COTTON CROP
SUMMARY MADE
Conditions Were a Trifle More
Irregular Than the Pre*
vious Week.
Memphis, Teiin., July 12.—
The Oommer c i a 1 - Ap n e a 1 ’ s
weekly cotton crop summary
follows:
All cotton grew very rapidly
last week since rain fell quite
generally over the cotton region.
Conditions are a trifle more ir
regular than the previous week,
however, because the rainfall
was excessive at- points in North
Carolina, South Carolina, Louisi
ana and Texas. The most im
portant complaints come from
southern and central Texas,
where rains were often contiu
uous, causing some shedding of
bolls bv the cotton plant and an
apDreciabte increase in the num¬
ber of boll weevils.
In Canada and the states bor
dering on the Mississippi river
the crop is in very fine condition
The rainfall was altogether ben¬
eficial and the outlook is nearly
all that it can be. The crop is in
tine cultivation and the plants
are large and well grown for the
season and fruiting heavily.
Throughout the whole belt-, ex¬
cept in localities merely, the
crop lias been put in thorough
cultivation and the question of
acreage is therefore fully de¬
termined. The crop advanced as
a whole during the week, the
setbacks being due -largely to ex¬
cessive rainfall.
The crop is being rapidly “laid
by,” as the plant lias now often
attained a size that- will not per¬
mit of further cultivation.
Report From New Orleans.
New Orleans, La., July 12.—
The Times-Democrat’s monthly
summary of the progress of the,
cotton crop tomorrow will say:
“1. Except in districts affect¬
ed bv special causes, such as
overflow and boll weevil, very
marked improvement has been
the rule.
“2. The supply of labor has
been ample and cultivation lias
been thorough,
“8. There are complaints of
boll weevil from some parts of
Louisiana, Arkansas and Texas.
“4, Taken as a whole, the
outlook is highly favorable
throughout most of the belt.”

TRAMMELL NAMED
UMPIRE IN W. & A. CASE
Road and State Will Arbitrate Its
Property and Franchise Re»
turns. No Date is
Fixed
Paui Trammell, of Dalton, has
been agreed upon as umpire in
the arbitration that is to be had
between the Western and At
lantic railroad and the state of
Georgia on the property and
franchise returns of that road.
The state will be represented
by Judge George IIi 1 Iyer, of the
railroad commission, and the road
by G. Gunby Jordan, of Colum¬
bus. No date for the hearing liar
yet been fixed.
It is a notable fact that these
arbitrations cost the state noth¬
ing for the reason that it is rep¬
resented by one of the railroad
commissioners. The amount ol
money the state would otherwise
be called on to pay out annually
for arbitrations would exceed the
salary of a oom rnissioner.

WOMAN ASKS FOR TIME

Prisoner Writes Letter to Her
From Cell in Tower.
In hope of interesting the
public in the case of John Har¬
per, convicted and sentenced to
be hanged for the murder of
Sberilf Keith, of Murray county,
and who has been respited by
Governor Smith until July 24,
ills. J. B. Wiley, of the King’s
Daughters, has submitted a
communication to the press in
which she states the facts in Har¬
per’s case and requests the pub¬
lic to co-operate in securing for
the condemned man a new trial.
Harper is now confined in the
tower, and Mrs. Wiley’s letter
was written after receiving a
letter from Harper, in which he
thanks her for the efforts slie
has made in his behalf.
Governor Smith respited Har¬
per until July 24, pending the
passage of a hill which is now
pending m the legislature and
which allows judges to grant
motions for new trials during va¬
cation. A motion for a new trial'
for Harper lias already been
made and it is the wish of Mrs.
Wiley to secure a further stay of
execution until the hill is acted
upon by the legislature, so that
if passed the judge who will
hear the motion can act upon it.
