This is a picture of the new drainage canal that is being rut by the Bryan County Commissioners in the 1380th District.
In the upper picture will be seen Chairman Merrill E. Bacon look ing over the work, and it can be seen that they are doing a good
job. This work \ ill make thousands of acres safe from flood co ntlitions in rainy weather, and will reclaim thousands of acres
that have been abandoned because of the swampy conditions. It is regrettable that this work cannot be finished

Your Health
Department
Financial Service Rendered
By Health Department
Everyone in this and every
county needs to know and un
derstand the functions of offic
ial and non-official agencies
and groups rendering service
to the community. All should
know what the County Commis
sioners have to do and the prob
lems that they have to contend
with in performing satisfac
torily their responsibilities to
their county. We should know
more about the jobs of the
Clerk of the Court, the Ordi
nary, the County School Super
intendent. Does everyone know
of the functions of the Welfare
Department? Do you know
what the various civic organi
zations do for their commun
ities? Do you know of the val
uable accomplishments of P. T.
A.?
Os all the many things oc
curring in any gWen commun
ity, probably less is known of
the Health Department activ
ities than of anything else. The
resulting saving of lives and
prevention of illnesses can
easily be seen when a full study
of vital statistics is made. But
ah of us take for granted our
improving living conditions,
safer food, milk and water sup
plies, fewer cases and deaths
from contagious diseases, de
creases in infant and maternal
deaths. The average citDei
rarely stops to ask himself,
“why are these changes And
improvements so?”
The only reason for the ex
istence of any health depart
ment is for the purpose es de
creasing deaths, preventing ill
nesses and improving the envi
ronment in which we live.
These purposes are accomplish
ed by or through the mgjor
health functions, namely; 1.
Control of Communicable Dis
ease. 2. Maternal and Child
Health Program. 3. Environ
mental Sanitation. 4. Public
Health Laboratory Service. 5.
The Book-Keeping of Vital Sta
tistics 6. Public Health Educa
tion.
What do the above services
cost Bryan County? The State
pays sixty five percent of per
sonnel salaries and the remain
ing thirty five percent is paid
by the county; the net total
cost to the county being $3,
212.16 per year. For every dol
lar spent by Bryan County, the
State and Federal government
send to the county in the form
of money or service another $4.
Is that a good trade?
Your Health Department re
i urned to the people of Bryan
County $22,568.06 worth of ser
vice last year in 1948. To ex
plain, this figure was the cost
of service if a minimum charge
was made for each thing done
by the Health Department dur
ing 1948. Do you think it’s
worth while to spend $3,212.16
for the year in order to obtain
$22,568.00 worth of service,
not to mention lives saved, ill
ness prevented, people educated,
less loss of time from the job?
What value can be attached to
these savings?
W. D. Lundquist, M. D.
