Robert Coleman Explains
Tax Commissioner's Duty
BY ROBERT E. COLEMAN
Tax Commissioner
Clayton County
During the tax collecting
period from October Ist until
December 20th, I find many who
are confused about your Tax
Commissioner's duties and au
thority. I find a few who even
think your Tax Commissioner
determines the amount of tax
you pay which is rx>t true.
Ist: The Local Board of Tax
Assessors pass on the assessed
valuation of your property,
should they change what you
think is a fair assessed valua
tion you have the privilege of
meeting with them and if an
agreement cannot be reached
you can demand an arbitration
within 10 days from the written
notice given you by the Board.
2nd: The State sets the rate
of mills for the State.
3rd: The Commissioners of
Roads and Revenues set the
rate of mills for the County.
4th: Your County Board of
Education sets the rate of mills
for the Schools.
Then I am ordered by the
Commissioners of Roads and
Revenues to figure the Tax
Digest according to the rate of
mills submitted to me.
My duty is to collect all tax
that are levied by December
20th of each year. Should you
fail to pay by that date the law
makes it mandatory that I issue
a Fi Fa against property in
question and turn over to the
Sheriff to collect according to
the laws laid down to him.
Should you wish to know more
about County taxation I will be

for me to talk to them about
taxation I will be glad to do so.
Your tax records are so kept
that you can be proud of them.
The only thing your Tax Com
missioner can do is to keep your
records in order, collect the tax
as ordered from the above.
No Tax Commissioner has the
authority to lower or raise your
tax one penny.

It will be humanly impossible for me to personally
contact each and every citizen of Forest Park, as much
I
as I would like to, but I want to remind all of you to
exercise your right to vote on December 3, 1955.
Rumors and False Stafemenfs
I sincerely believe, with all my heart that the vot
ers of Forest Park are too intelligent to be misled.
A story current, but not authenticated, is that the City
will charge present home-owners a tap-on fee of S2OO.
That Story Is Untrue
It is a part of the sewer contract that Arthur Pew
and Company will install a tee at every home, as they
lay the lines. They will even put it at the most con
venient place for you to tie your bathroom line to if
you will make such a request, when the trench is being
dug on your street. The only cost to you who use the
system, is the cost of running a four-inch line from
your bathroom to the tee.
I have discussed with council the possibility of per
mitting each home owner who desires to do that work
himself the right to do so, provided it is done properly.
The revenue certificate plan of installing sewage
is the cheapest and best method, of course if we had
the cash for such a project we all know that would
be better.
Any other questions that may arise concerning
our sewage system will be gladly answered by Mr.
Randall, Mr. Waldrop, Mr. Elliott or your Mayor. You
are welcome to any councifmeeting and your sugges
tions or criticism will be given a courteous hearing.
I am very sorry that anyone would vituperate or
spread false rumors about a project that means so
much to the health and welfare of our community.
May Almighty God forgive them is my earnest prayer.
