, perhaps, is the enor
mous increase in demand as compared
| with production. The Federal Trade
Commission has estimated that the in
creased consumption is fully 20 per
cent. The increased consumption of
coal by railroads, due to the enormous
demands for transportation service, is
about 30 per cent, or an increase of
about 40,000,000 tons. The railroads
in normal times take 25 per cent of
the coal produced each year. The cot
ton mills in Georgia, the Carolinas and
in New England have increased their
output far above normal, running day
and night, necessarily increasing their
consumption of coal. The great ex
pansion of industrial activity in steel,
indicated by an increased production
in 1916 over 1915 of 10,000,000 tons,
accounts for an increased demand for
40,000,000 cons of bituminous coal.
New munition plants and the greatly
increased output of old plants has
taken additional large quantities of
coal out of the market, one plant in
Virginia —Hopewell— under existing
conditions, is consuming the total pro
duction of two moderate sized mines.
I mention these instances of increased
consumption in order that I might
more forcibly stress the importance of
economy on the part of consumers. In
small towns, where available, wood
should be used extensively as possible
until the present situation has been
relieved.
Organization in Georgia. •
“In regard to the organization now
being formed to w r ork in compliance
with the act of Congress: When com
pleted the fuel administration will be
represented in every county in Geor
gia by a committee; there will be in
cities of over 2,500 population a city
committeeman. It will be. the duty of
these committeemen, acting in con
junction, to see that the law regulat
ing and controlling the price and con
servation of coal is carried out.
“Any question that might arise con
cerning prices or distribution oi coal
in any community, should be taken up
with the county chairman or the city
committeeman, who will investigate
the merits of the case and communi
cate with this department.
“In hringing quetsions and com
plaints before county chairmen or city
committeemen, it should he remem
bered that these gentlemen are serv
ing without pay or hope of pecuniary
gain. The work being done by them as
well as the work carried on by the
state fuel administrator is purely a
patriotic service. The public should
therefore exhaust their every resource
and use every effort to adjust their
matters before resorting to the aid oi
