the payment of said indebtedness and all
charges and expenses in connection with
this foreclosure, and the balance, if any,
to be applied as provided by law.

Minutes of the Regular Meeting of the
Mayor and Council of the City of Forest
Park, Georgia, held July 15, 1963.
Call to Order—The meeting was called
to order at 7:30 p.m. by Mayor Pro-Tern
E. M. Gaultney, Jr., with the following
Councilmen present: W. H. Bateman,
G. W. Looney, W. W. Foust. V. H. Burks
and H. E. Waldrop. (Absent. S. S Aber
crombie* Also present were City Man
ager T. J. Elliot. City Attorney J. R.
McCannon. Chief of Police James E.

Invocation —Invocation was given by
Councilman Looney.
Minutes—Minutes of the meeting of
July 1. 1963 were read and approved with
the following correction. Report on Self
Insurance should read “the committee
recommended that the City not launch
into self insurance at this time."
Minutes of the meeting of July 13. 1963
were read and approved as read.
Minutes of Plumbing Board—Minutes of
the Plumbing Board of June 26. 1963
were read and noted.
Minutes of Planning Commission—
Minutes of the Planning Commission of
July 8, 1963 were read and noted.
Minutes of Recreation Board—Minutes
of the Recreation Board of June 19th and
June 26th, 1963 were read and noted.
Maintenance Supervisor—Motion was
made by V. H. Burks, seconded by W. H.
Bateman, that we accept recommenda
tion of Recreation Board and that Mr.
J. L. Baker be transferred from the
building program to Maintenance Super
visor as soon as practicable, carried
unanimously.
Request of Athletic Association —Mo-
tion was made by W. H. Bateman, sec
onded by G. W. Looney, that we not
accept recommendation of Recreation
Board to approve donation of not more
than $600.00 on equipment bills, and that
this be discussed further at another
meeting, carried unanimously.
Recreation Director —Motion was made
by W. W. Foust, seconded by G. W.
Looney, that we accept recommendation
oi Recreation Board and that Mr. John
Phipps be employed as Recreation Direc
tor of the City of Forest Park beginning
August 15. 1963 through December 31.
1963 at $6,500.00 per annum (At which
time all department heads are re
ap pion ted), carried unanimously.
Request of Housing Authority—City
Manager read a letter from the Forest
Park Housing Authority requesting that
no building permits be issued in the
future to anyone for any parcel of land
in the Rosetown Urban Renewal Area,
without the written permission of the
Public Housing Authority of the City of
Forest Park.
Motion was made by G. W. Looney,
seconded by V. H. Burks, that we grant
request of Housing Authority, unan
imously carried.
Acceptance of Zoning Ordinance —Mo-
tion, was made, by G. W- Looney, sec
onded by V. H. Burks, that we accept
Zoning Ordinance as presented with
zoning map becoming a part of ordi
nance, carried unanimously.
Disposition of Old Water Bills—City
Manager presented recommendations of
the Committee appointed by the Mayor
on disposition of old water bills, and
that a man be hired and placed in charge
of the cashier's office.
Motion was made by W. W. Foust,
seconded by H. E. Waldrop, that we
accept recommendations of committee,
unanimously carried.
Placing of Taxes in Inactive File —
Motion was made by V. H. Burks, sec
onded by W. W. Foust, that taxes in the
amount of $^02.45 for 1960. 1961, and
1962, be placed in inactive file, carried
unanimously.
Request for Policy Concerning Parades
—Chief Quinn read a letter from Antioch
Lodge No. 307, Favors Chapter No. 108
r^ue’iting permission to parade in the
City of Forest Park, at 2:30 p.m. on July
28th to celebrate St. John’s Day. Chief
Quinn stated that this Lodge had met all
requirements in accordance with policy
as sot forth by his department and per
mission had been granted this Lodge to
parade. Chief Quinn requested that
Mayor and Council pass a resolution or
form some policy stating requirements
for future parades.
Motion was made by W. H. Bateman,
seconded by W. W. Foust, that Mayor
Pro-Tern appoint a committee of two
and that they come back to Council with
recommendation in regard to request
made by Chief Quinn, unanimously car
ried. Mayor Pro-Tern appointed G. W.
Leonov and W. W. Foust as committee.
Motion was made by W. W. Foust,
seconded by H. E. Waldrop, that we
accept recommendation of City Manager
and Chief of Police concerning parade on
July 28, 1963, carried unanimously.

The Morrow Junior Woman’s Club will have a cake sale
Saturday. Aug. 31, in front of the Colonial Store on Main St.
in Forest Park. The Home Life Department is in charge of
the sale which begins at 8:30 a.m.
The Fine Arts Department of the Morrow Club urges
everyone to participate in the Arts and Crafts Exhibit, Oct.
26 and 27, by entering your handiwork for display. For fur
ther information on this exhibit, contact Mrs. W. L. Watter
son in Morrow.

Other interesting lectures were
also given.
Demonstrations were given in
the hotel pool by the Underwater
Diving Unit of the St. Louis
County Coroner’s office. There
was also a demonstration by
police dogs given by the St. Louis
County Park Police. Both of these
were very interesting. It was a
most interesting Seminar which
will be useful and beneficial to
the Coroner of Clayton County
in carrying out his duties.
Mr. Dickson was the only coro
ner from the state of Georgia at
the meeting.

The business meeting and mis
sion study of the women of First
Christian Church, Forest Park,
were held Thursday evening,
August Bth, at the home of Mrs.
Patsy Shaddix, 143 Ash St.
Mrs. Helen Hudson had charge
of the business session. Mrs.
Mable Trout conducted the mis
sionary program, “Our God is
Real Feeding the Hungry in
South America and Mexico”. Mrs.
Margaret Olson gave the de
votional study which centered
around Romans 13:1. Others giv
ing missionary accounts in South
America and Mexico were Mrs.
Catherine Stoner and Mrs. Jim
mie Phillips.
The women in attendance were
Mrs. Patsy Shaddix, Mrs. Helen
Hudson, Mrs. Mable Trout, Mrs.
Margaret Olson, Mrs. Catherine

Bids on relocating sewerage-authorization
to sign contract—Bids on relocating cer
tain sewers in conflict with project 1-285
Highway were discussed by W. J. Greene,
Jr. of Wiedeman & Singleton, Engineers.
Mr. Greene recommended acceptance of
the low bid of General Construction Com
pany of Forest Park in the amount of
$26,491.50 (see minutes of July 26, 1963.1
Motion was made by E. M. Gaultney, Jr.,
seconded by H. E. Waldrop, and unan
imously carried, that, the bid of Gen
eral Construction Company in the
amount of $26,491.50 be accepted and
• hat the Mayor be* authorized to sign the
contract on behalf of the City.
Budget estimates—Estimates of the
revenues and expenditures for fiscal year
1963-1964 were presented by the City
Manager, and upon motion of H. E.
Waldrop, seconded, and unanimously
carried, it was agreed to study the esti
mates and come back at a later date with
recommendations.
Councilman Looney to approve pur
chases —Motion was made by W. W.
Foust, seconded by W. H. Bateman, and
carried, that Councilman G. W. Looney
be added to the elected officials au
thorized to sign checks and that he ap
prove invoices prior to checks being
issued. The vote was H. E. Waldrop,
W. H. Bateman and W. W. Foust for;
E. M. Gaultney, Jr., S. S. Abercrombie,
and V H Burks against; G. W. Looney
abstaining. The vote was therefore tied
and the Mayor voted for the motion.
City Manager relieved—Motion was
made bv G. W. Looney, seconded by
W. H. Bateman, that the City Manager
be relieved of his duties effective im
mediately for violation of purchases ex
ceeding $500.00; also disposing of city
property without approval of the Mayor
and Council; motion carried with G. W.
Looney, W. H. Bateman, H. E. Waldrop
and W. W. Foust voting for: S. S. Aber
crombie, V. H. Burks, and E. M. Gault
ney. Jr., voting against. (See motion fol
lowing.)
Monon to table—Motion was made by
E. M. Gaultney, Jr., seconded, that the
motion to relieve the City Manager be
tabled unHl it can be discussed with the
City Attorney. Voting for the motion
were E. M. Gaultney, Jr., V. H. Burks,
S. S. Abercrombie; voting against were
W. H. Bateman, H. E. Waldrop, W. W.
Foust and G. W. Looney. Motion was
lost.
Statement of Councilman Gaultney—
“My opposition to the motion is that I
have not had an opportunity to discuss
this with the City Attorney and he is
not present tonight." (This statement
with reference to the motion to relieve
the City Manager.)
Employees work in City Hall on own
time—Motion was made by S. S. Aber
crombie, seconded by E. M. Gaultney,
Jr., and carried unanimously, that the
practice of employees working on their
own time doing tax research and pre
paring various lists for outsiders and
charging for same that proceeds received
for such work be deposited in the City
Treasury.
Adjournment—Upon motion of S. S.
Abercrombie, seconded by V. H. Burks
and unanimously carried, the meeting
was adjourned at approximately 10:15
p.m.
