Minutes of Mayor and Council Meeting
of the City of Forest Park, Georgia, held
August 5, 1963.
Call to order —The meeting was called
to order at approximately 7:35 p.m. by
Mayor W. Reid Puckett, with the follow
ing Councilmen present: E. M. Gaultney,
Jr.. S. S Abercrombie, H. E. Waldrop.
J V H. Burks, W. W Foust, G. W. Looney,
; W. H. Bateman. Also present was John j
R. McCannon, City Attorney.
’ Invocation—The invocation was given '
by G. W. Looney.
! Minutes of previous meetings—Minutes
. of regular Council meetings which were •
i held on July 15. 1963; July 22. 1963; July I
26, IM3; and July 31. 19<i3 were read and
approved with the following correction: '
G. W. Looney corrected reading in
minutes of July 15, 1963 page No. 2 of
hiring a man to be placed in charge of
। the cashier’s office to read “that a man
be hired and placed in charge of the
cashier's office." Minutes read and ap
proved as amended.
Changing order of Agenda—G. W.
Looney made a motion seconded by
W. H. Bateman that the matter con
cerning City Manager T. J. Elliott s em
ployment status in the city be placed
, first on the agenda and that of J. B.
Arrington placed second, and to hear
■ his trial in regard to his suspension by
Mayor W. Reid Puckett on August 1,
1963. Six councilmen voting for this
motion, one abstaining.
City Manager Resignation—A letter was
read dated August 5, 1963 written to
Mayor W. Reid Puckett; ‘ Dear Mayor
Puckett: This is my resignation from the
City of Forest Park as City Man
ager/Clerk, effective at 5:00 o’clock p.m.,
Monday August 5, 1963". Signed, T. J.
Elliott.
W. W. Foust made a motion quoting
“I move that prior to the discharge of
T. J. EliiotU as City Manager be re
affirmed and that he be instructed by
the Chief of Police not to attempt to
perforin and duties for or in behalf of
the City of Forest Park and to vacate
the premises of the City Hall immedi
ately.’’
H. E. Waldrop read a letter from
.Mayor W. Reid Puckett in regard to
T. J. Elliott's resignation. Motion was
made by W. W. Foust to override veto
of the Mayor. W. H. Bateman made a
motion that the veto of the Mayor be
overridden, seconded by W. W. Foust.
Voting for the motion were H. E.
Waldrop. W. H. Bateman, W. W. Foust
and G. W. Looney. Voting against were
V. H. Burks, S. S. Abercrombie and
E. M. Gaultney, Jr. Motion failing to
receive two-thirds majority was declared

Resignation Accepted—E. M. Gaultney,
Jr. made a motion to accept T. J.
Elliott’s resignation with two weeks
severenco pay. Seconded by S. S. Aber
crombie.
Amendment to motion: W. H. Bate
man made a motion that Mr. Elliott’s
resignation be accepted with one day
severence pay, seconded by G . W.
Looney. Voting for amendment to mo-
Hon was H. E. Waldrop. W. H. Bateman,
G. W. Looney, W. W. Foust. At this
point H. E. Waldrop quoted “I voted
to fire Mr. Elliott immediately and that
is the reason 1 am voting to give him
one day's severence pay.” Motion as
amended voting against were E. M.
Gaultney, Jr., S. S. Abercrombie and
V. H. Burks. Motion carried.
Arrington Appeal—W. H. Bateman
made a motion that J. B. Arrington's
hearing be held at this time, seconded
by G. W. Looney, voting for the motion
were G. W. Looney, W. H. Bateman,
H. E. Waldrop, W. W. Foust. Voting
against were V. H. Burks, S. S. Aber- <
crombie and E. M. Gaultney, Jr.
Rex T. Reeves represented J. B. Arring
ton in regard to his suspension as assist
ant to the City Manager. Motion by
W. H. Bateman, seconded by G. W.
Looney carried unanimously that J. B.
Arrington be reinstated without loss of
pay and without penalty as of August
5. 1963.
G. W. Looney read the duties of the
City Manager from the Code Book.
Previously to the above motion J. B.
Arrington apologized to Mayor Puckett
for anything that he might have said
or done regarding the Mayor and the
Mayor accepted his apology.
Advertising for City Manager—Motion
W'as made by S. S. Abercrombie that
an advertisement be run in the news
papers and Managers Journal for a quali
fied City Manager, seconded by E. M.
Gaultney, Jr.
Amendment to Motion —G. W. Looney
made an amendment to the above mo
tion that the advertisement for the City
Manage) read “City Manager-Engineer’’.
Seconded by W. H. Bateman amendment
of motion carried unanimously.
Temporary City Clerk—G. W. Looney
made a motion, seconded by W. W.
Foust that J. B. Arrington act as tem
porary City Clerk until a City Manager-
Clerk/Engineer is hired. Carried unan
imously.
Dixie League Request—A letter w'as 1
read from Robert Lockhart, business .
manager for the Forest Park Braves re
questing that the City help them with
$250.00 in order for their winning team
to go to Wichita, Kansas to play with !
the N.B.C. League. W. H. Bateman made 1
a motion seconded by W. W. Foust that
the City Attorney look into the matter 1
and see if the City can grant this re
quest to be paid out of the Recreation
Fund. Motion carried unanimously.
Kinman Property—The property of
James E. Kinman, Jr. was declared in
the City of Forest Park and that the 1
city limits line is incorrect on the map. !
W. R. Mills Property- Letter was read I
from W. R. Mills, Jr. in regard to his .
property return for 1963 on land and i
buildings located at 1115 through 1123 ]
Main Street. Mayor Puckett appointed '
a committee of V. H. Burks, H. E.
Waldrop and W. W. Foust to check and
investigate this property and report their {
decision as to assessment back to the ।
Mayor and Council.
Whitaker Oil Co. Property—Motion was ‘
made by W. H. Bateman, seconded by q
G. W. Looney that the City Attorney, ;
Chief of Police, and three Councilmen ;
comply with the motion made in regard
to the minutes of April 1. 1963 on Page j
2 about the building located at North ’
Oak Street, Main Street and Hill Street. c
The committee named was V. H. Burks, \

Motion carried unanimously. "
Warren Drive discussion - Two residents *
of Warren Drive stated that they have
been misrepresented from the beginning .
as to the paving of their street, Warren 5
Drive. They requested that Mayor and '
Council take the payments billed to them 1
off completely and that they were over
charged and requested that they dis- J
regard the entire matter of them having (
to pay any part of the paving. I
Group Insurance Policy—S. S. Aber- 1
crombie made a motion, seconded by J
E. M. Gaultney, Jr. that the policy on J
payment of group insurance after 1
termination of employment be tabled for
further discussion until a ruling can be ’
received from the City Attorney. Motion
Carried Unanimously.
Dixie Road—Mrs. Hulgan and Mrs.
Smith requested that they be allowed
to continue their buildings under the old
code which existed at the time of be
ginning the projects under the old code.
They were instructed to appear before
the Planning Board and explain their
« situation.
Map Selling—H. E. Waldrop made a
motion, seconded by E. M. Gaultney. Jr.
that we give the maps of the City to
anyone who desires them. without
charge, since they are out-dated and not
to order any more maps printed of this
kind. Carried unanimously.
New Water Customers—W. H. Bate
man made a motion, seconded by W. W.
Foust and carried unanimously that a
deposit of $25.00 be required on all new
rental customers for water to be turned
on at the property they are going to
rent.
Parades Committee—An ordinance was
read from the City Attorney. John R.
McCannon. in regard to the handling of
parades, processions, and other marching
groups including but not limited to
funeral processions. A motion was made
by E. M. Gaultney, Jr. seconded by W. H.
Bateman and carried unanimously that
they accept the ordinance on parades,

this resignation by E. M. Gaultney, Jr.,
seconded by W. H. Bateman, carried
unanimously.
Resignation of Police Officer Martin—
A resignation was read from Chief of
Police Quinn stating that Officer Richard
M. Martin has turned in his equipment
and resigned as of July 25, 1963. Officer
Martin stated that the water w'as turned
off in his home and that he had placed
his payment in the box at the City Hall
and that the money had not been taken
out in time for his bill to have been
paid. Motion was made by G. W. Looney,
seconded by W. W. Foust, that the res
ignation of Officer Martin be accepted,
carried unanimously.
Letter of Apology to Officer Martin—
S. S. Abercrombie made a motion, sec
onded by E. M. Gaultney, Jr., that a
letter of apology be written to Richard
M. Martin for the inconvenience caused
him when his water was turned off,
carried unanimously.
Application tor new Patrolman—A let
ter of recommendation from Chief James
E. Quinn, Police Department, was read
requesting that the vacancy of Officer
Martin be filled by Walter Leon San
ders. Motion w'as made by W. W. Foust,
seconded by E. M. Gaultney, Jr., that
the application of Mr. Sanders be ac
cepted. carried unanimously.
Water & Sewerage Operator—Motion
was made by E. M. Gaultney, Jr., sec
onded by S. S. Abercrombie, that the
matter be tabled in regard to hiring an
apprentice operator for the Water and
Sewerage Department until Mr. Homer
Agnew could appear before Mayor &
Council to make explanation, carried

man, that the I. B. M. Company be noti
fied immediately by telegram to cancel
previous orders for machines and equip

Mr. Al Ewing—Mr. Al Ewing made a
request that the City install a master
water meter and billed at commercial
rates to the Public Housing Authorities.

be denied to Mr. Ewing and that the
City Attorney shall write him a letter
stating that this request would be in
conflict with the City Ordinance, car
ried unanimously.

This property is located at the inter
section Joy Lake Road and Victory
Boulevard. The purpose of rezone this
property is for a Variety Store. Mr. Starr
made a motion that the petition be ap
proved, Mr. Duncan seconded, vote unan
imous.
The petition of Mr. J. H. Little and
Mr. M. H. Little to reone property from
R - 2 Residential to C-4 General Com
mercial District and if rezoned to issue

Civitans gathered Thursday
night at Harbins Drive In and
Restaurant for their regular
meeting and enjoyed steak and
chicken dinners served in the
dining room. After dinner a busi
ness meeting was held. During
this portion of the meeting the
club voted unanimously to ac
cept the responsibility for can
vassing and collecting funds on
twenty five streets in the Forest
Park area on behalf of the At
lanta Association for Retarded
Children. Forest Park Civitans
will make their coordinated ef
fort during the period September
5 through 19th with special em
phasis on Mentally Retarded
Childrens Sunday which is Sep
tember 15th.
Plans for delegates to, attend
the Civitan Georgia District
North Council meeting in Athens
next month were finalized and
those attending are Lex Glas
gow, Sam Johnson and Lt. Gov
ernor Wilbur Peacock.
After the business meeting
was concluded, Ed Miles, pro
gram chairman introduced the
guest speaker for the evening Mr.
Roy Turner, safety engineer for
the Georgia Power Co. Mr. Turn
er presented a thirty minute
color movie entitled “The Pulse
of Life”. This movie demonstrat
ed the newest techniques for
saving victims of drowning, elec
tric shock, suffocation and heart
failure. The method of mouth to
mouth respiration has been
shown to be the most effective
way of restoring breathing. The
steps in the procedure were ex
plained so that a layman could
easily learn them. Frequently it
