To All Registrars:
It is my opinion that the Reg
istration Act of 1913 was design
ed to provide for the permanent
registration of voters, and that
when a voter once registers with
the tax collector, takes the oath
orescribed, and signs his name
i i the permanent qualification
nook as provided by the Act, he
remains registered although he
may become disqualified by rea
son of non-payment of taxes or
otherwise.
When a registered vote-i be
t omes disqualified by reason of
non payment of taxes or other
wise, it is the duty of the Regis
trars to leave his name off the
registration list made up, certi
fied, and filed in the Clerk's of
fice for the next election, but
when such a removes the dis
qualification by paying his poll
taxes six months before any sub
sequent election, he is entitled
t) have his name restored to the
list for any such election without
registering anew,
If any voter in your county
who has paid all poll taxes by
May 5, 1934, has been left off the
list now being prepared or al
ready filed, for the coming pri
mary and general election, by
reason of not having re-regis
tered after becoming disquali
tied for some previous election.
I suggest that the name of such
voter be added to the list by fil
ing a supplemental list, if neces-.
sary.

mitted to the Bar in June J9lB,
and have since devoted my en
tire time to the active practice
of law in Milledgeville.
If elected, I pledge myself;

fairly and impartially; (2nd ) To
do justice as between all persons
without fear or favor to anyone;
(3rd) To expedite the business
of the courts so as not to con
sume unnecessary time and ex
penses and to allow jurors, par-
