ASC NEWS
A national marketing quota of
10 million bales and a national
acreage allotment of 17,391,304
acres for the 1956 crop of upland
cotton have been proclaimed by
Secretary of Agriculture Ezra
Taft Benson.
The Secretary announced that
a'referendum on the cotton mar
keting quota will be held on
December 13, 1955. At least two
thirds of the cotton farmers vot
ing in the referendum must ap
prove marketing quotas if they
are to be effective.
Under the basic formula pro
vided by law, the upland cotton
marketing quota would be below
the announced level if it were not
for a “minimum” provison in the
law. This minimum is 10 million
bales, and that automatically be
comes the marketing quota under
the present supply situation.
The national acreage allot
ment, under the legislative pro
visions, is that acreage, based on
the national average yield per
planted acre for the five years
1950-1954 inclusive, required to
produce and amount of cotton
equal to the national marketing
quota.
The supply of cotton available
hr the 1955-56 marketing year is
second only to the record supply
of 24.6 million bales in 1939-40,
and marks the fifth consecutive
year in which the supply has in
creased over a year earlier. A
new record in cotton yields per
acre has been set in each of the
past three years.
If growers approve quotas in
the referendum, price support on
the 1956 upland cotton crop will
be made available to eligible
growers at the full level of the
effective supports. If quotas are
turned down, support to eligible
growers will drop to 50% of
parity.
Growers who exceed their farm
allotments under an upland
otton quota program will be sub
ject to the penalties of 50% of
parity on the farm’s excess pro
duction. Ifi addition, all the
upland cotton produced on the
farm will be ineligible for price
support. In general, the farm
marketing quota—which is the
amount that may be marketed
free from penalty—is the pro
duction from the farm’s acreage
allotment.
In the referendum held last
December on marketing quotas
for the 1955 upland cotton crop,
92% of the growers voting ap
proved quotas.
There will be no cross com
pliance and aggregate com
pliance between wheat farms in
effect for 1956.
