Honored By Battalion
ATLANTA ARMY DEPOT —
Sergeant Major Joseph T. Smith
was honored by men of the 14th
Aircraft Depot Battalion during
ceremonies marking his retire
ment from active Army duty
after more than 20 years. High
lighting the ceremonies was the
presentation of the Army Com
mendation Medal by Lt. Col.
Elswick Newport, Battalion
Commander.
The citation accompanying
the Medal commended Sgt./Maj.
Smith for his noteworthy ac
complishments as Sergeant Ma
jor, Headquarters, 14th Aircraft
Depot Battalion, including his
assistance in activating the bat
talion, the first “C” level aircraft
maintenance and supply bat
talion in the U. S. Army. It was
pointed out that, during the
build-up period, Sgt./Maj. Smith
personally interviewed and
counselled each of the several
hundred enlisted men reporting
for duty. In addition, he was
cited for the efficient and pro
fessional manner in which he
has handled details in connec
tion with an average of 20 visits
to the battalion each month by
high-ranking military and ci
vilian visitors.
Sgt./Maj. Smith is a native of
MecSherrystown, Pa.; entered
active Army duty in 1941, serv
ing in Europe from 1944 until
1945. He also served in the Pa-
cific area, and was assigned in
Germany from 1959 until 1962.
Among his decorations and
awards, in addition to the Com
mendation Medal, are the
‘Bronze Star and the European
‘African-Middle Eastern Area
Campaign Ribbon with three
‘bronze stars. He attended
Pennsylvania State College,
Louisiana State University, and
‘the Army Aviation School, Fort
1 Rucker, Ala.

they are satisfactorily meeting
these goals. They undertake ex
tensive efforts to bring the pro
gram in line with the standards
of the Southern Association.
Finally, after the study is over
and in printed form, the system
is visited by a large committee
of distinguished educators who
study the system’s printed re
ports and visit all of the schools
and observe the program in ac
tion. After its three day visit is
over, the Committee writes its
own report evaluating the system
and sends its findings to the
Southern Association. The As
sociation either accepts or re
jects the system on the basis of
the Visiting Committee’s recom
mendations.
Clayton County has completed
the self study for its elementary
schools and is now awaiting the
published report of the Visiting
Committee, and the results of
next fall’s meeting of the South
ern Association. On the basis of
the announced findings of the
Committee, however, Superin
tendent J. E. Edmonds is opti
‘mistic over the prospects of
complete acceptance by the As
sociation.
The Visiting Committee was
impressed by the job being done
by Clayton County Schools, and
by the degree of cooperation that
exists between the schools and
the community. In a letter to
Superintendent Edmonds, R. S.
Clark, Superintendent of Troup
County Schools said, “You are to
be commended upon your forth
right leadership and the terrific
amount of public enthusiasm
shown toward your schools, to
ward your administration, and
toward the problems and prog
ress you are experiencing in
Clayton County Education.”
When a school or a system be
comes accredited, its responsi
bility to the Association does not
end there. It must make an
nual reports, be periodically visi
ted by committees, and main
tain and improve the same high
standards that enabled it to be
come accrédited. Accredited
schools help to insure a quality
éducation for Clayton County
children.
