Prussian Explanation of Prus
sian Success.
Pending the official history of the
war in France, which is i.i the able
bunds of the Prussian Colonel von
Verdy, we are not left entirely without
the means of judging to what causes
Prussian officers ascribe their own vast
success. Colonel Borlstuedt has given
in the introductory volume of his un
finished history a very complete review
of many of them, not omitting the per
sonaily temperate and hardy habits f
his Sovereign, which he contrasts with
those of the ex-lmpcrial Oouit, to the
great disadvantage of the latter.—
But an excellent contribution to this
inquiry, and one that brings to clear
light a matler hitherto little studied,
says the Pall Mall Gazette, may be
found in a pamphlet containing some
lectures, delivered apparently before
the late campaign, at the Divisional
YY’ar School at Gassel, by Captain Lay
mann, Instructor in tactics, and lately
translated by Captain E. M Jones,
Historical Professor of Sandhurst.—
C .ptain Laymann shows, more plainly
than has been done by any one before,
how in the recent wars the Prussian
commanders have deliberately chosen
the part of attack in preference to that
of defence, at c. nsiderable risk, often,
and a certain heavy loss always, in or
der to obtain that “moral force” with
out which the finest training is thrown
away. The old maxim, “Unquestiona
bly the defence has tlie best of it," is
shown to be very doubtful iri applica
tion ; for, ns Captain L iymnnn explains,
tliose of the attack-are not less certain,
though they do not lie on the surface.
And if the first few attacks and > succeed,
then comes that moral force (or rather
moral siiperiuiily) which was sought
for, growing intensified at every new
advantage, until strategy is aim* st
superseded by the collapse of the ene
my whether he can be got at. Such
were the let-sons drawn chiefly from a
study of the operations of 1866 It
Captain Lay matin's modest book
which is too little known—should
reach anew edition, he will surely be
enabled to illustrate the success of the
new tactical piiucipie, to which bold
ness is the key, with greater abund
ance out of the rich materials offered
him by the events ol 1371.
The ‘‘lndirect Damages” Claim
bare not Strengthened Grant’s
Administration.
The Tiibtuie’a special Washington
correspondent under date of the 12th'
writes as follows;
A great many friends of the admin
istration: believed u week ago that the
new‘dispute with Great Britain over
the Alabama claims would revive’lhe
declining popularity of President
Grant. The discussion started iu
London for political purposes, might
he used for political effect on Li. is side
of tlio ocean also; uud w.hyu the Piesi
dent declared that lie would consent to
up ritodificaliou of the American case,
it was supposed that the people would
rally to his support, and iu anew
patriotic excitement a multitude of old
differences would be forgotten. Tins
hope has not been justified by the
event. Hie administration lias been
injured rather than reinforced by the
Alabama difficulty, and whatever may
be thought of the merits of our claim,
there can huuily be two intelligent
opinions about the uiannei, iu which it
has been presented.
As to the prospect of the claim for
indirect damages being ieeogiiiz* and by
the arbitrators, the correspondent
udds:
I have already wilteu you that th*-
United States never expected the
claims for indirect damages to he re
cognized. Memheis of the administra
tion arc quite frank in acknowledging
this, and mauy friends of Gen. Grant
are now convinced that wo have made
a mistake. “ I never believed in
liighfghitin’ claims,” said a Senator
who enjoys intimate relations with the
President: “1 thi-k we ought to have
asked no more than we had a u-asona
ble hope of getting, arid then wc
ought to have stuck to our demand.’
YVTiat is to be .tiouu now? The
answer to Lord Granville’s note will
probably be ale; etitiou ol the Amen
can assumption that claims l*n conse
quential damages, not being express
ly excluded by the liraty, are prqpi-i
mutters for the arbitrator* to pass tip
on, and the whole question must be re
ferred to Geneva. “In eases of arbi
tration,” soys otic ol the Justices ol
the United States Supreme Court, “ it
is a general iu;e that the a i bit *t*u»
must decide ull qtiest-ous that arise
respecting their own jurisdiction. The
obvious course in this dispute is lot
tlio Geneva ttibunal to determine
whether the treaty justifies the pn-sen
tation of claims tof indirect damn us,
and then to proceed with the ai filtra
tion. If either party believes that the
arbitrators exctn and their powers, that
will bn a subject lor ucg'otiatlol! uflei
the award,” An eff *rl will no doubt
be niqde to follow this course—with
wlut success depends upon the touipei
of too British pubjic rather limit the
disposition of the Baitish Ministry. In
any way it seems to be a foregoing
conclusion that our case wil( not be
sustained. “1 believe,” said a Sena
ator, “that there will be a good deal
of diplomatic correspondence, and
finally the United Sta-e* Gov* rnment
will manage to shuffle out of us posi
lion, and the arbitrators will go to
work.”

In making nut obeisance to Ins breth

editorial labors Colonel Forney, of the
Pliiladcihia Picas, siys:

This is soni's'thing like the declara
tion of certain Dem'-trats during the
war, to wit; that they wi-w “willing to
tight for the rights of the South within
the Union, but not out of it.’’ Tin-
Southerners did not appreciate the
force of t his s i t of quasi friendship,
and prefered an open and above-board
fight for complete separation. How
the editor of the Press is “to co-oper
ate in the great work of reform within
the lines of the Republican party” and
appease the angry elements now dis
Uii bing its vitals, is a problem, the so
luiion of which is not readily attainable.
If Colonel Forney intends to support
