Mr. Tom Cole, Clayton County
Soil Conservation Agent, was the
guest speaker at the January
meeting of the Jonesboro Wom
an’s Club, held on Monday eve
ning, January 27th, at the home
of Mrs. Joe H. Shelor. The pro
tion Department featured a dis
cussion by Mr. Cole on all phases
of soil conservation, the testing
and correct methods of soil
preparation; and the planting
and care of trees and shrubs. At
the conclusion of the program,
Mr. Cole presented each mem
ber with a pine seedling.
Also appearing on the program
was Dr. Wells Riley, Jonesboro
physician, who told members of
the Greater Atlanta “Sabin Oral
Sunday” Campaign. Dr. Riley
discussed the importance of the
Sabin Oral Vaccine, and urged
everyone to participate in this
immunization program.
Hostesses along with Mrs. J. H.
Shelor, were Mrs. Marvin King,
Mrs. C. E. Lamb. Mrs. J. W. Lewis,

18 years has been a member of
the National Sheriff’s Associa
tion.
Mr. Osborne is a member of
St. John’s Episcopal Church,
West End Businessmen’s Asso
ciation and is a past president
. of the Tri County Community
Club of Riverdale and a former
member of the Georgia Press
Association.
A family man, Mr. Osborne
and his wife, the former Helen
Davies, have been married 28
years and have two daughters
and two grandsons. They reside
on Highway 138 in Riverdale.
Mr. Osborne was born and
reared on a farm and through
the years has engaged in vari
ous business activities, including
owning and publishing the West
End Times. He has owned a res
taurant, worked in insurance,
operated a shoe shop, a used car,
garage and parts business, has
real estate interest and was em
ployed for 11 years.by General
Motors. He is now semi-retired
on his Clayton farm.
, In announcing his candidacy,
Mr. Osborne stated he felt an
. obligation to citizens of Clay
ton' County and has considered
with care his candidacy for this
position for the past eight years.
His primary concern for Clay
ton County at this time is for
better road and street mainte
nance and an accelerated road
and highway construction pro
gram; an enlarged county wide
program of fire protection,
. greater recreation facilities to
meet the needs of the present
and future youth of Clayton
County; a county hospital; and
a more cooperative and produc
tive relationship between county
and city governments. To each
of these programs he pledges
his earnest support.
Mr. Osborne further states he

or individual in offering him
self as a candidate for this
position and he will always
strive to the best of his ability.

gia Bar in 1950, admitted to prac
tice in the Georgia Court of Ap
peals in 1951 and then to the
Supreme (Jourt of Georgia. He is I
a member of the Georgia Bar,
aid a charter member of the
Clayton County Bar.
Foster served 6 years in the
law making body of the state
from 1953 through 1958. Four
years of this in the House of
Representatives and two years
in the State Senate. He was later
appointed by the Governor to
fill an unexpired term on the
Board of Corrections, which has
control of the operational poli
cies of all the state and county
prisons in Georgia. There he was
able to learn many of the prob
lems of the courts and prisons.

I and with Mr. Kemp in Jonesboro
made a couple or revisions to'
make it conform to the wishes
of the organizers, with no cost to
the Chamber. He was a charter
member of this organization.
Mr. Foster also helped organize
the Clayton County Water Au
thority and with Mr. Blalock
passed the necessary legislation
for its operation.
He was married April 4, 1943
to the former Evelyn L. Donald.
They have two children, Walter
Alvin, 18, now attending West
Georgia College and Esther Eve,
5. They reside at 197 Woodland
Way, Forest Park, are members
of Jones Memorial Methodist
Church. He is a veteran, a Mason
and a Shriner.
Foster states that he has in
vested everything he has in Clay
ton County, and he is vitally in
terested in its future and its peo
ple. Foster states further, “That
it has been a great pleasure for
! me to have played a small part
in helping Clayton County grow,
and that I have a strong desire
' to serve my people further as
Judge of Civil and Criminal
: Court, for which I am fully qual
i ified.
