Some of the things for which
we can all be proud are:
1. Our fine courthouse.
2. The beautiful office building
which houses the administration
of the Clayton County School
System.
3. The New Health Center in
Forest Park.
4. The New Justice of Peace
Courthouse in College Park.
5. The New Health Center to
be erected in the College Park
area soon.
6. The New Juvenile Court
Building soon to be erected in
Jonesboro.
7. The approval of a Bond
Issue for Libraries in Forest
Park, College Park, and Jones
boro.
8. The expansion of our water
system now taking place.
9. The creation of a director
type Public Works Program
under a fully qualified and reg
istered civil engineer. This new
system has built over fifty miles
of paved roads in a three year
period. Many other roads have
been graded and graveled. A
most extensive bridge program
has been incorporated. Every
bridge built in our county is de
signed by our engineer and only
concrete and steel construction

are now being bought in bulk
quantities at great Savings.
Many thousands of dollars have,
been saved under this new pur
chasing system. Every piece of
equipment the county owns, not
expendable, has been inven
toried and an identification tag
attached. This gives us a com
plete record of all material and

Area Residents
Receive Awards
Atlanta Army Depot — Three area residents were
among a group of six Depot employes receiving a Special
Service Award, presented by Col. J. P. Alexander, Jr., Com
manding Officer. -
All employes of the Supply
Systems Branch, Operations Con
trol Office, the group was as
signed the task of accomplishing
certain Inventory Control pro
cedures, within a short deadline.
The employes were cited for
completing the assignment in an
outstanding manner, for their
“thorough planning, scheduling,
close cooperation, and giving un
selfishly of their time beyond
normal duty hours.”
Gerald Hayes, Jr., Route 2,
Riverdale; Mrs. Virginia Holland,
Stockbridge, and Mrs. Frances
Rafter, 407 Pine Ridge Drive,
Forest Park, were among the six
receiving the citation. Others
were H. W. Hutchins, Mrs. Pansy
McWilliams and Alvan W. Peck.
Mr. Hayes, a Depot employe
22 years," is affiliated with Mor
row Baptist Church and F&AM
Lodge 373. His daughter, Toni
Kay, attends Jonesboro Junior
High School, and his son, Gary,
is a student at Riverdale Ele
mentary School. Mrs. Holland
is a member of Forest Park Busi
ness and Professional Women’s
Club, which she has served as
president. She has also served
as District Director and Chair
man of the State Nominating
Committee. She is active in
Clayton County Safety Council;
Stockbridge Methodist Church
and Wesleyan Service Guild; is
a member of the Defense Supply
Association and Chapter 28,

sociation. Mrs. Rafter has been
a Depot employe 10 years and is
the wife of Thomas F. Rafter,
Chief of the Defense Surplus
Sales Office at the Depot. Their
son Freddie is a student at Geor
gia Military Academy.

11. A complete study of our
Police Department by a qualified
police expert and a reorganiza
tion of that department. The
department has been doubled in
size and has modern police
equipment. Each new police ap
plicant must be a high school
graduate, of high moral char
acter, physically fit, and pass a
rigid examination. He is then
trained in an approved Police
Academy. A realistic pay scale
has been established and a fu
ture assured for the career
policeman.
We continue to attract new
industry each year thereby
making these improvements
possible without increasing
taxes.
There are many other needed
improvements, some of which
are:
1. Recreation program.
2. County-wide garbage col
lection.
3. Fire protection.
4. Further improvement of our
roads and streets both inside
and outside our cities.
5. Continued expansion of our

one. I feel, in all humility, that
I can fulfill the duties of Judge
of the Civil and Criminal Court
in an impartial and just manner,
and I ask the consideration of
the voters of Clayton County on
April 4th. Due to important liti
gation now before the Courts in
which I am of counsel for the
State and to the many vital leg
islative matters demanding at
tention of the State Law Depart
ment during the course of this
General Assembly, I feel obli
gated to remain on the job as an
Assistant Attorney General until
the adjournment of the present
session. However, I have obtained
a leave of absence from the
State Law Department, com
mencing with the adjournment
of the Legislature, and am look
ing forward to visiting, after that
date, as many people as possible
in every section of the county.”
