at the Barbeque Kitchen on
Wednesday, November 28.
Miss Bullard whose Masters
Degree is from the University of
Georgia, for twenty years was
executive vice president of the
Charles A. Rawson's, an Atlanta
Public Relations Firm, and for
a while wa!s assistant to the
Mayor of Atlanta.
Miss Bullard self-styled her
self upon graduation as being a
terribly wel£ educated and ter
ribly ignorant person, one whose
real education has come from
continued ^elf education since
earning her degree. She talked
to the Rotaraians in terms of
who plans the community—with
particular reference to schools
as they are and as they could
be. She evisioned a community
in which the school or schools
are the heart and the hub of
that community; and pointed
out many trends both in con
temporary architecture and J
methods which are beginning to
move in this direction.
It was shown that the trend
away- from the partitioned
school to the school with open

Study Group at the North

visit Milledgeville State Hos
pital.
! The group was cordially
greeted by officials of the hos-
1 pital who conducted us on a tour
' of the grounds and buildings.
We were favorably impressed
with the pleasant atmosphere
and the cheerfulness of the
patients and the activities in
which they were engaged.
After lunch we were Invited
by Dr. Alper, President of Psy
chology, to sit in on four patient
Interviews. The patients were
aware that they were being
observed and cooperated nicely.
They represented four differ
ent phases of mental disturb
ances:
1. Mental Deficiency.
2. Alcoholism.
3. Schizophrenia.
4. Paranoia Schizophrenia.
We returned home with a
wealth of knowledge and the
| feeling of contentment that the
people in our State Hospital
were being well cared for. We
would like to encourage all who
can to visit the hospital.

not relegated to a grade but is
assigned to his subjects in such
a manner that he progresses in
a subject at a speed to which he
Is best suited; thus he may be
in accelerated reading, but in
arithmetch which is being
taught at a slower rate. This
arithmetic can’t be well done
in the conventionally designed
school.
Miss Bullard made interesting
points in discussing duplications
that now exist in community
services and in school services;
libraries, parks, recreation cen
ters, health services, adult edu
cation. She feels that all these
facilities can well be expanded
in the school and can serve both
school and community needs. It
would not only bring the par
ents into the school; it would
save the taxpayer’s money and
it would also again elevate the
teacher to the prestige level
upon which he once stood, with
the ultimate result of more and
better teachers entering the
field. It was shown that some
200 schools in New York are
thus equipped to serve the com
munity and are open from 8:00
a m. to 10:00 p.m. and that they
are being spectacularly success
ful in spearheading the trend to
a more consolidated school
community relationship.

of the Clayton County Commissioners of
Roads and Revenue with exceptions to
the legal description of property being
' rezoned, for the month of November
1962.

The Clayton County Commissioners of
, Roads and Revenue held a regular
meeting Tuesday, November 6,1962 at
, 10:00 a.m. The following members were
present: Mr. P. K. Dixon, Mr. T. A.
Starr and Mr. James A. Duncan.
Mr. C. R. Christhoper, Clayton County
Civil Defense Director, met with the
Commissioners for a discussion of plans
for Civil Defense in case of an attack.
Mr. Dixon mace a motion that Clay
ton County appropriate $2,500.00 on a
> cooperative basis with State of Geor
gia for the Campaign to eradicate im
ported Fire Ants in Clayton County,
said money to be made available March
11, 1963. Mr. Duncan seconded, vote
unanimous.
After discussion on various county
matters, meeting adjourned at 5:00 p.m.

The Clayton bounty Board of Com
missioners of Roads ahd Revenue held
a regular meeting Thursday, November
14, 1962 at 2:00 p.m. The following mem
bers were present: Mr. P. K. Dixon, Mr.
T. A. Starr anG Mr. James A. Duncan.
Petition of Rex Methodist Church for
a Conditional Use permit for the pur
pose of building a New Church. This
property is located on the North side
of Rex Road. Mr. Starr made a motion
to follow the recommendation of Plan
ning and Zoning Board and the petition
be approved. Mr. Duncan seconded, vote
unanimous.
Petition of Mr. Edwin S. Kemp to
rezone property from R-2 Residential to
C-4 General Commercial District, and
if rezoned a Conditional Use permit be
issued, for the purpose of an Animal
Hospital. This location is the Old Don
nelly property on Old 41 Highway. Mr.
Starr made a motion to follow the rec
ommendation of the Planning and Zoning
Board, subject to the following restric
tion: Provided there will be no outside
turns and that no point of the building
be closer than 100 feet from the prop
erty lines. Mr. Duncan seconded, vote
unanimous.
Petition of Aeronautical Radio Inc.,
for a Conditional Use Permit for the
purpose of Aeronautical Radio facilities.
This property is the Old Stewarts’ Store,
located at the corner of Clark Howell
Highway and Mirrow Lake Circle. Mr.
Duncan made a motion to follow the
recommendation of Planning and Zoning
Board and the petition be approved. Mr.
Starr seconded, vote unanimous.
Petition of C. I. Huie, also W. D.
Grant was deferred for lack of time to
discuss. Was informed a decision would
be made Monday, November 26, 1962.
Petition of Citition, Inc., Edwin R.
Johnston and Donald M. Hastings to
rezone property rrom A-Agricultural to
C-4 Commercial District. Mr. Duncan
made a motion to follow recommenda
tion of Planning and Zoning Board and
the petition be granted, subject to com
plying to all building and Planning
regulations. Mr. Starr seconded, vote
unanimous.
Petition of Mr. Jack Callaway to re
zone property from A-Agricultural to
C-l Commercial District. This property
is located on Morrow-Philadelphia Road
and is the C. W. Partin property. Mr.
Duncan made a motion to follow recom
mendation of Planning and Zoning
Board and the petition be granted. Mr.
Starr seconded, vote unanimous.
Petition of Mr. Arthur Huie, Jr.. Ida
Louise H Lenihan, Dale R. Brown,
Herbert M. Kalb. H. P. ^ones and Mrs.
Margie M. Jones to rezone property from
Agricultural to M-3 General Industrial
District, and if rezoned a Conditional
Use permit be issued. This property is
located West of Lees’ Mill Road and
East of Crystal Lake. Since there were
so many objectors trie Board moved to
the Courtroom to continue the meeting,
after hearing the petitioners and the
objectors, the Commissioners agreed to
make a decision Monday, November 26, •
1962.
