Petitioners desire for themselves, their
associates and successors, to be incor
porated under the name of CLAYTON
COUNTY INVESTMENT COMPANY, for
a period of thirty-five <35) years with
the privilege of renewal.

pecuniary gain.
The general nature of the business or
businesses to be transacted is as follows:
The construction, engineering, erection,
repairing and remodeling of buildings
and structures of all types. Including
residences. apartments, stores, ware
houses, and office buildings, for itself
and others: and the doing of all kinds
nf public works, including grading and
paving of roads, sidewalks, and high
ways. the laying of water mains and
srweri and installation of gas and elec
tricitv and other public services: and
the buying, selling, exchanging, leasing,
subdividing and improving of real estate;
to purchase, borrow, lease as lessor or
lessee, mortgage, rent, lend, exchange,
transfer, sell and otherwise deal In real,
persona! and Intangible property of all
kinds and entire business entities; to
borrow and lend money; and. as an
accommodation, or otherwise, to guar
antee or become surety on any obliga
tion; with all the usual and necessary
services for itself and others in the
aforesaid business and all other business
ielated thereto; to act as a principal or
agent, licensor or licensee, in the bor
rowing or or lending of money, serv
icing of loans, and all other matters
related thereto; and to deal with all
types and kinds of contracts and policies
of insurance, to act as agents for others

Sections 22-1827 and 22-1828. Georgia
Code Annotated, and su°h powers as
may hereafter be given by law.

stock shall be five hundred (500 i. all of
which shall be Ten Dollars' ($lO 00i per
share par value. The amount of capital
with which the corporation shall begin
business shall be not less than Five

All Tax Assessors are now on
full time basis with average sal
ary of approximately $5000.00 per
year. Mapping of the County as
the base for equalizing taxes has
been completed and is in use.
Congenial and effective co-op
eration. between this office and
Tax Commissioners Office in
working out common problems,
prevails. Present valuation of
property for tax assessment is
25% of market value with home
stead exemption of $2000.00.
We feel the present system is
fair and just and would discour
age a change at the present. We
find a keen sense of fairness, a
strong determination for justice
and a fine grasp of their prob
lem prevails with each member.

to cell keys.
We recommend this condition
be corrected at once.
Our citizens are to be com
mended for making possible the
New Jail with its excellent facil
ities for handling the problem
attendant thereto.
PUBLIC WORKS CAMP
We find the Camp operating
in a satisfactory manner.
SCHOOLS
Not enough money is the para

Board.

I ticipated needs of the County
for perhaps the next 30 years,
. that these plans be drawn to
• permit construction by units as
need for the same requires.
This will permit the Capital
■ expenditures to be made at the
time of building of units, thus
■ saving considerable sums of in
terest.
That the first unit to be built
be an “Office Building” and
■ built as soon as possible, this
I building to house those depart
: ments needing fire-proof pro
tection for their records and
that such protection be provided
for in this unit. The need for

INTRODUCTION
Water Authority Operation
Purpose: Knowing the future
development of the full potential
of Clayton County depends on
the adequacy and efficient oper
ation of its Water and Sewage
System, we have undertaken a
careful and detailed study; to
bring into focus a true picture of
the actual conditions attendant
thereto.
STUDY
Pertinent History: The Water
and Sewage Systems were made
possible by the issuance of Gen
eral Obligations Bonds. The cam
paigns for which were organized
and spearheaded by the Clayton '
County Chamber of Commerce.
Campaign Promises: During
the Water Campaign in the For
est Park Free Press dated De
cember 23,1954, the following as
surances were given our people: *
“We would like to assure the
citizens of Clayton County that
whenever a Water Bond Issue is
voted on and passed by the peo
ple and the Water Authority is
set up, that we, as your elected
