feel now that I have a good and
sure stuck case for damages in case
of slander. I want the whole thing
placed upon record, as I may want
io rely on it in that form in my
.case. I ehall begin suit in the
Justice Court of your diet, just as
early as tny attorneys can,get the

officer.

I feel more highly incensed, be¬
muse this came from an individual
that needs the efficacy of some com

things must be checked, and I see
no other remedy only *o resort to

by the time the slanderer in this
case dances up to the tune of about
$3000, gold standard, he will be
more careful in the future. 1 know
as soon as the suit begins he will
think to settle or compromise the
thing for a trifle, but I can assure
him, that I am not made that way,
though times are mighty tight fi¬
nancially speaking now, but the

Democrats, even those who are
pars ,fiaily opposed to some of the
changes made, are glad that the
Senate Finance committee has at
last got the tariff bill in a shape to
mnkei ts passage by the Satiate cer¬
tain. Ids really surprising, in view
of the rad'cal charge made by tak¬
ing sugar, iron ore, coal and lead
ore from the free list and putting
a duty upon them, that the demo¬
crats of the House are not louder in
theirobjections. But they regard
the matter from a common sense
point of view, knowing that the
democrats on the Senate Finance
committee yielded nothing that it
was not absolutely necessary to
yield in order to get the votes nec¬
essary to pass the bill, and also
that they will have another chance
at the chances when the bill goes
to conference after its passage by
the Senate.
The republicans of the Finance
committee would like to waste a
mon’b or so by keeping the tariff
bill in committee, but the demo¬
crats will not allow any such time.
If they will agree to have the bill
reported in a week the democrats
will allow them that much time;
if not the bill will be reported sood
er without their consent.
Secretary Herbert’s answer to
the House resolution asking by
what authority he ordered Admiral
Skerrett to obey Mr. Blount when
he went to Hawaii as Special Com¬
missioner, was, in short, that it
came from the Commander-in
Chief of the Army and Navy-the
President of the United State*; and
he cited seven precedents for the
action, dating from 1823 to 1881.
Senator Blanchard assumed his
new duties today and Justice White
bis predecessor, was sworn in as a
member of the Supreme Court. If
Mr. Blanchard makes as good a
reputation in the S mate as he
leaves behind him in the House
tbe people of Louisiana will doubt¬
less ratify the selection of the gov¬
ernor by keeping him there.
Representative Kilgore, of Texas,
was not altogether wrong, although
rath°r too general, when he said in
the course of the debate on the
District of Columbia appropriation
bill, concerning the newspapers of
Washington : ‘‘The newspapers of
Washington have never tailed to
advocate any scheme, I don’t care
how infamous it was, that looked
to the expenditure of the public
money in the interest of specula¬
tor in and around tho city. I nev¬
er knew of an instance in which
they did not advocate such
schenirs,” In reply to a protest
from Representedve Blair, of N.H.,
Mr. Kilgroe continued : “Weil I
make the distinct charge that the
newspapers are corrupt and that
they advocate every corrupt scheme
that has been introduced into Con¬
gress to plunder the Treasury in
the interest of private interests.”
Democrats in Congress are in
thorough sympathy with the De¬
partmental Cingri s-ion Commis¬
sion which has been engaged for
many months in looking into the
business methods of the Govern¬
ment Departments, with a view to
recommending changes looking to
a reduction of unnecessary red tape
and of unnecessary officials. Ev¬
ery recommendation of the Com¬
mission has been promptly acted
upon by Congress, the last one—
lor abolishing the Bureau of Cus¬
toms of tbe Treasury Department—
having been passed by the House
without an hours discussion.
Slowiy but surely the leaven of re¬
form is working. The results of
thirty years of extravagance and
favoritism cannot be overthrown in
t, day, or a year, but they will be
overthrown in thq end. This the
democrats are determined upon.
Senator McPtier.ion has this to
say about the charge that the su¬
gar clause of the revised tariff'bill
gives the sugar trust an undue ad¬
vantage. ‘‘As I drew the sugar
schedule, I ought to know what it
means, and I certainly know what
it was intended to mean. The en¬
tire discriminating duty, according
to tny calculations, that refined
sugar i* accorded by the bill if*
sixteen hundredths of one cent.
Now, when you take into account,
tha bounty paid by Germany for
its exported sugar, and the fact
that German sugar is sbit-ped in
bags which are not dutiable, and
which can be used over and over
again, it will be seen that the Amer¬
ican refiner is given no advantage
over his German competitors. In
truth, the German exporter has
one-hundredth of a cent per pound
advantage over the American refi¬
ner after he has paid our import
duty. Now if any one disputes
these figures of mine, and can show
me where the American refiner re¬
ceives any greater protection than
I have stated, I will see that the
bill is changed.”
The Smate will vote upon the
bill for the coinage of the seignior¬
age next Thursday. It will cer¬
tainly pass. Public opinion is di¬
vided asto whether it will be Vetoed,
the majority inclining to the belief
that it will be.
