ATLANTA ARMY' DEPOT— Five Oak Leaf Clusters to the Air
Medal for Viet Nam service are pinned on CWO-3 Willard J.
Martin by Col. J. P. Alexander, Jr., Commanding Officer, At
lanta Army Depot. The clusters were awarded in recognition of
Martin’s “meritorious achievement while engaged In more than
125 combat support and reconnaissance missions over hostile
territory in Viet Nam . . . displaying the highest order of air
discipline and acting always in accordance with the best tradi

Merritt Named
USAF Recruiter
Master Sergeant James E. Mer
ritt, Jr. has recently been as
signed as the United States Air
Force Recruiting Representative
for Clayton County Georiga with
j offices located in College Park,
• Georgia. Sergeant Merritt was a
recent honor graduate from the
Air Force Recruiter-Salesman
School at San Antonio, Texas
and has been in the Air Force
since 1950. His other assignments
in the Air Force have included
duty with the Strategic Air Com
; mand in Albany, Georgia and
: Puerto Rico and a lengthy tour
| as an advisor to various Reserve
i Units throughout the Southeast
ern states.
Sergeant Merritt has had no
trouble becoming familiar with
his new territory as he is a native
of Atlanta where he attended the
old Boys High School and gradu
ated from Bass High School in
North East Atlanta. He is mar
ried to the former Juanita Mar
tion from Seneca South Carolina
and has a six year old daughter
Wanda who incidently was born
on her daddy’s birthday.

William L. Shi (left) of 287 Main Street, Lake City, a mainte
nance foreman at Headquarters XII U. S. Army Corps, recently
received a 20-year service pin and Department of the Army
Certificate of Service. The presentation was made by Major
James A. Braddy, Headquarters Commandant. Shi has worked
at XII U. S. Army Corps since its activation in November 1958.
He has held positions with the Georgia Military District, Atlanta;
U. S. Naval Ordnance Plant, Macon; and Robins Air Force Base, I
Warner Robins. During World War II he served with the Bth
Infantry Division in the European Theater of Operations. Shi
and his wife, Alline, have two children. A daughter, Mrs. Betty
Rose Beard, lives at Lanette, Ala., and their son, William L Shi,
Jr., is serving with the U. S. Army in Vietnam.

ATLANTA ARMV DEPOT—Staff Sergeant Charles E. Harp is
presented Certificate of Achievement by Colonel J. P. Alexander,
Jr., Commander, Atlanta Army Depot. The Certificate, issued by
the U. S. Army Support Group in Viet Nam, commended the
sergeant for “meritorious performance of duties as an aircraft
repairman” while on duty with the Group in Viet Nam, and
commended him for “contributing immeasurably to the success
ful accomplishment of all missions assigned to the unit.” Sgt.
and Mrs. Harp, natives of Bardwell, Ky., are making their home
in Morrow. He is assigned to the 14th Aircraft Depot Battalion.

remember which one has been

Experienced Leadership Is
Our Hope For the Future
A public official should be judged by his accomplish
ments. I am more than willing for the people of Clayton
County to use this yard stick in determining whether or
not I am worthy of your continued confidence and re
election to the position of leadership in your county affairs
I now hold as Chairman of your Board of Commissioners.
W’hen I offered for this
position, and was honored
by election in 1960, my
promise was that I would
do the very best I could
to handle county affairs,
with the cooperation ol
the other members of the
Board, in such a manner
as to take advantage of
the wonderful opportuni
ties we have of becoming
one of the leading coun
ties of Georgia. Clayton
County has made won
derful progress and the
task has been made easier
by the foundation laid by
former county leaders
and by the splendid co
operation and foresight of
a wonderful and under
standing citizenry.
When a county becomes
the fastest growing coun
ty in Georgia, the prob
lems grow in like propor
tion and all of them will
never be solved. It takes
constant study and appli
cation, and experience in
this position is invaluable
to the people of our
county.
I yield to no one in my conviction that education is
essential to a good life. My wife and I economized and
sacrificed to help our four children secure college educa
tions. I taught in a country school, served as a member of
the Board of Trustees in both country and Jonesboro High
Schools, was active in PTA, and as a member of your
Board of Commissioners have rendered every possible
service to your County School Department. We have, at
different times, done considerable grading at North Clay
ton High School, especially on the football field. We have
paved outdoor basketball courts at several different
schools, paved a parking area at Lake City School and also
constructed a sidewalk to get the children out of the street.
We did a big grading job at Morrow Elementary School
that required several weeks with heavy machinery. On two
different occasions we did big grading jobs at the new
Forest Park High School. For the safety and convenience
of the students at this school we widened and paved Phil
lips Drive, constructed a sidewalk from Reynolds Road to
Lake City School and graded and paved an access road
from Forest Park High School to Highway 54. W'e have
just recently paved Ward Place at Hendrix School in For
est Park and are preparing to recondition and repave
Catherine Street, which is an access street to Hendrix
School. One of the greatest assists to our school system is

year. This work was begun in 1962 and was done under a
contract entered into by your Commissioners at a cost of
$81,500.00. Clayton County is one of the approximately 40
Georgia counties that have completed, or are presently
completing, re-evaluation programs.

very important and you can be assured that as it becomes
possible for the various sections of our county to have it,
I shall cooperate in every way possible to assist in provid
ing ample fire protection. As a partial solution the county
has entered into agreements with several municipalities
to offer fire protection to unprotected areas.
I wanted especially to discuss the above mentioned
problems with you at this time. At a later date I shall
discuss with you many of our other problems and also
some of the many accomplishments of the present ad
ministration that are making our county one of the finest
and best known counties in Georgia.
Accomplishments are platforms put into effect.
Platforms, as such, are good-sounding reading and worth
less unless put into effect.
Can you say that I have not carried out my promise
to do something constructive for you? Have my accomp
lishments made of Clayton County a better place in which
you and your children can make your home?
I hope that you will endorse my candidacy at the
election on April 4th.

Your Commissioners
have implemented our
law regarding fire protec
tion by setting up two fire
districts and are present
ly investigating the feasi
bility of setting up other
districts. A thorough
study of this legislation,
with its limitation of an
annual levy of five mills,
shows the impossibility of
the county entering into
the fire-fighting business
by construction of fire
stations. The funds de
rived from a five mill
levy would be totally in
sufficient to construct and
operate a county main
tained fire department.
The only possible solution
would be to raise suffi
cient funds by voting gen
eral obligation bonds.
Since the people who are
presently taxed for the
operation of fire depart
ments in municipalities
would receive no benefits
from a county - wide,
county-maintained fire
I department, I would not
vote as a Commissioner to
