In the Macon Telegraph’s issue of the
lftth inst., an article headed “Two
Men's Record’* appeared, in which was
the following;
“Gen, K ari’s record. First; voted to
allow the hsnks to suspend specie pay¬
ment where there whs no panic.’’ In
justice to Gen., Evans, I wish to bear
witness as one who lived arid participa¬
ted in the events of those days, that irj
>*■' !•» ......... «*•
nancnil panic that this country has ever
experienced in my day 1 cannot now
recall a single bank, from New York
8an Francisco, that was not driven to
the , suspension ... ol specie payment. At
that time th? Plate of Georgia made it a
penal offence against the President and
other officials of a hank to suspend '
ents payment. , The , legislature . , of tl.st ,
year, for the purpose of relei ving Hie offi
cers of the banks from the severe penal
ties imposed for the suspension of spe
cie payment, passed a hill for their ro
lief. In that bill there was also a provis
ion that stayed the collection of
b, by
court proceeding, ibis was necessary
because of the fact that the credit sys
tern in those dave was almost universal,
and from the fact that the / people, rich
And , poor, were all ,, more or less in debt; , ,
and because of the fact of the sudden
panic which paralissed the business of
the country ami suspended the banka,
it was almost impiiHsihle for the people
to meet: their obligations, and forced
collections would have resulted in hank
ruptcy and general ruin.
No bill was ever passed by the legis
hitnre in my day which gave greater re¬
lief to the masses of the people and was
more universally approved by all
classes.
This huiraue and just law for the re¬
lief and benefits of the debtor elasses
was continued from legislature to
lature ami received the ap
proval of every legislature from 1857 to
18(55, or the entire period of the war,
A more humane and just law was never
passed by any legislature. VOTER.
Athens, Ua., May 8th, 1891.
“Nor shall any Senator or Represen¬

be elected by the General Assembly or
appointed by the Governor either wilh
or without the advice and consent of
the Senate to any office or aitointml.nt
having any emolument annexed thereto
during the time for which he shall have
been elected.”
The foregoing is a clause in the Con¬
stitution and laws of the great State
of Georgia and fully covers the $1,000
iee Mr. Atkinson, politician-iepresenta
tivc-speaker-of-the-Ilouse-savior of-tlie

It must bo hornein niiml that at the
time of his appointment to this position
he was a member of Ihe legislature and
that he claim* your votes on account of
his “patriotic” defense of tins great
question!

Mr. Leamon wears Ins usual smile

All send their regards, and ask me to
say that they have not forgotten their
Georgia friends, but hope to be with
them again soon.
the They expressed Iheir regret al seeing
accounts of so many recent crimes
in Murray. It is indeed unfortunate
that the good people of our beloved
county should suffer themselves to hi
thus misrepresented before the world.
The truth is bad enough, but when duly
exagerated bj' the press it presents us,
to aav the least, in a very unfavorable
light.
Let all good citizens be around to
their own interests, and come to the
rescue. Respectfully,
