Rules for Holding the
State Democratic
On August 22, 1006, by the State Democratic Execu
tive Committee at Its Meeting in Atlanta, on
April 30, 1906.
At a meeting of the State
Democratic committee, held in
the city of Atlanta, this April SO,
1900, called for the purpose of
fixing the time and prescribing
the rules for a state Democratic
primary election, and fixing the
time and place of holding a state
Democratic convention for nomi¬
nation of Democratic candidates
for governor, state house officers,
judges, solicitors general and
such other officials as are to he
elected by the people of t he state,
at the ensuing elections, it is or¬
dered :
1. That a Democratic primary
election be held on the 22nd day
of August, 1906, in each of the
145 counties of the state, at which
all Democratic voters who have
registered in 1905 or 1906, not
less than ten days before said
primary, shall have an opportun¬
ity to cast their votes for Demo¬
cratic candidates for the follow ing
offices, to-wit: Governor, attor¬
ney general, secretary of state,
comptroller general, chief justice
of the supreme court, treasurer,
commissioner of agriculture,state
school commissioner, three asso
ciate justices of the supreme
court, one United States senator,
one prison commissioner, judges
of the superior court, solicitors
general. And the Democratic
executive committee in each
county is hereby directed to pre¬
pare and furnish to the managers
of such Democratic primary a list
of the qualified voters in said
county under the .terms herein¬
after provided.
2. The name of all Democratic
candidates for offices to be filled
as stated above, shall appear up
on the official ballot, and shall be
voted for directly, the voter
striking on said ballot the names
of all those candidates for office
for whom he does not desire to
vote, and leaving on raid ballot
* the names of those candidates
for whom he wishes his ballot to
be counted.
8, That on August 28, 1906,at
noon, the Democratic executive
committee of each county shall
assemble in the county court
house, and consolidate the vote
and declare the result, and in
each county where any candidate
for office shall have a plurality of
the vote cast in that county for
said county in said primary elec¬
tion the delegates selected from
such county to the state conven¬
tion shall be considered as in¬
structed to cast the votes of said
county for such candidate in the
state convention, and the chair¬
man of the Democratic executive
committee of such county shall
appoint as delegates from said
county to the state convention
such Democrats as the candidate
for governor entitled to the vote
of such county shall designate in
writing. Each county shall bp
entitled to two delegates for each
member that it is entitled to in
the house of representatives. AH
vacancies in delegations shall be
filled in the same manner as pre¬
scribed above for the original
appointment of delegates. But
no county shall send more dele¬
gates than it is entitled to indi
vidual votes in said convention.
4. The state Democratic con¬
vention, composed of delegates
selected in the manner aforesaid,
shall assemble in the auditorium
in the city of Macon on the fourth
day of September, 1908, to nomi
nate a state Democratic ticket
for the above-named offices.
5. In each judicial circuit,
where the judge or solicitor gen¬
eral is to be elected, the white
Democratic voters in the several
counties shall express their choice
on the same ballot as hereinbe¬
fore provided for, and under the
same terms as to qualifications
for electors. It is ordered fur¬
ther that the vote of the several
counties in each circuit for judge
and solicitor general shall lie
solidated by the county executive
committee of each county, certi¬
fied to by said committee, for¬
warded to the chairman of the
state Democratic executive com¬
mittee, whose duty it shall be to
consolidate the vote of the several
counties in each circuit for judge
and solicitor, and to report the
result of such consolidated vote
to the state convention, which
shall, in turn, declare the result
and make nominations according¬
ly for the several circuits. All
candidates for judge and solicitor
general receiving the highest
vote in their respective circuits
shall be placed on the state tick
it as the Democratic nominees
for said offices.
6. The official ballot to be
voted in said Democrat primary
election shall have printed there¬
on the following caption :
STATIC DEMOCRATIC PRIMARY ELEC¬
TION, 1906.
By voting this ticket, I hereby
declare that 1 am an organized
Democrat, and 1 hereby pledge
myself to support the organized
Democracy, both state and na¬
tional.”
No ballot cast- in said primary
election without such caption and
obligation shall be counted try
the managers.
7. While white voters, with¬
out regard to past political affili¬
ations, who desire to align them¬
selves with the Democratic
party, are hereby invited, in
good faith, to participate in said
primary, this invitation is ex¬
tended only to such voters as ac¬
cept it in the same spirit of good
faith in which it is extended.
Inasmuch as there has arisen a
controversy as to the intent of
the word “align” in the forego¬
ing, we declare that, as herein
used, it means to join the organ
izod Democratic party and be
come a Democrat in good faith.
8. In case of a vacancy occur
ring in the office of judge or
solicitor general in any circuit of
the state, the chairman of the
state Democratic executive corn
mittee is hereby authorized to
call for a nominating primary
election in such circuit to fill the
vacancy in ample time before the
election shall he had.
9. The chairman of this com¬
mittee shall prepare a form of
official ballot to be used in said
Democratic primary election,
containing the caption prescribed
above, and the names of all can¬
didates for the offices named in
paragraph 1, and shall furnish
the same to the chairman of each
couuty Democratic executive
committee in the state at least
teu days before said primary
election.
10. In the event any ticket is
voted in said primary
with the name of any candidate

11. No person shall have the

as it may seem proper.
12. Each candidate for state
house offices, supreme court
judges and United States senator
shall be assessed $50 to meet the
expenses of said Democratic pri¬
mary, which sum shall include
all assessments against such can¬
didates for state and county
primary elections, and the name
of no candidates shall appear on
the ticket who fails to pay the
same forty days before said pri
tnary.
18. The county Democratic
executive committee shall ap¬
point the managers for said Dem¬
ocratic primary election ten days
before said primary, and, as far
as practicable shall give repre¬
sentation to contesting candi¬
dates in tiie selection of managers
of said primary. Upon timely
request and refusal of the county
committee to comply with such
requests, any candidate shall
have the right to appeal to the
state Democratic executive com¬
mittee.
14. It is ordered that upon a
consolidation of the vote in each
county the candidate for the
United States senate receiving
the highest number of votes for
that office shall he declared the
Democratic nominee from that
county for said office, and the
representative or representatives
and senator from such counties,
and the senatorial district in¬
cluding such counties, are con¬
sidered instructed t'o vote for
such nominee in the next general
assembly.

First. That they and their as
sociates, successors and assigns
desire to be incorporated under
the name and style of Rhyne
Bros. Lumber Company.
Second. That the term for
which petitioners desire to he in¬
corporated is 20 years, with the
rignt of renewal at the end of
that time.
Third, That the object of said
corporation is pecuniary gain to
its stockholders, and the princi¬
ple business proposed is to buy or
manufacture and sell all kinds of
lumber, rough or finished, build¬
