THE MAYOR AND COUNCIL OF THE
CITY OF FOREST PARK, GA.,
OCTOBER 3, 1955
Call to Order—The meeting was called
to order by Mayor J. K. Currie, with the
following Councilmen present: L. R. Beck
with, J. C. Collins, E. L. Foster, W. H.
Fleming, J. H. J. Humphries and H. E.
Waldrop.
Annexation—A group of residents of
Lake Murray community were present to
inquire whether the city plans to annex
that section into the City limits at the
next session of the Legislature. They were
told that a referendum would be held on
the question.
Water for Springdale Rd.—John T.Walk
er of Springdale Road was present ask
ing that the city provide his residence
with city water, and he was advised that
the lines would be run Just as soon as
possible.
Water for Colored Section—The princi
pal of the William A. Fountain High
School was present and read a letter from
an improvement committee of the colored
section requesting city water to be run in
that section. He was advised that if he

Asphalt Curb — The Street Committee
was instructed by the Mayor to investigate
the use of asphalt curbs. The Chairman of
the Sanitation Committee. H. J. Humph
ries, agreed to go with the Street Commit
tee on this project.
Street Closing—A petition was read ask
ing that the alley between Burks Road and
City View Drive be closed. It was oru-r
--ed tabled uijtil the next regular meeting
of the Mayor and Council.
Sale of Abandoned Autos — The clerk
read a report of the chief of police re
porting the sale of a 1939 Plymouth and a
1946 Hudson, both of which had been
abandoned on the streets of the City.
Water petition Watts Road—W. F. Wil
son was present to request that water be
run on Watts Road to his property, and
he was advised that it would be done at
the time of completion of the H. C. Reed
subdivision.
Annexation—The petition of J. L. Chris
tian. Mrs. Dorothy C. Cages, and Georgia
Power Company for annexation of cert >in
lands on Highway 160 and Mountain View
Road was read, and upon motion of W.
H. Fleming, seconded, and carried unani
mously, the ordinance annexing this land
was adopted.
Motion was made bv H. E. Waldrop, sec
onded, and carried unanimously, that the
property of Mrs. Sophia T. Jones on High
way 160 he annexed to the city.
Hiring of Policeman—Motion was made
by L. R. Beckwith, seconded, and carried
unanimously, that Fred E. Parker be hired
as policeman at starting salary of $260.00
per month, and after three months' sat
isfactory employment $275.00 per month.
The Police Committee had screened ap
plications on file and recommended Mr.
Parker for the position.
Road and Sewer Easements — Motion
was made by W. H. Fleming, seconded,
and carried, that the easements of Mrs.
Smith and Mrs. Ward be accepted, and
that the Council express its appreciation
to the Mayor and Councilman Waldrop
for their work on the sewer easements.
The motion (insofar as the easements is
concerned) was carried on the following

Sewer Line—R. C. Worsham of Hillpine
Road was present, complaining that a
bulldozer came through his property to
prepare it for the sewer line, without the
city ever having contacted him for an
easement. He was advised that an investi
gation would be made and matters
straightened out with him.
Curbing — Motion was made by L. R.
Beckwith', seconded, and carried, that a
new specification in the curbing ordi
nance calling for asphalt curbs NOT be
added to the city's curbing ordinance at
this time. The motion was carried on the
following vote: voting for, J. C. Collins.
L. R. Beckwith, H. J. Humphries and H.
E. Waldrop; voting against, E. L. Foster.
Purchase of Water System—Motion was
made by H. E. Waldrop, seconded, and
unanimously carried, that the City offer
R. H. Bennett $1,500 for his water sys

the system laid by him In the subdivision
known as the Ballard Subdivision.

Grand Jury
We, the Grand Jury of the November
Term, Clayton Superior Court, wish to
thank the Honorable Clarence Vaughn for
his able charge, and the Honorable Roy
Leathers for his able assistance in the
matter of disposing of bills brought be
fore us.
We recommend that Mr. Earl b. Baum
gartel be appointed Justice of the Peace
at Mountain View to fill the unexpired
term of Mr. Dan Vura who has moved
away from that Jurisdiction.
We recommend that Dr. E. A. Dunbar
of Forest Park be named to the Clayton
County Health Board to fill the unex
pired term of Dr. J. R. Wallis, deceased.
We recommend that the County Com
missioners have installed, at an early
date, an extension telephone in the Judge's
Chambers, adjacent to the court room
from the Clerk’s office, for the benefit of
Counsel and others receiving calls during
court sessions.
Realizing the grave situation that has
plagued our school system over a period
of years, relative to the inadequacies of
taxes for maintenance and operation and
the cause for same; also the very low
valuation of property as a whole con
tinually holding down our ability to vote
sufficient bonds to relieve the overcrowd
ed conditions in the county schools; we
recommend that the County Commission
ers look into the matter of employing tax
experts to come into our county and pro
ceed to re-value every piece of property
in the county in order that all may share
in the tax loan equally.
We recommend that our County Com
missioners proceed with plans tor the
building of a health center with the aid
of the State Board of Health and the
Hill-Burton Act; voting on and floating
a bond issue if necessary to finance Clay
ton County's share.
We recommend that the County Com
missioners, working in conjunction with
the Clayton County Chamber of Commerce
and other civic groups, proceed with plans
for the erection of a sewerage disposal
system for the county with the assistance
and guidance of competent engineers.
We wish to commend the Clayton Coun
ty Water Authority for the fine work
they have done toward the development
