Clayton Bond Study Commission
Hears of County Library Needs
The Clayton County Bond
Study Commission met at 7:30
p.m., Monday, November 26, 1962
at the office of the Clayton
County Chamber of Commerce,
Jonesboro, Ga. J. W. Smith,
Chairman, called the meeting to
order, with the following mem
bers present: W. E. Adams,
W. W. Hudson, A. B. Smith and
Charlie Walker. Absent were:
W. C. Alexander, H. W. Buckley,
Raymond Purcell, I. E. Sewell
and Glenn Turner. The minutes
of the October meeting were
jead and approved.
Mrs. A. B. Smith and J. E.
Edmunds from the Clayton
County Library Board met with
the Commission and gave a re
port on the library needs of our
County. They informed the
Commission that for about the
past two years Clayton County
has been a member of the
Flint River Program, a regional
set-up including Butts, Clayton,
Henry, Pike and Spalding Coun
ties. Os all the people in this
five county area 46% reside in
Clayton County. Book mobile
service is provided to all school
children. Presently it costs our

Board feels the service rendered
to our 15,000 children is worth
far more than the cost involved.
They feel the present program
is adequate for our school chil
dren, but that practically no
service is available for our adult
population. There have been a
few reports of people who de
cided not to move into Clayton
County because of the lack of
adequate library facilities.
Mr. Edmunds advised he had
consulted with Mr. Austin, a
State Library official, and it is
recommended that two libraries
—one in Forest Park and one in
Jonesboro—be built as soon as
possible. At a later date a third
one should be built in the
Riverdale-College Park area.
The proposed buildings would
have 9,000 square feet of floor
space, be of steel, concrete block
and brick veneer construction
at an estimated cost of $95,000
each including heating and air
conditioning. Equipment would
cost an additional $20,000 for
building. If these facilities are
provided, the State will pay the
salary of one professional 11- ■
brarian, and they believe they
could be operated with the
amount of money currently
going into the Flint River Pro
gram. Mr. Edmunds stated that
based upon last year’s digest
figures, these facilities could be
provided and paid for over an
eight year period at a cost of
j only one-fourth of one mill.
Mrs. Smith pointed out that
j the number of books circulated
in Clayton County last year was |
115,000 compared to 85,000 the
year before—an increase of
30,000.
The Chairman thanked Mrs. I
i Smith and Mr. Edmunds for
appearing before the Commis- j
sion. Inasmuch as the next
regular meeting falls on
: Christmas Eve, it was decided to
I forego the December meeting
1 and schedule the next meeting
: to Monday, January 28, at 7:30
p.m. It will be devoted to a
study of Parks and Recreation
needs.

Rotary Club
Glenn Anthony, Manager of
Georgia State Chamber of Com
merce, was guest speaker for the
Forest Park Rotary Club’s semi
annual Ladles Night at the Of
ficers Club, Atlanta General
Depot on Wednesday, December
5.
Mr. Anthony gave a very prob
ing discourse on what we should
know of the freedoms which we
enjoy and often take for granted
in our democracy and the lack
of these freedoms in the Com
munistic strongholds of the
world today.
It was shown that our one at
tempt at communal living by the
pilgrims was dismal failure, a
failure compounded by the fact
that it was instituted in this in
stance as a means of survival.
Even then it did not work. Too
many found that they could
share equally without con
tributing equally.
Mr. Anthony enumerated our
political and economic rights and
played them against the lack of
such rights in the Communist’s
life. He pointed heavily to the
fact that it is grossly important
that we know just what these
rights are that our enemy would
destroy and take from us.
In speaking of the colonial
failure in communism Mr. An
thony said that after this break
down of their economic struc
tures they began then to form a
new way of life based upon the
existance of God, which was and
still is the keystone of freedom.
This keystone is missing in the
Communistic Doctrines.

Mail Early for Yule
FP Postmaster Urges
Postmaster Walter H. Phillips, Jr. put his “Mail Early
for Christmas” campaign into high gear today
The Postmaster said, “We’re ready for an all time
record Christmas Mail. Every facility of the Post Office is
being expanded to render maximum service. Extra trucks
and personnel have been added,,
and special mailing schedules
will be set up to insure prompt
handling of the tremendous ’
flood of both incoming and out- [
going mail.”
“However,” the Postmaster
continued, “the vast volume of
Christmas mail is only a part of,
our problem. When names and
addresses are carelessly written i
and packages are poorly
wrapped or have insufficient
postage on them, such over
sights result in delays and dis
appointments, most of which
can be avoided if everyone will
follow these simple require
ment—

Week of Prayer
The night W.M.S. of the First
Baptist Church of Jonesboro
studied the book, “New Frontiers
in An Old World”, by Winston
Crawley, on Thursday evening,
November 29th in preparation for
Foreign Missions Week of Prayer
observance. The teachers for
the book were, Mrs. J. T. Camp,
Mission Study chairman for this
society, Mrs. Lamar Beckwith,
Mission Study chairman for the
day society and also for the
Association, Miss Reba Stewart,
retired missionary and Mrs. J. R.
Coleman. The two societies ob
served the five days of the week
of prayer from Dec. 3rd through
Dec. 7th with good attendance
at each meeting.
