The aecuri
conclusion
A SERIOUS criticism of the legis
lature lies in that it did not get
down to brass tacks on essential leg
islation until the time limit had all
but expired and then it was necessary
to railroad legislation through with
out time for proper consideration in
order to get it through at all. The
result was that not a cent was an-
pmpriated for the state sanitarium at
Milledgevillc where the state insane
•re supposed to be cared for, anil
the old Confederate veterans wen-
treated as a bunch of outcasts. How
the state insane will be housed until
the next sesSitm a year hence only
providence knows, and by the. lima
the next session rolls around many
of those old heroes of the grey, of
whom we talk much and for whom
most of us % do little, will have passed
over to the other side and will not
need the relief for which they so
earnestly prayed in vain.
tl/E condemn the legislature ami its
V..ft4ly, but, after all, it ia compos-
cd of the men WE send to it. Many
will deny that it actually reflects as
• whole the intelligence, brains and
ability of the great ’state of Geor
gia. Rut doesn’t it? It is of our
I making. v
•God deliver Georgia from its own
crude handiwork!

B\- its adoption of the conference
committee's report on the general tax
bill at midnight Wednesday, the .'rn-
utr took final action necessary to the
placing of a *2.500 tax on Atlanta’s
annual season of grand opera, but
compromised by removing the pro
posed 5 per cent tax on other amuse
ments. This action was.the same as
that taken by the house of represent
atives. Senator I tennis Fleming, of
Albany took a prominent part in the

The final action of the house was
the unanimous adoption of a resolu
tion commending Speaker Neill for
his magnificent work, his fair and un

members, a vote of magnificent con

little after midnight.
Discounting of the rental for the

ftep many hours, had been spent

The last important action taken
v the two branchc a few minutes
before adjournment, was the adoption

Working with clock turned back,
he house and senate ended the 1921
Mission amidst the usual confusion
narking the last hours of an anpual
uccting of a Georgia legislature.
Some of the members were tired and
worn out after the arduous work of
the final day. while many .were hi
larious and celebrated the conclusion
in good hurtior.
Wi h a revenue of approximately
$12,200,000 and with* appropriations
f about $10,300,000, it is indicated
at there will be a difference of
SI,900,000 wKich probably will roll
in a substantial surplus at the end
if tho fiscal year.
Several sharp tilts occurred during
lie* debate over a resolution to ad
journ sine die. charges being.made
at the administration had sought
coerce some of the mouthers into
Hng for n tax measUrr. . It .was
charged alro on the fWbr of the
house-that the senate was “seeking
‘n choke the tax bill down the house’s
broat.” *
Immediately after the tax act wa»
inrsrd the house took up considers-
ion of the pension bill. Because
•»f differences between the house and

appropriate/! for pensions* a con-
enee committee was appointed.
Tho committee held a long conference
and was unable to reach an agree

new committee to confer with the s«n-

snapping both bones and mangling
thc limb until splinters of the bones
protruded through thc flesh. • Thc ac

of Miss Lula Hayes, vdiere Mr.
