NEW CITY ORDINANCE ON WATER, SEWERAGE, GARBAGE
AN ORDINANCE TO ESTABLISH WATER RATES, SEWERAGE
RATES, AUTOMATIC SPRINKLER RATES, CONSUMER DEPO
SITS, WATER CONNECTIONS, BILLING DATES, UNPAID BAL
ANCES, RECONNECTING CHARGES, METER CHECKS, SANI
* TARY CHARGES, OTHER MATTERS CONTAINED HEREIN AND
TO REPEAL ALL EXISTING ORDINANCES IN CONFLICT WITH
THE PROVISIONS OF THIS ORDINANCE.
BE IT ORDAINED by the Mayor and Council of the City of
Forest Park, Georgia, and by the authority of same it is hereby
w ordained as follows:
That the Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 23-5 is hereby repealed in its entire
ty and that hereafter there will be a new section in Heu thereof,
to-wit: ’
Sec. 23-5. Water rates - inside city.
The following rates shall be charged for water service in the
city to both residential and commercial consumers:
(a) 0 gallons to 2000 gallons $2.50 per month.
(b) 2001 gallons to 7000 gallons $2.50 plus 60? for each
thousand gallons used in
excess of 2,000 gallons
each month.
(c) 7001 gallons and over $5.50 plus 50? for each
1000 gallons used in excess
of 7000 gallons per month.
That the Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 23-7 is hereby repealed in its entire
ty and that hereafter there will be a new section in lieu thereof
to-wit:
SEC. 23-7. Water Service Installation Charges.
The Following charges shall be made by the city for water
installation, where available, upon application thereof, which
charges include the furnishing of a water meter, labor and
material for installation from the city water main in the street
or wherever located to customer’s property line, in the sums
set opposite each size of meter listed below:
• 5/8 inch - D $ 75.00
3/4 inch - D $ 85.00
1 inch - D SIIO.OO
1-1/2 inch - D $250.00
2 inch - C $450.00
Charges for meters larger than those set forth in the sche
dule above will be set by the governing body upon application.
All charges for installation are payable when application for
meter and connection is made and includes cost of tapping
main, running service line to back of curb or road ditch and
installing curb cock and meter.
That the Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec 23-12 is hereby repealed in its entire
ty and that hereafter there will be a new section in lieu thereof,
to-wit:
SEC. 23-12. Faulty meters.
If any meter should get out of order or for any reason fail to
register and water is being used, the customer will be billed at
the average monthly consumption as shown by meter when in order.
A customer believing his meter to be faulty may in writing
request the city to check same. Upon the receipt of such request at
the office of the city water department, along with a deposit of
$5.00, which is to partially cover the costs of removing the meter,
sending the meter to a checking station and replacing the meter,
this work will be accomplished and a check of the registering
device made. Should the results of the check show the meter to be
within 2 % of correct, the deposit will be forfeited by the customer.
Should the results of the check show the meter to be in error more
than 2 % or registering more water than actually is passing
through, .the meter, the city will refund the, $5.00 deposit and
replace or repair the meter at no charge to the customer.
That the Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 23-15 is hereby repealed in its
entirety and that hereafter there will be a new section in lieu
thereof, to wit:
SEC. 23-15. Application for connection: deposits for water
service.
(a) All persons desiring a supply of water from the city’s
mains must make application at the office of the city water depart
ment for service pipe and connection with the city’s mains. This
application shall be made in writing upon forms furnished by the
city water department giving location and number of the lot or
building and shall set forth the purposes for which water is to be
used. Such application shall be signed bv the owner or tenant of
the property or his authorized agent. The turning on of water at
any premises shall mean that compliance with all rules and regula
tions of the water department of the city have been agreed to by
the applicant.
(b) Upon application for water service, an owner of the pre
mises for which the application is made who is also the occupant
of said premises will be required to make no deposit.
(c) Persons making application for water service who are
not the owners of the premises for which the application is made,
or persons making application for water service who are not
occupants of the premises for which application is made shall be
required to deposit the sum of $ 15.00 with the City Clerk-
Treasurer before receiving water service. This deposit will be
refunded to the person making same upon proper notice and
payment of final bill when service has been discontinued. Should
any consumer fail to pay any account when due, the city shall
use said deposit toward payment of the account. However, the
property owner at all times is responsible for all water charges

arising from service to his property and it shall be the auty ana
responsiblity of the property owner to see that all tenants and
occupants of his property pay their water bills.
That a new Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 23-7.1 is hereby created, to-wit:
SEC. 23-7.1. Automatic sprinklers.
In addition to any other charges set forth herein, all persons
owning or occupving premises served by an automatic sprinkler
system will be required to pay a charge as set forth below:
Connection from a 6” in ch main - $ 5,00 per month
Connection from a 8” inch main - $ 9.50 per month
Connection from a 10” inch main - $12.50 per month.
That a new Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 23-10.1 is hereby created, to-wit:
SEC. 23-10.1. Reconnecting charge.
Should the city find it necessary to discontinue water service
because of the customers failure to pay his water bill under the
regulations as set forth in Sec. 23-1 of this Code, the customers
meter will not be re-activated until:
(a) the bill is paid in full, and
(b) the customer pays a charge of $2.00 for the restoration
of service.
That the Section of the Code of Ordinances - City of Forest Park,
Georgia, titled Sec. 23-40. is hereby repealed in its entirety
and that hereafter there will be a new section is lieu thereof,
to-wit:
SEC. 23-40. Monthly sewerage charge.
The owners or the occupants of the property of any and all
houses, buildings or structures which are so situated as to
be available to sewer lines under the terms of this article and
the other applicable ordinances of this city shall pay a monthly
sewer charge in accordance with the schedule below:
(a) Residential - $3.50 per month.
(b) Commercial - $3.50 for the first 2000 gallons of water
used per month and 16? for each additional thousand gallons of
water used per month.
(c) Apartments - $3.50 plus $3.50 for each apartment unit
in excess of one unit.
(d) Ice Plants - $3.50 per month
(e) Trailer Courts - $3.50 plus $3.50 for each trailer unit in
excess of one unit.
The charge for sewerage service shall be billed on the monthly
water statement and part payment of the water and sewerage
bill will not be accepted and the same must be paid in full. Bills
for sewerage service are collectible according to the terms of
Sec. 23-2 of this code, and are the responsiblitity of the owner of
the premises served if not paid by the tenant or occupant.
That the Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 23.24. is hereby repealed in its
entirety and that hereafter there will be a new section in lieu
thereof, to-wit:
SEC. 23-24. Connecting fees.
The charge for connecting any premises to the city sewerage
system shall be Forty-five ($45.00) Dollars per connection, pro
vided the connection is made within 60 days of the date the
property owner or occupant is notified by the city, in writing,
of the availability of sewerage service. After the expiration of 60
days from the date of such notification, the connecting charge will
be Ninety ($90.00) Dollars. Every tenant or occupant is deemed
to be the agent of the property owner for the purpose of notifica
tion of sewerage abailability under this section.
That the Section of the Code of Ordinances - City of Forest
Park, Georgia, titled Sec. 9-17. is hereby repealed in its entirety
and that hereafter there will be a new section in lieu thereof,
to-wit:
SEC. 9-17. Charges, fees and coverage.
A sanitary charge will be made to occupants, tenants and pro
perty owners for the collection services outlined in this article
and the charge will be made and collected where sanitary
service is available to a property owner or occupant. The charge
shall be classified as a sanitary tax, payable monthly or every
six (6) months beginning March 1, 1964 and every six (6) months
thereafter; such fees to be paid to the city clerk. Each residence,
garage apartment, apartment or other separate living unit and'
business establishment is required to use this service and the
following charges will be made by the city:
(a) Residential units - $2.00 per month per unit minimum
(b) Commercial - $4,00 per month minimum
(c) For those residential and commercial users whose collection
needs are greater than average as to either quantity of collection
or quality of collection, a special rate will be agreed upon by the
customer and the city, in writing, and the customer taxed accord
ingly.
The property owner shall at all times be responsible for
sanitary charges arising from service to his property and it shall
be the duty and responsibility of the property owner to see that
all tenants and occupants of his property pay the sanitary charges
set forth herein.
The city shall collect sanitary charges in the same manner as
water and sewerage charges are collected under Sec. 23-2
of this code or in the manner provided in this code for the col
lection of any other tax levied by the city.
That any portion of any city ordinance in conflict with this
ordinance is hereby repealed, but in no event is any city ordinance
repealed in its entirety, except as set forth herein, where only
a portion of said ordinance or ordinances are in conflict with
this ordinance.

The Dogfish left her home
port, New London, Conn., Jan.
7 to begin the cruise to the
Mediterranean. She had been
berthed at New London since
late November in preparation
for the Sixth Fleet assignment.

first class in Germany early
in January, while assigned to
the 71st Ordnance Battalion.
Forsberg is a small arms
I repairman in the battalion’s
22nd Ordnance Company near
Munich. He entered the Army
in March 1963, received basic
training at Fort Gordon, Ga.,
and arrived overseas in August
1963.
Forsberg attended Omega High
School. His mother, Mrs. Helen
J. Dorman, lives at 211 Dixie
rd.,Forest Park.

amphibious exercise called
MEDLANDEX 1-64 a nine-day
live firing exercise at Porto
Scudo, Sardinia. During the ex
ercise, marine landings were
preceded by advance operations
including anti-submarine oper
ations, air strikes, mine swe
eping and reconnaissance.
