Statement On Taxes
Statement of Mayor Randolph Medlock of Stone Moun
tain, President of the Georgia Municipal Association, in
connection with a proposal by a state legislator for an in
crease in the sales tax from three to four per cent:
The Georgia Municipal Association probably would
give support to a one-cent in
crease in the state sales tax, pro
vided it is divided equally be
tween the two units which need
it most—municipalities and edu
cation.
At the present time Georgia
municipalities are directly re
ceiving only $1 million from the
nearly one-half billion dollars in
annual State revenues, compar
ed with $244 million in state
funds going to education. This is
only two-tenths of one per cent
for municipalities, contrasted
with 54.3 per cent for education,
which is ridiculous.
For several years, city officials
have taken a position through
the Georgia Municipal Associa
tion that municipalities should
be permitted to levy a one per
cent sales tax at the local level.
If the State plans an increase to
four per cent, our towns and
cities should receive not less than
one-half of such an increase.
At the present time over S4OO
million in public needs exist in
our towns and cities which can
not be financed from present
revenue sources. Demands for
m u n i c i pal improvements and
services are multiplying with the
urban population explosion and
many of our cities are already in
desperate plight.
Unless realistic help is forth
coming from the State immedi
ately, we will be faced with the
alternatives of closing shop or
requesting additional help from
an increasingly centralized fed
eral government.
I want to point out that our
Association is on record in gen
eral support of the program of
Governor Sanders to improve

The dance, honoring Mrs. Carl
Sanders and the wives of city of
ficials, is a new item in the year

be held as a separate event fol
lowing the banquet at the Atlan
ta Biltmore Hotel.
During the morning, the city
officials have invited members
of the Georgia General Assembly
to meet with them at a confer
ence at the Dinkier Plaza Hotel.

Included on the agenda will be
the Municipal Association’s leg
islative program, including ways
and means to return additional
ATLANTA ARMY DEPOT — DEPOT DEBUT—
The Army’s newest aerial workhorse, the Boe
ing-Vertol CH-47A ‘Chinook’, makes its first
delivery to Atlanta Army Depot in a 250-mile
trip from Fort Stewart, Ga., requiring less
than three hours. The twin-turbine powered
state-collected funds to towns
and cities, boundary adjustment
legislation, and a bill to allow
contracts between the State
Highway Department and muni
cipalities. Such subjects as water
pollution control and constitu
tional revision will also be dis
cussed.
GMA has invited all legislators
to a luncheon following the con
ference. General Assembly mem
bers also are being invited to the
evening program.
The annual banquet, to be held
at the Atlanta Biltmore Hotel,
will feature Governor sanders
and Lt. Geer on the program.
Governor Sanders has pro
claimed the day “Georgia May
ors’ Day,” by stating: “Our towns
and cities are vital to the growth
and progress of the State of
Georgia; and in great measure
the responsibility for the protec
tion of life and property and the
securing of the general health
and welfare of Georgians rests
with the municipalities of the
State.”
