Section 1, Be it enacted by
t he General Assembly of Georgia,
That the following amendment is
hereby proposed to paragraph 2,
section 1, article 11 of the Hon
stitution of this State, as amend
ed by the ratification by the

commissary, of the Atlanta and
Birmingham Construction Com¬
pany, contractors, who are build
ing the Atlanta and Birmingham
and Atlantic railroad, were ar
raigned before United States
Commissioner Nathan A. Blown,
in Columbus, today on the charge
of peonage.
Trial of the cases was- not con¬
cluded-today, and the investiga¬
tion was continued until tomor¬
row. The defendants are out
under bond.
The complainants in the case
are a party of laborers who were
brought from New York about
six weeks ago, going by steamer
to Brunswick and thence by rail
to Ta I button, They have been
since working on the Atlanta
and Birmingham railroad near
Talbottou at <1.50 per day. Some
of them became dissatisfied.
They claim that they were told
that tney would he put on the
chuingang if they did not work
long enough to pay back the
transportation expenses before
leaving.
One witness said he saw a man
whipped because he would not
work. Another said he was told
that if he tried to leave the train
while enroute to Talbotton and
escape he would be shot, but
tliis assertion was not supported
by ether testimony.
The defense of the contractors
has nor yet developed. They say
the charges are untrue. A secret
service officer of the government
has been working upon the case
for two or three weeks. District
Attorney Carter Tale is conduct¬
ing the prosecution, while Wal¬
ter T. Colquitt, of Atlanta, and
.1. J, Bull, of Talbotton, repre¬
sent the defendants.
Mr. T. R. Bryant, who is super¬
intending the farm of Mr. J. F
Cocke, three miles north ol
Dawson, brought in the first bale
cotton from Terrell county. The
cotton was sold for IS 1-2 cent.
per pound.

Wife Charges Murder.
Atlanta, Aug. 13.—Andrew
Jackson, a white man, was ar¬
rested yesterday in DeKalb
county on a charge of murdering
a man in South Carolina. The
arrest was made as a result of a
complaint made by his wife,
whom he is said to have deserted.
Jackson denies the charge, say¬
ing his wife made it for revenge,
