The negro Cornelius King, Bishop Turner's sun-in-law, had a place

BECAUSE THESE ‘PARTICULAR APPOINTMENTS
FOLLOWED IMMEDIATELY' ON TlIF HEELS OF BISHOP
TURNER’S INDORSEMENT' OF HOKE SMITH, they have
naturally attracted particular attention. Was th. civil service

In order to put the issue to practical test, ( LARK HOWELL),
in the joint debate at Albany put to Mr. Smith the following
propositions WHICH MR. SMITH DID NO J DARE ACCEPT,

(i.) I make the statemerif that comparatively few ot the ue
gro appoirttluents as listed in this disfranchisement circular .were
iver passed upon by the ci vil service - commission, and that a ma
jority of them were not .even under the jurisdiction of the. civil
service commission. 1 will give one thousand dollars to Miss
Berry’s school if Mr. Smith will show to the contrary, provided
he will agree to give one thousand dollars if he fails to do so.
(2.) I will give one thousand dollars to Miss Berry's school
if Mr. Smith will show that the application of David M. Turner,
Bishop Turner’s son —who was dismissed several times by re
publican administrations for drunkenness and incompetence—was
ever passed upon by the civil service com -.mission, or that the civil
service commission requested hi- reinstatement— provided Air,
Smith will give one thousand dollars if he fails t do so.
(3.) 1 will make the same proposition as regards Yhe appoint
intent of Cornelius King,. Bishop Turners son-in-lavc. to a one
thousand-dollar position under Secretary Smith’s administration.
(4.) I ivdl offer still another one thousand dollars to Mfss
Berry’s school if he will show where the civil service commission
asked to have John P. Turner, another son of Bish- >p Turner's,
transferred from the treasury department to Die imerior depart
merit, without the request for the transfer having first been made
by Mr. Smith’s own department—provided XIr. Smith will offer
to pay one thousand dollars if he fails to prove to the contrary.
