Commissioner Price Discusses
Fertilizer Situation.
Atlanta, Ua., Jan. 17.-The following
statement relative to the present fertil
izer situation is made by the State De
partment of Agriculture:
“To the Farmers of Georgia: The
present fertilizer situation is perhaps
the most serioUB that has ever con
fronted you. It is complicated by two
things: The scarcity and high price of
potash, which makes its use as a fer
tilizer practically impossible; and the
unusually high prices of materials en
tering into the finished goods.
“Cotton seed meal has advanced 50
per cent, in price, because of the high
price brought by cotton seed this sea
son. Add phosphate is selling at more
than double the price of one year Bgo,
because the manufacturers of powder
have bought up ail the available sul
phuric acid.
“Naturally, the manufacturers and
mixers who have to pay bo much for
their materials must increase the price
of the finished product to the consumer,
or they would be unable to make it at
all; and the result is, pri:es have gone
up out of all reason—and that, too, for
a mixture which contains little or no
available potash. This abBerce of pot
ash has presented a serious problem to
this department, in the matter of con
struing the laws of Georgia so as prop
erly to protect your interests, and at
the Bame time do no injustice to manu
facturer or mixer. It iB my purpose to
render a decision in this matter within
tho next week or ten days—a decision
which shall be juat, so far as It- is pos
sible to make it, as between all the
interests concerned. You will be duly
apprised of the department’s action,
and it will be of interest to you.
“For the present, replying to inquiries
which are reaching me daily, I am com
pelled to hold that the word ‘Potash'
cannot appear upon a sack of mixed
fertilizer, unless it contains full one
per cent, or more of potash, guaran
teed. This is a law enacted by the
Legislature, and not a ruling of this
department.
“In tho meantime, with rogard to the
matter of fertilizers generally and
their use during the coming season,
that iB a matter which each farmer
must decide for himself. You know
your land, and just what it will do.
You know what fertilizer it needs, and
how much. You know what it will do
without any fertilizer at all. You
muBt, therefore, use your own knowl
edge and your own judgmont as to how
far you will go in using fertilizers at
the present priceB. It is a simple busi
ness proposition—a question of invest
ment and return.
“I have been aBked for a statement
as to the use of lime in the soil. I have
gone into thiB matter with the State
Chemist, Dr. R. E. Stallings, and am
presenting to you his views on the sub
ject, based upon careful study:
“ ‘The application of ground limestone
to moBt of our Georgia soils will result
in material benefit,’ says the State
- Chemist. ‘It should be used, prefera
bly, preceding the growing of legumi
nous crops, because these orops do not
-thrive in acid soils, but it would be of
undoubted benefit to most other crops.
Tho amount to bo applied should be
from 1,000 lbs. to four tons to the acre,
depending upon the extent of acidity of
thesoll. The principal beneficial effect tj
be derived from the use of ground
limestone is the improvement in the
physical and bacterial condition of the
soil, which may result in largely in
creased productiveness. Even should
it not increase the fertilizing element
in tho soil to any great extent, the
benefits indicated would be sufficient
reason for its use. The finer the lime
stone is ground, the more quickly will
be its beneficial effects, it should be
purchased on the percentage of lime it

Liquor Advertising Outlawed.
The Prohibitionists of the South ate
planning not only for a “dry" South
programme which shall include the en
tire southeast, but are also advocating
laws in each of the Southern States
which Bhall make it impossible for any
newspaper or other publication to print
liquor or beer advertisements, or for any
publication outside these States to be
sold in Southern territory if it should
contain liquor advertisements.
Alaoama has had such a law for one
year or more. Georgia has such a law,
which becomes effective May 1. South
Carolina is next in order.
The two laws already enacted are as
drastic as they can be made without
presuming to interfere with the United
States malls, and the South Carolina
law will be of the same caliber as the
Georgia and Alabama laws.
These laws not only forbid any news
paper or other publication in either
State from publishing any advertise^
ment of liquor or beer, but prohibit any
publication from any part of the coun
try from being sold or offered for sale
within Georgia or Alabama if such pub
lication contains liquor or beer adver
tisements.
This means that such publications
cannot be offered for sale at newstands
or by newsboys on the streets, but that
they may be received in homes or at
placeB of business through the mailB by
regular subscribers.
In order to be sold on the streets or
at newstands it is necessary for all
such publications to publish special
Georgia or Alabama editions containing
no advertisements of intoxicants,or cut
out or paste over such advertisements.
Almost invariably, except with news
papers in neighboring States which get
out special editions to meet these con
ditions, the most practical means has
been to paste over liquor advertise
ments.
In Alabama, where the law has for
some time been effective, newsdealers
for some time have had to employ special
staffs to paste over the liquor adver
tisements in all their publications be
fore they could offer the papers for
sale,

Mr. Joe Shingler, of Colquitt, Miller
county, was in Ashburn the end of last
week. He tells some woeful tales of
the ravages of the boll weevil, not ia
Texas, Mississippi or elsewhere, but
right here in Georgia. For instance,
he cites the case of Mr. Cumming, a
neighbor of his, who lives just across
the line in Decatur county, who plant
ed for two hundred bales of cotton and
only gathered eighteen.
This is a sample of what we may
soon expect in Turner county. It may
be next season, or it may bo longer.
Mr. Cumming was not expected to be
overtaken as soon as he was. The
wise and safe plan for Turner county
farmers to pureue is to prepare now for
the coming of the pest. Diversify
crops, read up and get posted how to
farm under boll weevil conditions.
The County Commissioners of many
counties are accepting the Govern
ment’s offer and putting $500 against
their $700 and employing a farm demon
strator who can teach their people how
best to combat the weevil. Turner
county’s Commissioners would confer a
great benefit on the farmers of the
county by doing likewise.
