"SMALL BUSINESS”
By C. WILSON HARDER
: - * ~
It is possible that soon Congress
will plug a leak that has existed
in the anti-trust laws for 35 years.
That would be the passage of
H.R. 2734 to amend the Clayton
Act passed in 1914.
* * *
Briefly the Clayton Act forbids
corporations to buy out the stock
of competitors for the purpose of
eliminating competition. But for
years the purpose of the act has
been defeated, as corporations
have been able to legally buy up
the assets of competitors.
For years Congressmen have
fought to plug this leak.
* * *
In addition, every President
since Wilson has tried to plug
this leak.
* * *
Now the situation has become
desperately critical. In 1947, the
Federal Trade Commission found
mergers reached a new high.
$ * *
This trend was speeded up by
the huge profits in recent years
of the big corporations. At the
end of 1945 the 62 largest corpo
rations held SB4 billion of net
working capital — sufficient to
purchase the assets of 90% of all
the manufacturing companies in
the nation.
* * *
Congress has found in practic
ally every line of business, from
dairy products to farm machin
ery, monopolies composed of as
few as four companies are doing
as much at 93% of the business.
* * *
In every case, it was found this
was accomplished by purchase
of the assets of the independent
competitors: often after a dis

astrous price war launched by
the eventual purchaser forced
the independent business to the
wall.
* * *
As it stands now, the House
has passed the amendment to
the Clayton Act Which would stop
this abuse. The Senate Judiciary
Committee has also recom
mended passage.
* * *
Organized independent busi
ness is aggressively working for
passage in the Senate. The battle
is bitter, but Sen. Herbert O’Con
nor (Md.), who is chairman of
the Judiciary Committee, reports
that never in 25 years has the
reform measure been closer to
passage.
* * *
Washington now expects, bar
ring unforeseen intervention by
new hostile forces, an early end
to Korean fighting.
* * ♦
But it also expected that the
drive to increase taxes; place
further controls on business will
continue, unless, of course, the
November elections result in
many major upsets.
* * *
Western manufacturers .who
attended a small business clinic
in Northern California for spe
cific information on defense con
tracts writhed in their seats as
an official devoted a large part
of his time to eulogizing Louis
Johnson.
* * *
Btit they also derived a hearty
laugh. The speaker was called to
the phone; red-facedly reappear
ed to announce the removal of
the Secretary of Defense.

HOW TO PLAN A HOME LAUNDRY y
ADVANCE STUDY AVOIDS GUESSWORK i
When you start to plan an all
electric home laundry for your
new home or to remodel your
present one, laundry specialists
name three points you should con
sider: (1) the location in the
house — basement, first floor or
second floor; (2) function of the
room —will it be a laundry solely,
general utility room or a com
bination kitchen-laundry?; (3)
she arrangement of appliances,
Counters and cabinets for efficient
“assembly line” washday opera
tions.
Advance planning before you
build will make the most effective
ise of available space and avoid
guesswork and makeshift install
ations which later cost you need
. ess stair climbing, heavy bundle
Hfting, pleasant surroundings and
• ven peace of mind.
In the interests of better home
planning, Hotpoint, Inc., the in
dustry’s newest leader in the pro
duction of automatic washers.and
dryers, has studied installations in
rundreds of homes and talked
with archi
tects, builders,
home econo
mists and en
gineers. Here
is what the
experts say on
the important
points you will
vant to take up as you plan for
future workless washdays.
Architectural style of your
house, room size, and plumbing
have an important bearing on
•ocation, ©f course, and in many
Mmall one and two story homes,
♦he basement continues to be the
only space available for the
>aundry. First floor laundries,
however, have been voted for by
70 per cent of women planning
changes, according to recent Hot
point surveys, and they believe
this location will eventually super
cede the basement entirely. The
post-war emphasis on the base
mentless “ranch” house has a
direct bearing on this view.
The elimination of stair climb
ing has been a strong factor in
influencing women in favor of the
first floor, particularly those with
large families who must do laun
dry several times a week. Tim
pleasant surroundings on th
first floor and the accessibility
the laundry room to other hoi’
hold activities, such as keen
an assured eye on the child:
proceeding with meal prep:
tions, sewing, mending, ano
uncounted tasks a woman f;
makes a difference.

■•upstairs bedrooms, as much

comes from the second floor.
Since all soiled clothes and linens,
excepting table linens, are
changed on the second floor and
clean clothes are stored in bed
room bureaus or upstairs closets,
the saving in stair climbing and
clothes bundle carrying is con
siderable.
While the second floor laundry
is thought “revolutionary” by
many families, it may weil be
come the standard home laun
dry of the future in two story
structures. The laundry equip
ment weighs approximately 600
pounds which means no unusual
structural problems for the
builder or remodeler. Modern
washers do not require bolting
to the floor. A fluid drive mechan
ism on one new washer, for exam
ple, eliminates vibration.
Best location for the second
floor laundry usually is near the
bathroom so that both rooms
can be served by one set of
plumbing connections.
A utility room arrangement in
the basement or on the first floor
makes possible a combined laun
dry and heating unit layout.
Tn farm homes, a first floor
utility room is no innovation. The
utility room has served many a
farm family as a men’s shower,
a place to hang outdoor clothes,
a room for
canning, a
storage center
for extra kit
chen supplies.
In suburban
homes it might
double for a
sewing and
mending room,
as a planning center, with desk
and household account files, or
as a playroom for children when
hey can’t be outdoors.
In new homes and many old
s being remodeled, an extra
kitchen has offered an ideal
; hty for a combination kit
ndry. This permits easy
n between cooking and
without leaving the
Hug is particularly
<- to sorting, spot re
mending, and ironing.
Appliances should be located so
that doors do not swing into
positions blocking use of the de-i
vices or cabinets. If no dryer will
be incorporated in the laundry
center, and clothes must be hung
in the yard, an outside entry to
the room is advisable.
The automatic washer and the
electric water heater should be
put as close together as possible ■
to eliminate long pipe runs be
tween the two for the hot water.
The size of water heater needed I
depends upon a number of sac-1
tors: hot water requirements, size
of family, automatic equipment
in use (such as a dishwasher ini
addition to the clothes washer),
geographical location. Hotpoint, ■
the industry’s largest maker of
electric water heaters, reports
models available in capacities
from 30 to 82 gallons to meet
family needs and pocketbooks.
Whether a portable or cabinet
rotary ironer is best depends upon
space limitations.
Laundry engineers recommend
an assembly line order of laun-u
dry equipment with appliances
arranged from
> right to left
This puts the
5 water trays at
J the right fol
y lowed by the
automatic
washer and
dryer and then the ironer.
Modern laundry equipment can;
fit into as little as five feet of j
wall space. However, home laun-J
dry engineers say that the ideal
arrangement is to have a base
cabinet between the washer and
dryer and another between the
dryer and ironer. Counter space
on the opposite side of the sink
from the washer is also advisable.
A utility room arrangement
allows space for use of accessory
equipment such as a clothes
hamper on wheels, portable rack
for hanging ironed clothes, sew
ing machine, small desk and tele
phone, order supplies. In all laun
dries, of course, linoleum or rub
ber tile is advisable. 4
A combination kitchen-laundry
may alter appliance arrangement
to some extent depending upon
location of the kitchen equipment.
Laundry appliances can be in
tegrated with the kitchen devices
or can be separated by a lunch
bar or,a low partition. *
Before you build, or modernize, 1
you should consult an appliance
dealer as well as construction
official^. Dealers who install com
plete home laundries and Kitchens

trical living.
