Squarely Up to Every Individual
to Get Busy by March 15
or Suffer Penalty.
“Don't wait until the final due date,
March 15, for paying your Income Tax
and making your return. Avoid the
last minute rush. Any person can fig
ure out his liability loda.v as well as ha
can next week, and if there Is any
point on which lie needs advice tie can
now get in touch with a Revenue man.'
This word of advice is from Aaron
O. Blalock, Collector of Internal Reve
nue, Atlanta, who is collecting the In
come Tax in Georgia. Collector Bla
lock is giving without charge every
aid of his office and his enlarged field
force to help the people get their pay
ments and their returns in by March
15th.
But the Income Tux tnen will not
pull your door bell or your coat-tails,
according to the Collector’s announce
ment. It is squarely up to every indi
vidual to figure out his own case and
to get busy if he comes within the
scope of the new Revenue law.
Did You Earn This Much?
Every unmarried person who re
ceived income averaging $19.25 a week
during 1918 and every married couple
who jointly received income averaging
$38.50 a week should secure at once
from the nearest Deputy Collector or
the nearest bank a blank Form 1010 A.
That form contains the information he
will need to enable him to figure hts
correct net income and any tax that he
owes the government.
The law requires that every unmar
ried person who had a net income of
SI,OOO or over and every married per
son whose net Income was $2,000 or
over (including the Income of husband
or wife and the earnings of minor
children, if any) must make a return
on or before March 15th. And this re
quirement does not hinge on whether
the person owes a tax.
Taxable Income.
An individual must include under
gross income ali gains, profits and in
come derived from salaries, wages or
compensation for personal service of
whatever kind and in whatever form
paid or from professions, vocations,
business, sales or dealings iu property
of all kinds, interest, rent, dividends
or profits derived from any source
whatever. Very few items of income
are exempt.
Deductions include ordinary and nec
essary business expenses, interest paid
or accrued on indebtedness, taxes of
all kinds except Federal income and
excess profits taxes and assessments
for local benefits, losses actually sus
tained, debts ascertained to be worth
less and depreciation on buildings, ma
chinery, fixtures, etc., used in business.
A further deduction is allowed for con
tributions to corporations operated fof
religious, charitable, scientific or edu
cational purposes or for tlie prevention
of cruelty to children or animals to an
amount not exceeding 15 per cent of
the taxpayer's net income as computed
without the benefit of the contribution
deduction.
The taxpayer is not allowed to de
duct any personal, living or family ex
pense, any amount spent for-improving
property or any expense of restoring
property nr making good its exhaus
tion for which an allowance is claimed
under depreciation.
Figuring the Tax.
Before figuring the normal tax the
dividends are deducted as credits frony
net Income, together with the personal
exemption. As in previous years, divi
dends of domestic corporations art* ex
empt front normal tax when received
by the stockholder.
The normal tax ratrs for citizens
ami residents are as I'oMows: On the
first. $4,000 of nor income- in excess of
the credits the rate is 6 per cent; on
any further taxable tneono* the rate is
12 per cent.

Sweet Potato Storage
House Plans for Free

To County Agents:
Recently there has come to our no
tice, , through advertisement and
through contact with agents in the
field, a scheme for selling plans for a
patented system of curing sweet po
tatoes. While we have nothing to say
for, or aginst this system, we feel it is
our duty to bring ot your notice the
fact that these plans are being put on
the market and advertised as "recom
mended by Government agents." Asa
matter of fact, the plans referred to
have not been endorsed by the Federal
Govrnment or by the U. S. Depart
ment of Agriculture. While the sys
tem referred to may be a desirable
one, yet, in justice to those who may be
Interested in sweet potato storage, it
seeine that, inasmuch as the Depart
ment, as you know, lias sweet potato
storage house plans and specifications
for free distribution they should he
familiarized with this fact. The house
recommended by this Department is
very simply and cheaply constructed
and requires only ordinary care to
make it a success. There is no reason
why farmers should spend money for
plans and specifications when the De
partment will furnish, FREE OF
COST, simpler plans which will re
duce the expense and risk of storing
and curing to a minimum.
You will undobutedly receive litera
ture from these companies in the near
future which will attempt to prove
to you that houses built from plans
furnished by the Department have been
unsuccessful when compared with the
results of tests supposedly obtained
and vouched for by Government
agents in these patented systems. Do
not be misled by such statements.
For jilans and specifications for the
houses recommended by the Depart
ment. please write to the U. S. Bureau
of Markets, Washington, D. C., or to
the Bureau of Markets, 319 Conally
Building, Atlanta, Ga. Either of these
offices will be glad to furnish informa
tion on the method of operation.
Please call this matted to the atten
tion of your growers and to your
Boards of Trade and Chambers of
Commerce, in order that they may be
forewarned and prevented from spend
ing money for something which they
can secure without cost.
Should you have information as to
the activities of these companies in
which they, in order to boost their
proposition, make statements deroga
tory to the house recommended by the
Department, we would thunk you for
giving us such information.
