Preston Says Dixie
Has Good Record
In Civil Rights
WASHINGTON—-At the request
of Congressman Prince H. Preston,
the Federal Civil Rights Commis
sion this week issued its first
state-by-state report of complaints
showing that several Northern
states had as many or more gri
evances than Southern states.
The breakdown of complaints
was contained in a report of the
hearings before the Subcommittee
of the House Appropriations Com
mittee before which the Commis
sion presented its requests for
additional operating funds.
The hearings was presided over
by Subcommittee Chairman, Re
presentative John T. Rooney of
Brooklyn, N. Y., who did most of
the questioning but Mr. Preston
took over the examination of the
Commission officials at one point.
He also requested and obtained
the report which showed the
Southern states generally in good
light.
During the questioning by Mr.
Preston. Commission Chairman
John Hannah, who is president of
Michigan State University, ac
knowledged that “the voting situ
ation in Georgia is pretty good and
getting better.”
Dr. Hannah, whose Commission
recently held a hearing in Atlanta
on Negro housing, said “there is
a better opportunity provided for
middle-class and high-class hous
ing for a least some of these
Negroes in Atlanta than in many
cities in my part of the country.”
The Commission’s report of
complaints, other than voting, as
of April 30, 1969, showed New
York State with 59; Ohio 24; Pen
nsylvania 23; Illinois 32; Michigan
13; Missouri 19 and California with
45. Some of the deep South States,
which usually came undatr fire
from Civil Rights advocates, had
loss complaints than did those
states outside the South.
The same list showed Georgia
with 16 complaints other than vot
ing; Arkansas 4; SouthCarolina 13;

\ Ranges :
\ COASTAL GAS :
: COMPANY \
Tennessee 16; Virginia 16; North
Carolina 8; Florida 26; Louisiana
13 and Mississippi 6. There were
no appreciable voting complaints
in the deep South except in Ala
bama with 119; Louisiana 95 and
Mississippi 41.
Georgia had only one voting
complaint. Other complaints from
Georgia showed two on education,
one on housing, two on employees,
three on administration of justice,
four from inmates of prisons and
two seeking information.
The Commission was seeking
$288,000 in funds with which to
operate from the beginning of the
new fiscal year July 1 through
November 8, 1959, the termina
tion date of the Commission un
less Congress extends its life.

Notes to the Editor
By ELISABETH MEDDERS
There it lay—a miracle of glory
and wonder—a Thing of lace and
silver. The bed was hardly visible
beneath the voluminous layers of
magnificent splendor. There, for
mere mortals to look upon, was
The Dress.
My attention focused on a great
funnel-like affair trimmed in lace
which was hanging against the
wall without benefit of visible sup
port, defying all laws of gravity.
Realization dawned as I stood
with open mouth and popping eyes
that this was what I had been
invited to see, but I was slow' to
rally. I had definitely been caught
unawares.
My hostess swished the busi
ness from the bed and held it up.
It was almost a sacrilege to touch
it and I expected it to vanish un
der her touch. The top almost did
disappear, it seemed, but skirts

remained. She took the funnel from
the wall, revealing, in truth, a ten
penny nail, and, much as one would
accordian, unfolded it. It was a
petticoat, I was told.
I have been away from my own
too long. My indoc/trination to
hip-swinging britches, gigged bull
frogs, worms in refrigerators,
smelly sneakers, T-shirts, duck
tails and crew cuts is complete.
Except for Beauty the Bovine
and myself, the Medders menage
is strictly for men only. True, a
female feline from a preacher
neighbor’s home thinks she lives
with us. It is understandable that
her conscience would no longer
permit her to share bed and board
at the parson’s house. She is a
lady of fortune and easy virtue. I
make it a point not to become too
involved with this creature be
cause when she is encouraged to
return to her former habitat, in
the pludral. I want no question of
ownership.
There was a time when I, too
was a high school senior. Try as
I might, 1 cannot remember the
dress I wore to the junior-senior
banquet. Probably a sweet little
organdy job with pastel ribbons
here and there.
I’ve been around and know, gen
erally speaking, what’s cookin’. I
just haven’t been going in enough
directions. From now on, my life
will be less sheltered. I shall not
be caught in such a predicament
a second time.
