Jernigan plans to run for Con
gress in 1962 for the seat in the
Eighth District now held by Irish
Blitch.
Whatever popular ball Byrd
might once have had he lost it
in the high wheat when he per
mitted Greer to operate for
school integration from the lieu
tenant governor’s office.
Out in the grass roots the pre
cinct leaders, viewing Byrd’s
close association with the Inte
grationists Greer, look upon him
as a rather moon-faced, big-bot
tomed oriental doll of the type,
which, when pushed back and
forth, wobbles indefinitely.
Among last year’s senators Byrd
has a reputation of promising
anything and delivering noth
ing.
But what of Vandiver? What
is he equipped to do in Washing
ton for Kennedy?
On Vandiver’s Georgia record
it would seem impossible for
Kennedy to give him any posi
tion which requires strong de
cision or needs courage to stand
up under fire and disappoint
ment.
The Pentagon is a spirit
breaker. It has a long line of un
happy endings beginning with

A. Johnson, to “Engine Charlie”
Wilson, of General Motors, down
to Army generals James Gavin
and John Maderis, the missße
expert, who resigned in frustra
tion and disillusionment. The
first three were presidential
appointees.
The Pentagon also is the hunt
ing ground of Drew Pearson, who
first exposed Governor Vandi
ver’s improper use of an Air Na
tional Guard plane for a flight
to the Virgin Islands.
However, the wags who always

seem able to turn a serious sit
uation into a laugh, believe Van
diver’s potential in the Penta
gon, in this age of space explor
ation by the military, to be jus
tified on the basis of his Geor
gia performance. Said one: “Er
nie has been in outer space ever
since he became governor.”
So much for a macabre sense
of humor.
Nevertheless, the Pentagon
and the Air Force seem to be the
most likely haven for Vandi
ver’s desires if what the gover
nor’s friends say is to be be
lieved.
He was a pilot in World War
11. He once was a political adju
tant general of Georgia and
from that post, in 1954, he want
ed to jump directly into the gov
ernor’s chair. This, obviously,
was without parachute because
it is known to all that at the
time he was told, “Ernie, you
aren’t ready. Wait ’till you ma
ture.”
That was six years ago and to
day around the State Capitol it
is not difficult to hear any num
ber of officials and employees
who say the day of maturity has
not yet arrived. They say this
while expressing the opinion
that no mature governor would
quail under a school crisis but
would publicly put a stop to
these reports.
On that 1954 occasion Vandi
ver is reported to have burst in
to a rage at being unable to run
for governor and, although en
titled to wear the stars of a ma
jor general and command Na
tional Guard troops, persons who
say they saw Vandiver at the
time report that he broke down
and cried. Fortunately the
troops did not see him.
It was in the heat of this anger
and disappointment that Vandi
ver swore vengeance on Marvin
Griffin. This vow is the only one
Vandiver has tried to keep and
still hopes to keep before he runs
out on his other and more hon
orable promises to Georgians.
The date for Vandiver offi
cially to take over the organiza
tion of “RATS” is undetermined.
Like everything else in politics
it is a question of timing and
laying the groundwork.
The trial balloon is already
aloft. All that remains is for
President-elect Kennedy to tell
Vandiver to come to Washing
ton in keeping with the promise
Vandiver is reported to have ex
tracted in his pre-election deal.
When the deal is consum
mated Vandiver can be expected
to say: “I regret exceedingly
leaving the governorship but one
can hardly refuse a request of
the President of the United
States. I must go. but, neverthe
less, with padness in my heattir

Until Kennedy completes his
part of the deal political proto
col requires Vandiver to say, "I
know nothing about such a re
port.”
Vandiver could say, but none
consider he will, “My first duty
is to the people of Georgia to
whom I have pledged my honor.
I will not accept an appointment
if offered and would not serve
if appointed.”
The governor did say 'some
thing like this when rumors
were going around a long time
ago that he might resign but at
that time he had no parachute
nor had a place to land been
picked out.
After it is all over Garland
Byrd, when he succumbs to the
pressure of integration, along
the road paved for him by John
Greer, can be counted on to say;
"What could I do to prevent it.
I inherited this from Ernie.
Don’t blame me.”
All these reflections come
from friends of Vandiver and
repeated by friends of Byrd,
some with anxiety and others
with hope.
These friends, some really
confidants, say they know what
they are talking about. To a
large extent the record bears
them out.
Meanwhile, on the shores of
the mighty Potomac stands the
Pentagon, a monument to frus
tration no less than the Capitol
in Atlanta, on the banks of the
•Chattahoochee.
Nothing makes one feel so
strong as a call for help.

Soil Conservation

W. S. Turner, State winner of
Goodyear Contest for having
established the largest percent
of soil and water conservation
practices on his farm at Love
joy last year, left by plane for
Arizona Dec. 6. He and Mr. San
ford Clegg, chairman of the
Upper Ocmulgee River District
Supervisors, will make the trip
as guest of Goodyear where they
will see the many soil and water
conservation practices being
carried out on their large farm.
They will return Dec. 10.
Prior to leaving Mr. Turner
was recognized Monday for his
outstanding accomplishments at
the annual State meeting of
Soil Conservation District Su
pervisors in Atlanta.
