Youth Delinquency
Speaking at the third annual
conference of the Georgia Citi
zens Council, Assistant U. S. At
torney General Theron Lamar
Caudle, charged juvenile delin
quency up to ‘‘community fail
ures.”
"Federal juvenile deliquents
are community juvenile delin
quents,” he said. "They become
under the jurisdiction of the
federal government merely be
cause they happen to violat fed
eral laws.”
Caudle pointed out that Geor
gia has 159 counties and only
16 juvenile courts, and its train
ing schools are overcrowded,
with children waiting for ad
mission. Juvenile delinquency,
• he said, should be dealt with
through activities that “read
just, recrate and train the child,’
rather than through courts and
। training schools.
Also speaking during the con
ference on the perplexities of
i youth were Senator Claude Pep
| per, of Florida; Hugh Comer,
j Alabama cotton mill president
I and vice president of the Na
j tional Association of Manufac
। turers, and former mayor of
j New York, Fiorello H. LaGuar-
I dia, now director general of
UNRRA.
Much can be accomplished in
correcting the delinquqency sit
uation by lay groups, such as
the Georgia Citizens’ Council,
Caudle said.
Lon Sullivan, director of the
Council, presided over the an
nual session at its recent meet
ing in Atlanta.

Wildlife Rangers
Continue In Fight
On Game Violators
Wildlife rangers continued
their excellent work last month
against game violators, accord
ing to Fred Brewer, assistant
director of State Game and Fish
Commission.
Old timers led the league, with
Uncle Jessie Smith in first place.
His 4,(515 points nosed out Ran
ger W. M. Mobley, who was sec
ond, with 4,600 points. Ranger
M. P. Phillips of near Hinesville
ran a close third with 4,425
points, while Rangers Farmer
and Butler, comparatively new,
were fourth and fifth respec
tively.
A partial summary of viola
tions shows that 35 persons were
apprehended for shooting doves
out of season, 27 for killing
squirrels out of season, 38 for
illegal seining and five for net
fishing. Four persons were
caught poisoning fish.
The rangers clamped down
on Hunting at night. Ten viola
tors were brought in and charged
with this vicious and illegal prac
tice. Three violators were shoot
ing fish; two hrad more than
their limit of doves. Despite the
shortage of ducks, two illegal
duck hunters were apprehended.
Although the commission has
widely warned the public against
shooting with an unplugged gun,
rangers found 34 people com
mit ing this violation. Illegal bas
ket fishing had three violations;
61 hunters and 45 fishermen had
no licenses.
Careful reading of the above
summary, Brewer said, shows
that these violations are far
more expensive than legal
sportsmanship in the field. Too,
most people who violate game
and fish regulations do not seem
to realize that they are merely
depriving law-abiding citizens
and future generations of the
heritage which is rightfully
theirs.
The pessimist is wondering if
he can find something to be
thankful about next month.

Southwide Citizens
Conference Told Os
Share Profits Plan
At the recent Southwide Citi
zens Conference, held at the At
lanta Biltmore Hotel, Hugh M.
Comer, Alabama industrialist,
outlined his profit-sharing plan,
which has attracted attention
thruout the nation.
Mr. Comer explained that the
plan, which has been active in
the plants of the A vandole Mills
and of Cowikee Mills since 1941,
divides 50-50 with employes all
earnings over the sum necessary
to pay standard wages and give
stockholders a 5 per cent, return
oi] their investment.
Pointing out its advantages,
Comer stated that over a million
dollars extra money has been
paid to 7,500 people through
this form of management, with
maximum production reached in
the mill. Other beneficial re
sults have been the winning of
a safety award, outstanding
health records and a high aver
age of home-owning, savings
account employes.
“While Secretary Byrnes and
his associates are abroad taking
a position of leadership in es
tablishing ways and means and
formulas that nations may live
together in peace, we here at
home are weakening their hands
•‘by our unwillingness or our in
ability to solve our domestic
problems by peaceful methods,”
Comer said.
