Petitioners desire to form a corporation
to be known as
NATIONAL AUTO DISMANTLERS, INC
for a period of thirty-five year's, with all
rights of renewal as provided by law.

The principal office of said corporation
shall be located in Clayton County, Ga
with the privilege of establishing branch
offices and places of business elsewhere
both within and without the State of
Georgia.

The object of tpe corporation is pecun
iary gain to itself and its stockholders.
The principal business that the corpora
tion proposes to engage in is that of buy
ing. selling, storing, dismantling, recon
ditioning. repairing automobiles, motors
machinery and equipment and the recon
ditioning. repairing and storing of auto
motive machinery, and equipment, parts
and accessories and the sale of all types of
automotive machinery and equipment
parts: and to engage in all commercial
activities relating thereto. •

The stock of the corporation shall con
sist of two thousand five hundred ,2.500 >
shares of common stock of a par value of
One Hundred and No/100 Dollars i SIOO,OOI
per share, which stock shall be disposed of
by the corporation for cash or for such
consideration in property or services as
may be acceptable to the directors: the
said stock to be subject to such restrictions
or alienation as may be provided in the
Bv Laws or In contracts between share
holders.

The corporation shall begin business with
not less than $90,000.00 in capital.
WHEREFORE, applicants pray that this
application be granted and that they be
incorporated under the name and upon
the terms specified, with all the rights
powers, privileges and immunities herein
above set forth.

The Call to Order—The meeting was
called to order at 8:15 p.m. by Mayor Pro-
Tern. W. H. Fleming, with the following
Councilmen present: Messrs. Collins, Fos
ter, Humphries and Waldrop.
Minutes Read—Minutes of meetings of
May 2. 6. 9. 16. 23. 26. 27 and 30, and
June 2 were read and aproved as read, with
the exception of one motion in the meet
ing of May 2 which has been changed at
this writing.
PTA Delegation Requesting Streets Cut
—A delegation from the Hendrix Drive
School P^A was present. Spokesman for
the group was Mrs. Exor Waldrop, who le
quested on behalf of the delegation that a
new street be cut through from the north
east section of the city to serve people in
that area whose children will go to the
new Hendrix Drive Elementary School.
Motion was made by H. E. Waldrop, sec
onded, and unanimously carried, that the
Mayor Pro-Tern, appoint a committee with
the power to act to meet with the Plan
ning Commission and investigate as to
which street should be cut through to
Hendrix Drive. The committee is to au
thorize the work after the street has been
decided upon.
The Mayor appointed as the committee
mentioned in the above motion: J. C. Col
lins, H. E. Waldrop and H. J. Humphries.
City Hall Addition; Final Plans—Roy E.
Forehand of Southern Engineering Com
pany was present with the revised plans on
the city hall addition. Motion was made
by J. C. Collins, seconded by H. E. Wal
drop, and carried unanimously, that the
Architects proceed with the plans and spe
cifications on the addition, and that the
specifications specify xnar the City will

County Superior Court had denied a mo
tion for a new trial In the case of W. S.
Thurston vs. City of Forest Park, and
that the City could now proceed with con
structing a sidewalk on College Street
: on the east side of the street, from Main
Street to Finley Drive. Motion was made
. by L. R. Beckworth, seconded, and carried
that we proceed to construct the sidewalk
, as outlined above, beginning Mondav. Mav
30. 1955. at 8:00 o'clock a.m.

certain counter-proposals to the Authority,
which agreed to make further studies on
the contract to see whether It can operate
’ , satisfactorily with the proposals made by
I the City.

Call to order—The meeting was called to
order by Mayor Pro-Tem. W. H. Fleming,
with live following Councilmen present: J.
C. Collins and H. E. Waldrop.
Rezoning for Business Granted—Motion
was made by H. E. Waldrop, seconded, and
carried that rezoning of Courtney Drive
on the east side between Main Street and
Highway 54 was granted, and the building
permit connected with the rezoning was
authorized. A body shop Is to be built at
this location.
Swimming Pool Bonds and City Hall
Addition—Ppon motion of J. C. Collins,
seconded, and carried unanimously, the
resolution authorizing Issuance of $50,000
and SIO,OOO Swimming Pool and City Hall
Addition Bonds (respectively) was adopted
Sewerage Certificates Authorized—Upon
motion of H. E. Waldrop, seconded, and
carried unanimously, the following ordi
nance was adopted: "An ordinance pro
viding for the repeal of an ordinance
adopted by the City on October 20. 1954.
and for the call and redemption of the
City of Forest Park's outstanding Water
and Sewerage Revenue Anticipation Cer
tificates dated January 1. 1950. May 1
1950. November 1, 1952, and June 1. 1954'
respectively: to combine the City's water
and sewerage systems as one revenue pro
ducing undertaking: to authorize the Issu
ance of $700,000 Water and Sewerage Rev
enue Anticipation Certificates. Series 1955,
payable solely from the earnings of said
system as it ndw exists and as It will be
hereafter enlarged and extended, to fi
nance, In whole or In part, the acquisition
of said outstanding certificates and lor
the construction, Improvement, and ex
tension of the water and sewerage facili
ties of said City: to provide rates for the
services and facilities to be furnished by
the system and the creation of certain
funds and the remedies of the holders of
said certificates, and for other purposes."
Timber Blds—The Clerk was Intruded
to secure as many bids as possible on the
timber In the park area by June 6. Each
bidder Is to bld on this basis of all pines,
gum and poplar above 8" in diameter 12"
from the ground, and is to give lump sum
blds on the tract staked out for the swim
ming pool and also on the entire park
area.
City Hall Addition —The Clerk was au
thorized to enter into a contract for the
City with Southern Engineering Company
and Harry E. Roos, Jr., for architectural
services on the new city hall addition to
be built on the east side of the City Hall.

drop. Also present was City Attorney Rex
T. Reeves and R. G. Hicklin and H. M.
Hinton of Robert & Company.
Sewer Bids Opened—Bids on sewerage
for the north side of the City were openeed
and read by the Engineers, and computa
tions were checked by the Clerk.
Sewer Contract Awarded—Motion was
made by H. E. Waldrop that the north
side sewer contract be awarded to Arthur
Pew Construction Company, apparent low
bidder at a price of $480,662.50, contingent
upon the validation and sale of the Water
and Sewerage Revenue Anticipation Cer
tificates now in process of being issued
for the project, and subject to the pro
posal, contract and contract performance
bond being approved by the City Attorney.
(There were three bidders for the sew
erage system, and the bids are listed below:
Arthur Pew Construction Co., Atlanta,
Oa., $480,662.50.
Schley Gordy Construction Co., Colum
bus, Georgia. $481,627.75.
Thomson Pipe Line Co., Atlanta, Ga.,
$515,959.50.
The above bids were based on concrete
pipe being used, with differentials if clay
pipe Is used.’

Revenues held a regular meeting on May
3, 1955 at 10:00 a.m. The following mem
bers were present: Mr. E. P. Echols, Mr.

A public sale was held on May 3, 1955
at 9:00 a.m. at the Old Oak Court House
Building. Mrs. Lola Sicklesmith was the
successful bidder at $37.50 for the Old Oak
Court House Building.

The Board of Commissioners of Roads
and Revenues held a called meeting on
May 16, 1955. The following members were
present: Mr. E. P. Echols, Mr. E. T. George
and Mr. B. C. Haynie.
It was unanimously agreed by the Board
to use the old tracts on the D-7 Caterpillar
tractor rather than have them rebuilt at
this time.
Mr. E. P. Echols made a motion to adopt
the resolution on Fortune Telling, and it
be made a part of these minutes. Mr. E. T.
George seconded. Vote unanimous.
It was unanimously agreed by the Board
to adopt the following Resolution:
“WHEREAS, it was .accessary to strike
the following language out of the Right-of-
Way deed of Flora Blalock on project num
ber SAP 1282-A deed No. 17 to-wlt: “on
account of hack water” or any other mat
ters” and add the following language,
“drive way to be placed at entrance of
property by Clayton County at no cost to
grantor”. THEREFORE BE IT RESOLVED,
that Clayton County agrees that it will be
responsible for these additions and dele
tions and will pay any or all cost that
may arise because of this action, same to
be done at no cost or liability on part of
State Highway Department of Georgia.

Call to Order—The meeting was called
to order by Mayor J. K. Currie, with the

Minutes Read and Approved—Minutes of
the meetings of April 4,9, 16, and 23 were
read and approved as read.
Time Limit far Meetings — Motion was
made by W. H. Fleming, seconded, and
carried unanimously, that a time limit of
10:00 o'clock p.m. be set for all meetings.
Water Contract with Clayton County Wa
ter Authority—A discussion was held on
the proposed contract with the Clayton
County Water Authority, and upon motion
of L. R. Beckwith, seconded, and carried
unanimously, the Clerk was instructed to
write the Authority that the water con
tract proposed by them was not satisfac
tory to the city and that another meeting
be set for further negotiations.
Sidewalks—Motion was made by W. H.
Fleming, seconded, and carried unanimous
ly, that in laying sidewalks on the peti
tion-assessment basis, that all fences and
shrubbery be removed and replaced as be
fore the sidewalk was laid.
Sidewalk Petition for College Street—A
petition was presented calling for sidewalks
to be laid on both sides of College Street
and the owners of the property abutting
the street to be assessed for the cost. Mo
tion was made by W. H. Fleming, seconded,
and carried unanimously, that the petition
be accepted and turned over to the City
Attorney for preparation of the ordinance
calling for the work to be done.
Motion was made by H. J. Humphries,
seconded, and carried, that the Business
License Tax Ordinance be amended to pro
vide for the following: Manufacturer of
handbags $50.00 per year; Overall laundry
$5.00 per year (low because of the few
customers, namely service stations, which
the laundry will serve). The motion was
carried on the following vote: unanimous
on the hangbag license; on the laundry li
cense voting for Mcsers. Beckwith. Collins.
Poster, Humphries and Fleming; voting
against, H. E. Waldrop.
Swimming Pool—A discussion was held
concerning construction of the swimming '
pool, and it was the consensus of Council
that the pool should bp a fan-shaped pool,
35' wide at the deep end. 60' wide at the 1
shallow end, and 100’ in length.
Group Insurance—Two representatives of J
Prudential Insurance Company were pres- 1
ent to discuss group insurance for the City
employees, a meeting is to be arranged
with the Mayor and Finance Committee to
discuss the insurance proposal.
Drainage on College and Mitchell Sts.—
The drainage of surface water between
College Street and Mitchell Street was dis
cussed. and the City Engineer was in- ,
structed to advise the quantity and size
pipe needed to correct the problem.
Closing of Alley—A discussion was held .
concerning closing of an alley between
Burks Road and City View Drive, and the
Street Committee was asked to investigate
the possibility of closing this alley, and re
port at a future meeting.
Paving Central Ave.—Paving of Central
Avenue was discussed, and the Mayor stat
ed he would report at the next regular
meeting what the State has done toward
getting this project started.
Two Policemen Hired—Motion was made
by L. R. Beckwith, seconded, and carried
unanimously, that W. F. Hill, Jr., and
Marion S. Cash be hired as policemen be
ginning June 1. 1955. ut a starting salary
of $260 per month.
Old Police Car to Be Sold—Motion was
made bj’ L. R. Beckwith, seconded, and
carried, that the 1954 Chevrolet police car
be disposed of by the Police Committee at
auction, for a price which is not less than
what is deemed by the Committee as a
fair price.
Water Line—Motion was made by E. E.
Foster, seconded, and carried unanimously
that J. L. Christian be given authority to
lay 300 feet of water pipe on Hillpine Road.

the full Council with the details of the
system.
Sewerage Bid Opening Set —Motion was
made by W. H. Fleming, seconded, and
carried unanimously, that June 2. 1955. be
set as the date for opening the bids on
the northside sewerage system.
Building Permit—Motion was made by
W. H. Fleming, seconded, and carried
unanimously, that a building permit be
granted H. C. Dorsey for construction of a
curb market at 1185 Main Street.
Swimming Pool- Motion was made by J.
C. Collins, seconded and carried unani
mously. that the Parks Committee be au
thorized to enter into negotiations for
clearing the swimming pool site and be
ginning the excavation for the pool. The
site to be cleared is a tract approximate
ly 200 feet deep, 300 feet long in the park
area.
The Mayor appointed E. L. Foster to
work with the Parks Committee in hiring
an engineer to do the engineering on the
swimming pool.
City Hall Addition —Motion was made by
J. C. Collins, seconded, and carried, that
an architect be employed to draw up plans
and specifications for the city hall addi
tion. The Mayor stated that he would ob
tain an architect.
Business License Refund — Motion was
made by H. E. Waldrop, seconded, and
carried unanimously, that the SIOO busi
ness license fee be refunded to the widow
of Bishop William A. Fountain, as no
construction was ever begun and the man
to whom the license was issued has died.
, Rezoning Denied —Motion was made by
■ W. H. Fleming, seconded, and carried
' unanimously, that the rezoning petition of
Joseph E. Chappell, 134 Warren Drive, for
I operation of a welding shop at that loca
tion, be denied on the basis of a petition
. against such business having been filed,
' said petition containing some 26 signatures.

Purchase of New Sanitary Truck—Motion
was made by W. H. Fleming, seconded, and
carried, that the Sanitation Committee pur
, chase the best truck and best body suited
to the Sanitary Department needs, at the
lowest bid possible.
4-Way Stop Street—Motion was made by
J. C. Collins, seconded, and carried unani
mously, that Ash Street be made a stop
street in both directions at South Avenue.
This Intersection will then be a 4-way
stop.
Road Machine to Be Purchased—Motion
was made by H. E. Waldrop, seconded, and
unanimously carried, that sealed bids be
obtained for a new road machine, to be
filed not later than Monday, May 23. at
12:00 o’clock noon. The Street Committee
is to take the blds and buy the best ma
chine at the lowest price, the bids to be
opened by the Committee and the Mayor
and the award given.
